The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants

The above -referenced site plan was approved on July 26, 2007. The site plan is approved for the
construction of a new office/warehouse complex for Carroll Construction at the Carroll Industrial Park
located on Ebert Road in the Stonewall Magisterial District. Required site improvements include the
following:
Phase I consists of:
• Building A - 11,314.57sf building (7250.85sf office and 4,063.72sf storage)

All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with five (5)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is

Buildings shall comply with The Virginia Uniform Statewide Building Code and
Section 304, use group B (Business) for the office building and use group S (Storage) for
the shop and warehouses, of the International Building Code /2003. Other Code that
applies is ICC/ANSI Al 17.1-03 Usable and Accessible Buildings and Facilities.
Please note the requirements in IBC for special inspections under chapter 17 for this type
structure(soils, concrete, bolts, etc.) . The shop shall be provided with a grease / oil
separator per IPC if a floor drain system is installed.
Accessible parking shown appears to be in compliance however the accessible route to all
of the structures is not shown on the plan. The two story office building shall have an
accessible route to the second floor if the square footage exceeds 3000.
All required egress doors shall be accessible and 50% of the entrances. The door
locations are not indicated on the plan at this time.
All required egress shall be ANSI Accessible. Rear patio is raised. Section 1007.8 refers to the
design and wall rating for required area of assisted rescue or extend accessible route back to

We have received your revised site plan dated May 1, 2006 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide four (4) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 638
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Please find enclosed, along with this letter, revised construction documents for the Carroll Con-
struction site plan in the Carroll Industrial Park. The drawings have been revised to reflect your
comment letter dated May 30, 2007. The revisions are as follows:
1. The Red Chokeberry (Aronia) and Viburnum species have been kept in the landscape
buffer. The Forsythia species has been removed from the proposed buffer. In addition,
larger tree species have been added to the buffer in an attempt to recreate the pre-
existing woodland area that has been removed.
2. The white pines have been left on the plant list to be included in the buffer area.
3. An earthen berm has been provided to satisfy the requirement for the 6' minimum opaque
screen. In addition a double row of evergreen trees has been provided at the top of the
berm for additional screening. Please refer to the grading plan for a more clear view of
the berm layout.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan %Nhich adequately
addresses each concern.
Review Comments:
1) General Notes. On the coversheet under general notes, provide a note that states all outdoor
lighting shall be shielded to prevent glare onto adjoining properties and road right-of-ways.
2) Phases. As indicated on the coversheet, delineate the phases with a dashed line.
3) Phase I Office Building. The two-story office building has a total of 11.314.57sf; the
coversheet only accounts for 7,250sf.
4) Stone Pavement Areas. Provide notes in these areas that outdoor storage is prohibited.
5) Limits of Clearing. On sheet 2 of the site plan, the limits of clearing greatly encroach into the
50' woodland area that cannot be disturbed; revise the plans to protect this area. The notes
provided on sheets 4A. 5A, 6A that refer to construction activities encroaching into the 50'
buffer area needs to be removed; the site plans should state that upon inspection if the buffer is
deemed to not be adequate supplemental plantings may be required.
6) Existing Vegetation. It appears that the some of the areas shown as 50' woodlands on the MDP
don't have much existing vegetation (as indicated by the aerial photos of the site); see sheet 3 of
the site plan. These areas need to be supplemented in the site plan.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of

Please find enclosed along with this letter revised construction documents for the Carroll
Construction site plan in the Carroll Industrial Park. The drawings have been revised to
reflect your comment letter dated June 6, 2006. The revisions are as follows..
1. Property Information. The subdivision for the Industrial Park has been com-
pleted and recorded. The new Instrument number has been added to the plans.
2. Ebert Road. Ebert Road shall be improved in accordance with the approved Car-
roll Industrial Park Subdivision Design Plans.
3. Landscaping Requirements. The notes regarding the 15% required greenspace
have been revised.
4. General Notes. The buffer areas have been added to the layout and landscape
plans. General Note #17 has been revised.
5. Parking Calculations. The office space for the phase II development has been
added to the parking calculations.
6. Access Road. Please see attached plats for additional information regarding the
access easement.
7. Drainage Easements. Please see attached plats for additional information re-
garding the drainage easements.
8. Phase I Development. The square footage for the office building has been re-
vised on the plans. The large gravel areas are to allow for truck maneuvering to

parcel as well as the adjacent parcels. The property has not been subdivided yet and it is unclear
where these numbers are coming from. Also, the property needs to be subdivided before this site
plan can be approved.
2) Ebert Road. Indicate on the site plan what improvements are being done to Ebert Road.
3) Landscaping Requirements. The coversheet shows that the site needs 25% landscaped area
and cannot exceed 75% impervious area. The M2 zoning district only requires 15% landscaped
area.
4) General Notes. On the coversheet under general notes, there is a reference to refer to the
subdivision design plan for buffers and screening. Any landscaping shown on the SDP needs to
be reflected on this plan as well; please also revise note 17 as indicated.
5) Parking Calculations. On the coversheet, the Phase II parking calculations do not account for
any office space.
6) Access Road. It appears that the intent of the access road is to serve Lot 1 and 2. This road
needs to be designated and recorded as an access easement.
7) Drainage Easements. Provide the location of any drainage easements if necessary.
8) Phase I Development. Please indicate if the two -floor office building is a total of 5,940sf total
or per floor. There is a number of gravel areas associated with Phase I; the proposed use of these
areas needs to be indicated.
9) Signage. Provide the location and size of any proposed signage.
10) Sidewalk Access. On sheet 4, the parking lot next to the dispatch building has a sidewalk that
goes to the main office building. The sidewalk needs to be shifted and one parking space striped

11) Phase II Development. On sheet 4, the Phase II buildings need to show a breakdo«m of office
and warehouse. Also, the gravel area between the two Phase II structures is large and only
contains two loading spaces. Indicate what else this area will be used for (truck parking/storage
etc.).
12) Dumpstei• Locations. A dumpster location needs to be provided for the Phase II development as
well as a dumpster closer to the office building.
13) Paving Details. Provide paving details.
14) Landscaping Notes. On sheet 6 or 7, notes need to be provided that state (1) all planting shall
conform with § l 65-36B of the Frederick County Zoning Ordinance (Plant selection, planting
procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the
Frederick County Planning Department.
15) Buffers. The MPD shows a 100' buffer with a 50' woodland strip that cannot be disturbed. The
site plan does not reflect the woodlands. Revise the plan to show the 50' woodland strip along
the property lines as well as safety/silt fence installed to prevent the disturbance of the trees. The
BRL's also need to be removed fi•om the woodlands areas.
16) Landscaping Schedules. The landscaping schedules need to be broken up into Phase I and
Phase II plantings. Also, there are trees labeled as "AR" that are not in the schedule, and the
landscaping schedule only shows 64 trees and the detail shows 73.
17) Hedges. Hedge rows need to be provided as indicated on sheet 6.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
