This site plan was submitted to our department on Friday, December 16, 1994. The information submitted by your firm included the site plan application page, the site plan review fee, a copy of the Boundary Line Adjustment Plat, approved review agency comment sheets from the Frederick County Sanitation Authority, the Frederick County Building Official, and the Frederick County Fire Marshal, as well as a comment sheet from the Virginia Department of Transportation (VDOT) which lists required revisions to the proposed site plan. In order for our department to provide final site plan approval for this project, I will need approved review agency comment sheets from the Frederick County Engineer and the VDOT, as well as final copies of the site plan which reflect the revisions required by this office (please refer to letter from Evan A. Wyatt dated January 3, 1995). Because of the uncertainty involved in determining the final approval date for this site plan, I believe it is prudent to consider what options are available for the Bank of Clarke County at this time. The Bank of Clarke County is in a position to begin the work necessary to prepare the site for the final building. This work includes the demolition of the existing two story structure that traverses the adjusted property boundary line, the installation of the underground infrastructure, establishing final site grade and compacting areas for the building pad, parking lot, and maneuvering areas, and pouring the curb and gutter, footings and floor. In order to begin this work, the contractor needs to obtain a land disturbance permit from the County Engineer. The cost of this permit is $200 plus $25 for each acre of disturbed area. The land disturbance permit will enable the contractor to work on site and within approved easements, but not within VDOT right-of-way. 9 North Lnudoun Strect P.O. I am willing to review a proposal that incorporates additional plantings if this required percentage cannot be met. ✓13) The required parking lot landscaping has been established to provide shade trees; therefore, the applicant should consider the use of Washington Hawthorn trees (Crataegus Phaenopyrum Treeform). We also suggest extending the profile downstream as noted on Plan Sheet #3. 3. It does not appear the existing private entrance culvert to the east of the project will continue to function properly with the proposed stormsewer design. The culvert should be replaced with a R.C.P. and tied into Structure No. 1. 4. We have reconfigured both the east and west commercial entrances as shown on Plan Sheet No. 2. The 5.5' curb and gutter radius your propose on the eastern entrance does not meet our minimum design requirements. A minimum 12.5' radius on the face of curb with a 36' taper to tie into the existing edge of pavement will be required. Since both the bank parcel and adjacent property are owned by H. B. & F.W. Grim the lengthening of the curb radius would not appear to be a problem. This revised entrance configuration could receive conditional approval contingent upon the following: Any entrances to be provided for the parcel immediately east of the bank property are to be located to allow 25 linear feet along the Senseny Road pavement edge between the bank's east entrance and the first entrance to the adjacent property. If this entrance configuration is not workable from the owner and your client's standpoint perhaps this entrance could be shifted westward slightly and its width reduced. I understand now, that Bank of Clark County wishes to omit this hydrant since there is an existing hydrant in front of Senseny Road Elementary School that can be utilized for fire protection. This hydrant is beyond the 300' distance typically used for commercial buildings but clearly provides adequate coverage for the hazard this structure presents. Had this plan been submitted requesting approval of existing hydrant coverage, it would have been approved, so omitting the hydrant at this time is not a problem for fire and rescue. Obviously, structures with a greater fire potential could be constructed on this site, within the limits of the ordinance, that would require no additional hydrants, so we would not have required the addition of a hydrant for this site. In short, it was on the plan and approved so some hoops have to be cleared to allow your plan to proceed without the hydrant.
