The approved site plan calls for the construction of three apartment buildings that will contain three bedroom units and three apartment buildings that will contain two bedroom units, paved private access drives and parking lots that will contain a total of 161 regular parking spaces, ten disabled parking spaces with appropriate signage, curb and gutter, monoslab grass pavers for turnaround access, and perimeter parking lot landscaping that provides one shade tree for each forty linear feet, the installation of three recreational areas that will contain two tot lot areas and one basketball court that will be 1,600 square feel, the provision of concrete sidewalks that will provide disabled ramps and access along the perimeter of all parking lots to each building, the installation of outdoor dumpster pads that will be completely enclosed by a six foot high wooden fence and a latched gate, buffers and screening along Airport Road and the western property boundary line, the provision of outdoor lighting fixtures on each building and at the entrance, an illuminated entrance sign, and all appropriate erosion and sedimentation control measures. Enclosed are two copies of the approved site plan for your records. This will enable you to provide a copy to the contractor and maintain a copy for your files. Box 46 Bridgewater, Virginia 22812 RE: Preliminary Site Plan Review Of Preston Place Apartments - Phase II Dear Mr. Price: I have had an opportunity to review the above referenced site plan submitted by your firm on Wednesday, November 23, 1994. This site plan generally conforms with the Master Development Plan for this project which received administrative approval on Monday, November 21, 1994. However, there are some outstanding issues based on my review that need to be addressed prior to final site plan approval for this project. I offer the following comments: 1) Please provide the use as well as the zoning for all adjoining properties including those across Airport Road (Route 645). 2) The acreage of the subdivision that was approved by the Frederick County Planning Commission for Phase I of this project states that the apartments will be on 7.44 acres. Your site plan indicates that this project will be located on 9.66 acres. Please revise this site plan to reflect the 7.44 acre site that was approved, provide the appropriate metes and bounds description, and revise the units per acre to reflect the new density. 3) Please provide the appropriate location and dimension of all required setbacks for this project on the Dimensional Layout Plan (sheet 3 of 7). It does not appear that two of the three bedroom units meet the required 50 feet perimeter boundary setback requirement. 4) Please provide the location, dimension, and detail for all proposed signs that will be located on this property. 5) Please provide the location, height, and detail of all proposed outdoor lighting fixtures that will be located on this property. 6) Please provide a statement under the Zoning Notes on sheet 1 of 7 that describes the acreage and percentage of common open space that will be provided for this project. 7) Please provide a statement under the Zoning Notes on sheet 1 of 7 that describes the site impervious ratio for this project. 9 North Loudoun Street Winchcstcr, VA 22601 P.O. Please provide a location for this environmental feature that also indicates the portion that is proposed to be disturbed during construction. 10) Please provide a description on sheet 2 of 7 that depicts the amount and type of recreational amenities that will be provided on this site. Our department will ask the Frederick County Department of Parks and Recreation to insure that the grading for these areas is adequate. 11) Please provide a detail for the proposed outdoor trash receptacles. These facilities must be completely enclosed by a six foot opaque structure with a latched gate. 12) Please provide the name of Route 645 (Airport Road) on sheets 2, 3, & 4 of 7. 13) Please provide the location, width, and description of all easements necessary to serve this site. 14) The approved Master Development Plan for this project calls for a Reduced Road Efficiency Buffer along Airport Road (Route 645). This requires a six foot high berm along the road, as well as a landscaped easement that is at least ten feet wide and includes three trees per ten linear feet. These trees must be three different species of which 2/3 are evergreen and 1/3 deciduous. Please revise the Grading Plan on sheet 2 of 7 and the Landscape Plan on sheet 4 of 7 to reflect this requirement. Our department will ask the County Engineer to review this grading plan to insure that it will function with the overall drainage plan for this project. 15) The approved Master Development Plan for this project calls for a Residential Separation Buffer with Full Screening along the property lines where the use is single family dwellings. Please revise the detail that reflects the buffer requirements provided on the approved Master Development Plan and provide the location and detail of the six foot high opaque board on board fence that will be provided on this property. The location of the fence needs to be between the required landscaped screening and the apartment buildings. The placement of hydrants is very poor for firefighting operations and the number of hydrants necessary is very lacking. Frederick County requires two hydrants within 300' of each building. These should be placed in a manner that the fire department responding to a fire can meet the hydrant on the way in to the incident. As shown, the fire department would have to drive past any building with a fire in order to reach our water supply. Each of the parking lot courts must have a VDOT Cul-De-Sac or hammer head turn around for emergency vehicles. As shown, a piece of fire apparatus would have to back up about 300' to exit a parking lot court. This type of development has many children who are drawn to fire trucks like a magnet. Backing these vehicles such distances is a very dangerous practice thus the need for turn around space. Turning from the main drive onto the east parking lot court will be virtually impossible for a ladder truck due to a ladder trucks long wheel base. This access problem must be addressed to ensure prompt, adequate fire fighting capabilities. Likewise, making the turn into the south parking lot court will be extremely difficult for even our engines, with ladder truck access virtually impossible.
