The following are the comments received and our responses. Planning: FAR Ratio. The response letter provided states that the FAR has been provided on Sheet C2: however, it is not listed. H&P Response: Noted. The FAR is shown in a table on sheet C2. 2. Route 277 Expansion Plans. The right-of-way for the Route 277 expansion plans needs to be dedicated to VDOT prior to this site plan being approved. H&P Response: Noted. The right-of-way plat is being sent to be reviewed by VDOT and will be forwarded to the County as soon as VDOT has approved the plat. 3. Signage. Sheet C2 has a note that states the bank signage will be located on the existing pylon sign. The current pylon sign is larger than the county's current requirements and, therefore, additional face area cannot be added. H&P Response: Noted. The Site plan application needs to be signed. H&P Response: Noted. The site plan application has been enclosed with this application and has been signed. 3. Some of the Owner's information on the cover sheet is incorrect. H&P Response: Noted. The Owner's information has been corrected. 4. An area that notes all revisions to the site plan needs to be provided. H&P Response: Noted. A revision block has been added to the plans. Revisions triangles are shown on the plans beside items that have been revised. 5. All utilities must be underground. H&P Response: Noted. The note is shown on the cover sheet. 6. Provide the acreage of the entire site. H&P Response: Noted. The area of the entire shopping center and a map of the entire shopping center with metes and bounds on the lot lines has been shown. 7. The plan does not appear to reflect the Route 277 Expansion Plan. H&P Response: Noted. The plans show the proposed Right of Way that VDOT needs on the expansion plans as per the VDOT drawings. The proposed Lease Area does not extend within in the future right of way so that the right of way can be obtained from one owner for the length of the shopping center. Curb & gutter exists along Route 277 in front of the proposed BB&T site. It would be difficult to construct the proposed VDOT improvement to 277 along the front of the lease project area as part of this project due to the realignment of the road, utility relocations, and VDOT storm drainage relocation. 12. A sidewalk is required along Route 277. H&P Response: Noted. If the sidewalk is constructed along the lease area, it will have to be removed when Route 277 is constructed due to utility relocations that would have to occur with the road improvements. 13. The BRL's need to be shown on the design on sheet C2. H&P Response: Noted. The BRL's were listed on the note section of the plan but are now shown on the plans as well. 14. Curb & Gutter is required along the sidewalk adjacent to the building. H&P Response: Noted. Curb & Gutter was already shown on the plans along the sidewalk. Refer to the plan sheet and the detail sheet. 15. Label the canopy over the drive-thru area and provide the square footage. Also label the ATM area. H&P Response: Noted. The canopy is labeled and the square rootage and height is shown on the plan. The ATM area is also labeled on the plans. 16. Provide do not enter/one way signs. H&P Response: Noted. The signs have been added as requested. 17. There is a symbol shown on sheet C2 that is not in the legend and it is not labeled. H&P Response: Noted. The symbol is for a storm drainage structure that daylights as noted on the grading sheet. 18. All proposed signs need to be shown on the plan. H&P Response: Noted. BB&T will place a sign on the existing pylon sign for the shopping center so as not to clutter the streetscape of Route 277. It will be difficult to make a monument sign visible due to the existing landscaping, and the existing pylon sign. A proposed monument sign would conflict with existing utilities and future Route 277 widening. 19. Provide the speed limit for Route 277. H&P Response: Noted. The speed limit is 35 mph as noted on the site plans. 20. Provide the actual square footage of impervious surface and list the open space of the lease parcel and of the entire shopping center parcel. H&P Response: Noted. The impervious area and open space percentage for the lease area has been listed as well as the open space percentage of the shopping center on sheet C5. 21. The holly shrubs need to a minimum of 36" at time of planting. H&P Response: Noted. The landscape plan has been revised. • • Q Inspections: The only comment from Inspections that affects the site plan was regarding a 5% slope on the site plan. There are no slopes at 5% on the entire site and all slopes at ADA areas are 2% or flatter as shown on the grading sheet and as noted on the detail sheet. All other inspection comments deals with the building which will be submitted by the architect after the site plan has been approved. Engineering / Public Works: Recommend approval of the site plan. Fire Marshal: Recommend approval of the site plan. Sanitation Authority: 14 items. 1. All of the above revisions have been made as requested. VDOT 1. The application for site plan for this property appears to have a measurable impact on Route 277, the VDOT facility which would provide access to the property. On sheet CO, please provide trip generation data for the proposed development. If the overall site plan for the Stephens City Shopping Center provided a traffic impact analysis covering the proposed development, it €fP can be referenced and updated as necessary to estimate the anticipated traffic impacts. H&P Response: Traffic Generation Numbers for the proposed BB&T site have been included on the site plan on sheet CO. 2. On sheet CO, add the attached VDOT General Notes (May 2004). H&P Response: All of the VDOT General Notes have been added to the site plan on sheet C7.1. 3. On sheet C1, the curve table lists a curve'C4' which may be labeled as'C5' on the boundary drawing. H&P Response: This has been corrected in the survey. 4. On sheet C1 concerning Note 8, we have verified that the proposed ROW line for future Route 277 improvements is still a valid indication of the necessary roadway ROW. H&P Response: Noted. The proposed BB&T project lease area does not conflict with the proposed future VDOT right of way. BB&T does not own the parcel therefore it cannot dedicate the right of way to VDOT but the lease area and The BB&T project does not interfere with the Route 277 plans. 5.
