The cbecklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Departnent of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan- It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies' are relevant to their site plan application. A list of potentially relevant

The above -referenced site plan was approved on September 19, 2006. The site plan is approved for the
construction of a new 5,975 square foot Caraba's Italian Grill Restaurant in the development known as
Kernstown Commons. Required site improvements include the following:
Construction of a parking lot with 73 spaces (including four handicap accessible), including curb and
gutter, a sidewalk, landscaped islands, striping, and handicap access.
Construction of a dumpster pad with an eight (8) foot wall for screening.
I am providing you with four (4) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not

Dear Ron:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached Special
Limited Power of Attorney Form prior to further review or approval. This form should be notarized and
completed to grant the applicant (you) with authorization to represent them for this site plan.
2) Property Identification Number. The PIN number provided for this property is incorrect.
3) Sign Data. On sheet 2, revise the sign data as indicated.
4) Entrance. The overall plan shows both planned entrances for the site. Since the break in access for the
northern entrance has not been granted, the cul-de-sac shown in previous plans needs to be depicted.
5) Driving Lanes. Label the driving lane widths on sheet 4 as indicated.
6) Future Development. On sheet 4, stripe off the 6,OOOsf building or label it future development.
7) Parking Spaces. Label the "dashed out" parking spaces shown on sheet 4 as being for the McDonalds.
8) Dumpster Details. Provide a detail for the dumpster enclosure or label the materials that the enclosure
"ill be made of.
9) Landscaping. The landscaping calculations provided on sheet 12 state that a total of 22 deciduous trees
are required for lot 7. The plant schedule and sheet 11 only shows 13 trees being planted on the site.
Revise sheets I 1 and 12 to show the required plant numbers.
After you have revised the site plan, please resubmit one copy so that 1 may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Virginia Department of Transportation, the
Frederick County Inspections Department. the Frederick County Engineer, the Frederick County Fire Marshal,
the Frederick County Sanitation Authority and the Frederick Count), Health Department.

Previoush; the County had approved the plans for Kemstown Commons. That development created lots along
LTS Route 11 and extended access road mays and utilities to those sites. We've enclosed here a site plan
application for a new restaurant on Lot 7.
A 5,976 sq. ft. restaurant is proposed on this site. All required parking and landscaping is provided on this plan.
Additionally, utility extensions required to serve the restaurant and drain the parking areas are provided with
connections to existing facilities shown. The Kernstown Commons plans provide the following:
Access to the site from US Route 11. no new entrances on state roads are proposed.
All utilities have been extended to the site.
