Dear Pastor Farel:
The Frederick County Planning Department administratively approved an addendum to Site Plan
##029-94 for Shenandoah Valley Baptist Church on July 11, 1995. This addendum reflects the
proposed improvements along Valley Pike as recommended by the Virginia Department of
Transportation. As you know, the Virginia Department of Transportation agreed to allow
Frederick County to approve your site plan prior to their final approval. This was done to
permit the issuance of a building permit while the entrance improvement details were being
finalized. Frederick County will issue an occupancy permit for this building once all site plan
improvements are complete and Shenandoah Valley Baptist Church has made application with
VDOT for the entrance improvements.
I have provided you with two copies of the approved addendum to this site plan. This will allow
you to provide the contractor with an on -site copy and keep a copy for your records. Please
have the contractor notify this office to schedule an on -site inspection once all improvements are
complete.

Dear Pastor Farel:
The Frederick County Planning Department administratively approved Site Plan #029-94 for Shenandoah Valley
Baptist Church on January 5, 1995. The approved site plan calls for the construction of a new school building that
will be 1,664 square feet and connected to the existing sanitary sewer pump station, the installation of a new
concrete sidewalk and disabled ramp to the building, the provision of four disabled parking spaces with appropriate
signage, the installation of new fire lane signs, the mulching and seeding of all disturbed areas, and all appropriate
erosion and sedimentation control measures.
I have provided you with two copies of the approved site plan. This will allow you to provide the contractor with
an on -site copy and keep a copy for your records. Please have the contractor notify this office to schedule an on -
site inspection once all improvements are complete.

Enclosed is your approved Land Use Permit Assembly #855-03076 to cover the
reconstruction and maintenance of one commercial entrance, install a right turn lane and
related grading/drainage improvements at the referenced project.
Please ensure a copy of the approved permit is kept at the job site whenever working
within the Route 11 right-of-way. Also I would like to remind you of the need to erect and
maintain proper traffic control in accordance with our current Virginia Work Area Protection
Manual.
Please give Mr. S. A. Melnikoff a call at (540) 722-3460 at least 48 hours in advance of the
start of construction to arrange for any necessary inspections.

Dear Tim:
We have received your revised site plan dated June 21, 1995 for the referenced project.
it appears all of our earlier review comments have been satisfactorily addressed.
The owner may now apply for a land use permit to cover the proposed improvements
within the Route 11 right-of-way. Said permit will require a minimal processing fee and
surety bond coverage. A permit of this nature normally takes approximately thirty days to
process and issue once satisfactory application has been made.
Prior to completion of the permit work, a 10'x30' drainage easement will need to be
provided on the church property at the outfall of the existing 36" culvert under Route 11.
I have enclosed a copy of our Standard RW-203 deed which may be used as a guide in
preparing the necessary drainage easement deed and plat.
If you have any questions or if I can be of further assistance, please let me know.

As requested, we have reviewed the referenced project's site plan dated 04/10195.
Our comments may be found on the enclosed plans marked in red and as follows:
1.) If less costly for the owners, a standard ES-2 end section can be substituted for
the proposed headwall on the outlet end of our existing culvert under Route 11
to be extended.
2.) Since the culvert under Route 11 is being extended closer to the right-of-way
line, we ask a 10'x30' drainage easement be provided to accommodate future
maintenance operations.
3.) If the location of the existing water meter vault allows, the offset to the face of
entrance curb should be increased to 14'.

This is to follow-up on our telephone conversation this morning concerning the referenced
project. As I said, we have no objections to the proposed on site classroom building
improvements provided the entrance onto Route 11 is upgraded to accommodate the
additional traffic. It is my understanding a separate site plan detailing the necessary
entrance improvements will be forthcoming from your office. Therefore, this site plan
entitled "Shenandoah Valley Christian Academy Classroom Building" dated
September 26, 1994 is approved as submitted.
Through copy of this letter to Frederick County we are apprising them of our approval and
asking an occupancy permit for the building be denied until an entrance site plan has been
approved by this office and necessary permits & bonds posted by the owners.

pumping station that has already been constructed at the Shenandoah Valley Baptist Church. As you
are aware, it is the intent of the church to add additional classrooms to house GO students. In
discussing this matter with church officials, it was pointed out that the new addition to the church
School will not actually be increasing the studelit population by 60, it is merely a matter of expanding
classrooin space for the current student load with a potential for possibly ten to fifteen additional
students in the next few years. Mr. Les Seal, a church official, researched data concerning the
church's water usage and found that a usage of 57,000 gallons per month would be considered a high
water usage month, with sonic nnonths being significtnndv lower. 4Vik7Tsuch a low water usage,
combined with the few predicted additional Students added, We feel that the pumping station currently
is sized to handle any additional f bwthat tliis new construction may add.
