application_ The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan- It is recommended that applicants
contact the Department of Planning & Development to determine which review

even. Action: Mr. Jerry Kopp, P.E. of VDOT, Edinburg
Residency, was contacted and issued a letter (attached) stating
VDOT has no objection to the 38 ft BRL. Requirement dismissed.
• Parking Spaces: 2"`. Revision enlarges Bldg. addition as
compared to initial Site Plan. More Parking spaces needed_
Action: Additional space is for additional Fire Equipment not
persons. Actually, the capacity of the Social Hall determines
number of Parking spaces and this has not been changed. See Slit.
1 of Minor Site Plan, General Data & Notes, "Parking Space
Requirements". Further, the Gore Fire & Rescue Co. has recently
increased the parking area by grading at to the East side of the
building and also constructing an "Overflow Lot" adjacent to the
East end and extending North.

New locations shown.
Please advise if I should pick up three copies of the Approved Minor Site Plan or
whether they will be mailed If mailed please send them directly to me and not Gore
Fire & Rescue Co. as the Fire personnel often do not know about the details of this
project and information can be delayed or lost.

Buildings shall comply with The Virginia Uniform Statewide Building Code and section, 304, use
group B .(Business), of the International Building Code/2000. Other Code that applies is CABO
Al 17.1-98 Accessible and Usable Buildings and Facilities.
Renovation of the existing structure shall require an asbestos inspection according to the USBC
section 112.1.4 if constructed prior to Jan 1, 1985.
HC parking spaces and unloading shall not slope greater than 2% across area. Please confirm =' -=-
slopes are in comphance.on the accessible route from the parking to the structure. Section 3408:6
(ADA 20% rule) of the IBC shall apply for the addition and renovation. All required egress doors
shall be accessible to a min. exterior area for assisted rescue, section. 1003..2.13.7.IBC .
This type structure shall be subject to special inspections according to chapter 17 of the IBC.,
(soils, concrete, etc.).

REVISION No. 2: Gore F & R Co. #14. (S.P. 21-04)
Gore Fire & Rescue Co. No. 14 is planning to construct additions to its existing facility.
Accordingly a Site Plan was prepared and approved, after coordination, by the Zoning
Administrator, Mark R. Cheran, on August 9, 2004. Subsequently, Gore Fire & rescue
Co. has decided to revise the addition sizes and locations. Therefore, this Site Plan is
being re -coordinated to show the revised additions as well as the location of the septic
system based on field investigations. No other changes to the Site Plan have been made.

I am writing in regards to our meeting at the Clore Fire Department on Wednesday, August 30,
2006.
At the meeting you pointed out that the Gore Fire Department plans to extend their buildirR
approximately 50 root west. This extension will put the building within 38 foot (+ or -) ,.a the
Rt. 50 VDOT right of wvay line. You also indicated that Frederick County had a 40 root building--;
restriction area to the adjoining property line.
This is to advise that the Virginia Department of Transportation does not object to the
being w-iffin 38 foot (- or -) of our right of way line.

System Modifications Tor New Addition:
- Install as per the attached plans and specifications by PE Robert Pumphries
- Review eng. plans and plat prior to construction
- Proper function of the system hydraulics is the resImnsibilily of the design engineer.
- Final construction must be approved by written comments from Mr. Pumphries
certifying that the system was installed as designed and in accordance with all applicable
regulations. Please review regulations prior to installation.
- Keep all sewage disposal components 10' from the non -basement structure.
- All new sewage disposal components must maintain a minimum 50' setback from the
existing well.
THE MODIFICATIONS PROPOSED ARE FOR THE FIRE DEPARTMENTS NEW ADDITION.
A NEW DRAINFIELD WAS NOT FOUND AND THE MODIFICATIONS WERE NOT
DESIGNED BY THE HEALTH DEPARTMENT. THE DEPARTMENT WILL NOT
GURANTEE THAT THE EXISTING SYSTEM WILL CONTINUE TO FUNCTION PROPERLY
WITH THE NEW MODIFICATIONS. THE SYSTEMS DESIGN AND PROPER INSTALLATION
LIES WITH THE DESING ENGINEER AND GORE FIRE DEPARTMENT.
This sewage disposal system construction permit is null and void if conditions are changed from those shown on
the application or construction permit.
No part of any installation may be covered or used until inspected, corrections made if necessary and the system is
approved. The inspection will normally be made by the system designer, who may be an AOSE, PE, or EHS. Any
part of any installation which has been covered prior to approval shall be uncovered, if necessary, upon direction of
the Department or the system designer.

