This addendum reflects the proposed improvements along Valley Pike as recommended by the Virginia Department of Transportation. As you know, the Virginia Department of Transportation agreed to allow Frederick County to approve your site plan prior to their final approval. This was done to permit the issuance of a building permit while the entrance improvement details were being finalized. Frederick County will issue an occupancy permit for this building once all site plan improvements are complete and Shenandoah Valley Baptist Church has made application with VDOT for the entrance improvements. I have provided you with two copies of the approved addendum to this site plan. This will allow you to provide the contractor with an on -site copy and keep a copy for your records. The owner may now apply for a land use permit to cover the proposed improvements within the Route 11 right-of-way. Said permit will require a minimal processing fee and surety bond coverage. A permit of this nature normally takes approximately thirty days to process and issue once satisfactory application has been made. Prior to completion of the permit work, a 10'x30' drainage easement will need to be provided on the church property at the outfall of the existing 36" culvert under Route 11. I have enclosed a copy of our Standard RW-203 deed which may be used as a guide in preparing the necessary drainage easement deed and plat. As you are aware, it is the intent of the church to add additional classrooms to house GO students. In discussing this matter with church officials, it was pointed out that the new addition to the church School will not actually be increasing the studelit population by 60, it is merely a matter of expanding classrooin space for the current student load with a potential for possibly ten to fifteen additional students in the next few years.
