Our comments may be found on the enclosed plans marked in red and as follows: 1. The entrance will need to be redrawn to scale and shifted slightly to accommodate our existing 24" culvert under Route 645. A 30' entrance width, 16' radii, 12' offset and 36' taper will be required. 2. A half typical section of the entrance with pavement design noted will be required. Also, Standard CG-7 Curb & Gutter is to be used in the entrance design. 3. It appears a 65'x24" C.M.P. (asphalt coated) culvert Linder the entrance will be required. However, if you can supply drainage calculations to support a smaller pipe we will consider such. The culverts inverts will also need to be shown. 4. Our existing 24" culvert under Route 645 will need to be extended and its end section relocated to accommodate the proposed entrance improvements. 5. Other miscellaneous comments as marked will need to be incorporated into the plan. Please revise and resubmit four (4) copies for further review. These issues need to be resolved prior to the issuance of a Temporary Certificate of Occupancy Permit for this business. Asphalt needs to be applied from the new commercial entrance to the end of the parking lot for phase one. All regular and disabled parking spaces need to be striped once the asphalt application is complete and has set-up. The disabled parking space needs to be depicted with a "van accessible". disabled parking sign that meets the requirements of the Americans with Disabilities Act. landscaping needs to be planted along the rear property line and around the perimeter of the parking lot as specified by the site plan. Appropriate erosion control rocks (called rip -rap) need to be provided within the drainage facilities by the commercial entrance. Finally, all areas that were disturbed through the installation of underground infrastructure and building construction need to be graded and stabilized to provide for new ground cover. A copy of my inspection report was provided to your office and the Frederick County Building Inspections Department. It is my understanding that Mr. Mark Repine of Trademark Enterprises, Inc. is involved with another project at this time and will not be available to begin this work until the end of April. Therefore, it appears that the prudent course of action would be to bond all outstanding site work. This will enable Frederick County to provide Children's Services of Virginia, Inc. with a Temporary Certificate of Occupancy Permit and allow Mr. Repine the opportunity to complete all outstanding site work. Muncy For Sprinklers is Needed AFSA President NOTE: The following editorial appeared in the May/Jtme 1992 issue of NFPA Jour- nal. Because of the importance of Mr. Boyd's observations, 1 chose to devote my column in this issue to allow Sprinkler Age readers the opportunity to read his comments. At an architecture -related dinner three years ago, a Virginia fire marshal out- lined the advantages of modern building sprinkler systems, emphasizing that no mul- tiple fatalities have ever occurred in a build- ing with an installed sprinkler system. I pondered what he said. Perhaps I was not properly indoctrinated in graduate school, or am ... blissfully ignorant, but it seems that without sprinklers, more than 5,000 people die each year, and with them, no one will. I realize that a certain portion of my pre- liminary designing involves carefully jug- gling square footages and wall constructions according to the building code to avoid the need for sprinklers. 1 am certain this is com- mon in the building industry, and that I am not the only architect doing this. I was con- demning a statistical percentage of my building's future users to death as surely as if I were pulling the lever on a gallows. Sprinkler systems are a just and prudent use of legislation — not an overly bureaucratic system of loopholes and exceptions, but a simple requirement that all buildings inhabited by humans shall be provided with a sprinkler system. In the 1970s, the government passed laws to protect the rights of citizens to breathe clean air, requiring automobiles to have cer- tain emission control devices. These laws were across-the-board, with no exceptions, giving no unfair advantage to any manufac- turer. The automobile manufacturers ... com- plained that no one would buy any autos and they would all soon be out of business. Strangely, this radical gesture toward the good of mankind passed without a break- down of the capitalist system, and it seems car buyers hardly noticed the extra $500 added to the price of their "American dream." It seems prudent, then, that as an enlight- ened society, we should work in all haste to pass legislation that will make sprinkler sys- tems as common and indispensable as wa- ter, electricity, telephones, and sewers --all radical ideas in their introductory periods.
