This site plan involves the construction of three duplex buildings to accommodate six residential units. The approved site plan is for land located northeast of the main Westminster -Canterbury complex parking lot. Two of these items were addressed in your letter dated February 22, 1995. But two additional items were not addressed. This office has not received review agency comments from either the City of Winchester Fire and Rescue Department or the County Engineer. In a letter dated February 16, 1995, you stated that both of these agencies have been supplied with review materials. You also stated that the fire company's review comments were attached to the February 16, 1995, letter. Please note: as of February 24, 1995, the Planning Department has not received agency review comments from either of these agencies. As you are familiar with the site plan process, you understand that review comments are required prior to the approval of a site plan. The plan and this letter reflect all the latest revisions and addresses your comments of January 31, 1994. 1) Outdoor Light Fixtures: Outdoor light fixtures are as noted on the plan (Project Summary #10). Specific locations will be determined in the field during the construction phase of the project due to owner's preferences, topography and rock. This was the method used in the phase one cottages. 2) Sidewalks: There are no sidewalks planned for this section of the Westminster - Canterbury project. The private streets serve both pedestrian and vehicular access. Westminster -Canterbury is served by approximately 2.5 miles of trails and walkways. This conforms with phase one approvals and plans. 3) Street Name: The street name of "Moore Trail Drive" is proposed and has been discussed with Mr. Mark LeMaster of your staff. 4) Landscaping: There is no additional landscaping plan. All disturbed areas will be seeded. It is my understanding that the cottage units are landscaped by owner's preferences as with the prior phase. We have provided all review material to the County Engineer for comment. Additionally, this plan is reviewed by the City of Winchester Fire and Rescue Department, not the Frederick County Fire Marshall. The water main size was increased as per the attached fire company comment sheet and is reflected on the plans. Four additional copies will be provided to your office for final approval. The following comments were not addressed on this revised site plan: 1) Location of outdoor light fixtures. Please designate the location of any outdoor light fixtures on the site plan. During a previous conversation with you, you indicated that the light fixtures would be installed in a pattern similar to that practiced in the existing duplex section of this development. Please illustrate this pattern by placing the fixtures in their appropriate location. 2) Location of sidewalks and pedestrian ways. Please designate the location of the sidewalks and pedestrian ways. Provide the dimensions for each. 3) Name and dimensions of the proposed street. All proposed street names should be approved by the Planning Department. This is necessary to eliminate duplicate street names within the county. The proposed improvements consisted of installing culverts in drainage ditches throughout the Westminister-Canterbury community. You inquired as to whether or not a revised site plan or a land disturbance permit would be required. Because only isolated areas are affected and the total -disturbed area is under 10,000 square feet, it will not be necessary to obtain a land disturbance permit. Also, I have spoken with Eric Lawrence of the Planning and Zoning Department who indicated that a revised site plan would not be necessary for the type of improvements you propose. I would recommend that after placement of the culverts, these areas be seeded as soon as possible to take advantage of the spring growing season. This is based on the following: 1. Section 2.02: Public Utilities -Design Standards for Distribution Systems A.) 2.) The proposed water system shall provide a minimum fire flow of at least 1,000 gallons per minute at a residual pressure of 20 PSI for residential. 2. National Fire Protection Association (NFPA) recommends fire flow for groups of dwellings with exposure distances of 11' to 30' is 1,000 GPM. 3. Each Cottage is 12,720 cubic feet separated by a fire wall. The GPM required for extinguishment is 381.6 (L X W X H-;- 100 X 3). This does not include attic area which I estimate at approximately 1500 cubic feet. Required flow to extinguishment (including attic area) is 426.6 GPM per unit. Due to exposure distance of only 30' this flow could increase (worse case scenario) to 952 GPM.
