Also please provide seven sets of approved construction plans with signed seal for VDOT distribution. The appropriate land use permit may now be applied for to cover work within the Route 862 right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all plats of dedication for drainage easements or additional right- of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permits. Dedication should be made to the Commonwealth of Virginia. Once satisfactory application has been made, a permit will normally take approximately thirty days to process and issue. The stormwater management calculations indicate a pre -developed "C" value of 0.7. The actual "C" value should be 0.3. Revise the calculations to reflect the actual value. 2. Your plan indicates no stormwater management facility. Although the post - developed site is relatively flat, the increase in stormwater run-off will be substantial. Therefore, it will be necessary to demonstrate the existence of an adequate channel downstream. In addition; your calculations need to reflect the following: a) the receiving channel is adequate to carry the post -developed, ten- year storm flows without overflowing its bank b) the channel lining will not incur erosion from a post -developed two- year storm c) that all downstream properties and buildings will not be affected by the post -developed, 100-year storm A dedicated drainage easement will be required to the point where the storm flows enter an adequate receiving stream. Provide calculations, channel sections and documentation verifying that the necessary easements are in place. 3. Place a note on the plan indicating that issuance of a land disturbance permit will be required prior to initiating any site grading work. 4. A wash rack will be required for the construction entrance. A sediment trap will be required at the downstream discharge point to control the erosion run-off from the site. Provide the calculations and a detail of the proposed sediment trap. G. This site plan, for the development of a truck rental depot, meets all County requirements for development within the M1 (Light Industrial) Zoning District. Specifically, the site plan delineates a facility consisting of an 8,000 square foot service building, a canopied fuel island, and parking spaces for eighty seven (87) rental trucks. The facility will be served by nine (9) parking spaces for employees and customers, of which one (1) will be designed for handicapped use. The site plan also includes the provision of perimeter parking lot landscaping that consists of both shade trees and evergreen hedgerows. It is acknowledged that the installation of curb and gutter adjacent to the southeast row of parking spaces will not correspond with development of the remainder of the site. Instead, the provision of this section of curb and gutter will be bonded prior to issuance of a certificate of occupancy for the facility. It is acknowledged that the majority of the comments offered following the initial review of the site plan have been adequately addressed. However, the issue raised by the following comment was not resolved: 10) The proposed use of anchored wheel stops as a form of temporary curbing along the southeast edge of the parking area is not adequate to satisfy the requirements of the Zoning Ordinance. Please provide permanent curb and gutter along the length of the identified area. Furthermore, please include raised islands at the end of both parking areas consisting of two (2) spaces that are located adjacent to the proposed service bay entrances. The installation of such devices is necessary to ensure adequate protection of the referenced parking spaces. Furthermore, the language in the planting schedule regarding the size of shrubs and shade trees requires modification. Please add the underlined text to clarify the following statement: "Shade trees are required to be at least 2" caliper and 6' in height at time of planting." The statement regarding the size of shrubs should specify that the 36" height is required at time of planting. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the engineer's certificate is signed. 2) Please include a space on the cover sheet labeled, "Approved by the Zoning Administrator" for both the approval signature and date. 3) In the Project Information Table on the cover sheet, the text regarding proposed signage should be changed from "Allowable Height" and "Allowable Area" to "Maximum Permitted Height" and "Maximum Permitted Area," respectively. Furthermore, the information regarding the setback for a freestanding sign should be modified to state "Minimum Setback From Property Line for Freestanding Sign = 10 feet." 4) Please provide a concrete apron adjacent to the entrance to the dumpster enclosure. The inclusion of such an apron is necessary to ensure adequate support for refuse collection vehicles serving the site. 5) In the Project Information Table on the cover sheet, the text regarding building height should be changed from "Allowed" and "Proposed" to "Maximum Permitted" and "Maximum Proposed," respectively. 6) It is recommended that the entrance to the subject property shown on Century Lane be relocated to align directly with the entrance to the Lenoir City Company property (PIN #43-19- 48). After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