Dear Mr. Pumphrey:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
I ) Previous Approvals. Remove the previous approvals or place an "x" over them.
2) BRL's. The new addition appears to be located 38' off of the front property line. The existing
building is shown as being 42' from the front property line. The location of the new addition needs to
be revised to maintain 42' off of the front property line.
3) Parking Spaces. The expansion shown on the 2004 site plan was only 3,136sf and the additions
shown on the revised plan total 5,388sf and the parking space total is decreasing. Additional parking
can be provided at the rear of the building as indicated.
4) Shed and Propane Tank. The new location for the shed and propane tank needs to be provided.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for final administrative approval. Comment sheets are required from the following
agencies: the Frederick County Inspections Department, the Frederick County Department of Public
Works (County Engineer), the Frederick County Fire Marshal and the Health Department.

Gore Volunteer Fire & Rescue Co. No. 14
Dear Mr. Camp:
Submitted herewith, for signature approval, are five (5) copies of the final Minor Site
Plan for Gore Volunteer Fire & Rescue Co. No. 14.
Also submitted are the Request for Site Plan Comments Forms received from FC-
Winchester Health Department; FC Permits & Inspections Department; FC Fire &
Rescue Department and FC Engineering Department.
Comments from the above departments:
• FC-Winchester Health Dept.: Have no objections as long as water or sewage
quantities remain the same and are not increased. Also noted that chemicals, cleaning
materials, etc. should not be put down sinks. (Response- No increase in W & S
quantities. Gore V F & R will put signs to this effect at sink locations).
• FC Permits & Inspections Dept.: Buildings shall comply with VA. Statewide
Building Code; existing bldg. to have asbestos inspection, comply with ADA 20%
rule; egress doors accessible to min. exterior area for assisted rescue; special
inspections required during construction. (Response- All comments apply to
building design/construction and not the Site Plan. These requirements will be
required for the Building). All HC parking spaces and unloading shall not slope
greater tan 2% (Response- Proposed or existing HC spaces and unloading were field
checked and vary from 1.6% to 2.5% and considered in an acceptable range for
compliance.)
• FC Engineering Dept.: No comments. Noted Land Disturbance Permit is not
required.
• FC Fire & Rescue Dept.- Office of the Fire Marshall: Basically approved with no

recorded by the FC Clerk of the Circuit Court on July 15, 2004.
It will be appreciated if you would e-mail me when the approval signature is completed.
I will pick up an approved copy. It will be subsequently used as part of the documents in
a Request for Proposals (RFP) for Design/Build Services, Gore Vol. Fire & Rescue Co.

I need a copy of all review agency comments. Please provide these prior to or with the final

Dear Jeremy: The document consolidating the 4 parcels of Gore FD property into one parcel was
signed and notarized by Gore FD President last Thursday. The document was prepared by Doug
Legge, LS. I need to get the signature of the Subdivision Administrator, FC and then have it
recorded by the FC Clerk of the Court. Assuming the Subdivision Administrator is part of your
office, I will stop in Tuesday, 7/13, to get his signature and then go over to the Clerk's
Office. Consolidating the Parcels completes all work on the Site Plan. FYI, the Health , Public
Works and Fire Marshall departments had no comments. Permits and Inspections Department's
comments dealt with the Building Design/Construction except they said to check the grades of the
paving near the HC spaces to assure they were not greater than 2%. 1 have managed to misplace
your letter regarding the Site Plan and need another copy as I don't recall the number of Site Plan

Dear Mr. Pumphrey:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Previous Approvals. Remove the previous approvals or place an "x" over them.
2) BRL's. The new addition appears to be located 38' off of the front property line. The existing
building is shown as being 42' from the front property line. The location of the new addition needs to
be revised to maintain 42' off of the front property line.
3) Parking Spaces. The expansion shown on the 2004 site plan was only 3,136sf and the additions
shown on the revised plan total 5,388sf and the parking space total is decreasing. Additional parking
can be provided at the rear of the building as indicated.
4) Shed and Propane Tank. The new location for the shed and propane tank needs to be provided.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for final administrative approval. Comment sheets are required from the following
agencies: the Frederick County Inspections Department, the Frederick County Department of Public
Works (County Engineer), the Frederick County Fire Marshal and the Health Department.
