Dear Sara:
The above -referenced site plan was approved on June 6, 2007. The site plan is approved for the
construction of a new concrete plant at the Carroll Industrial Park located on Ebert Road in the Stonewall
Magisterial District. Required site improvements include the following:
Construction of a parking lot with 21 regular spaces (including two handicap accessible) and 15
truck parking spaces, including curb and gutter, striping, handicap access and landscaping.
A dumpster area as indicated on the site plan.
Landscaping and screening as indicated on the plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with eight (8)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

We have received your revised site plan dated May 5, 2006 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide three (3) sets of approved
construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 638
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Sara:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Property Identification Number. On the coversheet, provide the new PIN for this property.
2) General Notes. On the coversheet under general notes, provide a note that states all outdoor lighting shall
be shielded to prevent glare onto adjoining properties and road right-of-ways.
3) Screening. The screening fence shown on sheet 4 needs to be extended to meet the landscaping along the
truck parking area.
4) Truck Parking Area. The truck parking lot requires curb and gutter (minimum CG-6).
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Frederick County GIS Department, the Frederick
County Inspections Department, the Frederick County Department of Public Works (County Engineer), the
Frederick County Fire Marshal and the Frederick County Sanitation Authority.

Please find enclosed along with this letter revised construction documents for the Enn-
stone, Inc. site plan in the Carroll Industrial Park. The drawings have been revised to re-
flect your comment letter dated June 6, 2006. The revisions are as follows:
1. Property Information. The subdivision for the Industrial Park has been com-
pleted and recorded. The new Instrument number has been added to the plans.
2. Landscaping Requirements. The notes regarding the 15% required greenspace
have been revised.
3. General Notes. There will not be any phasing for the construction of this project.
The notes have been revised to this effect. The loading space shown on the lay-
out plan now illustrates a 12'x45' loading space. Approximately 10' of the loading
space shall be under the equipment that loads the trucks. (The trucks maneuver
to back under the loading equipment to fill and then leave the site.) No screening
or buffering is required for this development. The note referencing that has been
revised on the coversheet.
4. Building Restriction Lines. The front building restriction line label has been re-
vised.
5. Building Size. The office building square footage has been labeled on the layout
plan.
6. Drainage Easements. All drainage easements pertaining to the site have been
shown.
7. Building Access. The reclamation facility does not require any vehicular or pe-
destrian access points.
8. Ground Cover. The erosion and sediment control plan states that the area
around the reclamation facility shall receive permanent seeding to establish grass.
This has been added to the layout plan for clarification.
9. Screening. The screening fence continues around the entire outside perimeter of
the reclamation facility. The end of the proposed fence has been identified more
clearly on the layout plan.
10.Truck Parking Area. The 200sf parking spaces are sized appropriately to ac-
commodate the trucks that will be parked there. CG-2 header curb is proposed

along the northern perimeter of the parking area. In addition, the main parking
area is proposed to be concrete pavement.
11.Truck Loading._ The area provided at the narrowest point is over 75' wide. This
area shall be more than adequate to maneuver the trucks accessing the site.
12. Landscaping. The fence will not be extended. The planting hedge shall be
planted at 4' minimum height. This has been noted on the plant list of the land-
scape plan.
13.Tree Types. The White Pine species were not changed to a different species.
14. Landscaping Notes. The required notes have been added to the landscape plan.

Provide on the plan how the outflow of petroleum products and hazardous waste will be
controlled onsite to protect the water quality of the quarry pond. It is likely that a
discharge permit from the Department of Environmental Quality will be required.
Provide a copy of the permit to this office.

Dear Tim:
Upon review of the subject site plan, we effer the following comments:
In the stormwater report you indicate that all the runoff conveyed to the proposed
stormwater management pond shall be free of any petroleum products, hazardous waste
and sedimentation. The erosion and sediment control plan shall manage the
sedimentation runoff. Indicate on the plan how petroleum products and hazardous waste
shall be managed onsite. It is critical that these items be installed and maintained within
the industrial park to protect the quarry from contamination.
2. Indicate on the plan the 100-year storm elevation adjacent to the quarry.
3. You have proposed the use of DI-7 drop inlets. Provide a note on the plan requiring the
use of type III grates for safety purposes.. Please note that the opening of a type I grate is
wide enough to allow someone's foot to slip in which, in turn, could cause an injury.
4. The concern with the with the proposed channels having a slope less than two (2) percent
was addressed in the subdivision plan comments.
5. Provide storm sewer calculations for all of the proposed storm sewer onsite.

Re: First Review Comments for Site Plan #26-06; Ennstone Inc.

Dear Tim:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Pronerty Information. On the coversheet, an instrument number is being used to describe the
parcel as well as the adjacent parcels. The property has not been subdivided yet and it is unclear
where these numbers are coming from. Also, the property needs to be subdivided before this site
plan can be approved.
2) Landscaping Requirements. The coversheet shows that the site needs 25% landscaped area
and cannot exceed 75% impervious area. The M2 zoning district only requires 15% landscaped
area.
3) General Notes. On the coversheet under general notes, note 10 refers to a Phase I and note 17
states that there are no phases. Note 1 I states that one 12' x 45' loading space has been
provided; the site plan shows a loading space of a different size. Also, there is a reference to the
subdivision design plan for buffers and screening. Any landscaping shown on the SDP needs to
be reflected on this plan as well.
4) Building Restriction Lines. On sheet 4, the front BRL has been labeled incorrectly.
5) Building Size. On sheet 4, label the office square footage.
6) Drainage Easements. Provide the location of any drainage easements if necessary.
7) Building Access. It is unclear how the reclamation facilities will be accessed.
8) Ground Cover. Label what the ground cover adjacent to the reclamation area will consist of
(grass/gravel).
9) Screening. The screening fence shown on sheet 4 needs to be extended as indicated.
10) Truck Parking Area. The parking spaces labeled for trucks are only 200sf. Please clarify if
this size is adequate to accommodate concrete trucks. Also, the truck parking lot requires curb

and gutter.
11) Truck Loading. It appears it will be difficult for trucks to enter the site and then back up into
the designated loading space. Verify that trucks will adequately be able to maneuver the
configuration and then exit the plant.
12) Landscaping. A three to four foot hedge is being used to screen the truck parking lot. The truck
lights will most likely be higher than a three foot tree. The cypress height on sheet 6 should be at
least four feet at the time of planting, or the fence should be extended in this area to provide
screening.
13) Tree Types. There are a large number of white pines shown on this site. The use of this tree
type is discouraged.
14) Landscaping Notes. Notes need to be provided that state (1) all planting shall conform with
§ 165-36B of the Frederick County Zoning Ordinance (Plant selection, planting procedure, and
maintenance), and (2) any plant substitutions must be approved in writing by the Frederick
County Planning Department.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Frederick
County GIS Department, the Frederick County Inspections Department, the Frederick County
Department of Public Works (County Engineer), the Frederick County Fire Marshal, the Frederick
County Sanitation Authority, and the Virginia Department of Transportation.
