All required information must.be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. The Frederick County Board of Zoning Appeals approved Variance #020-98 to allow the location of the building as depicted on the plan. Price We've revised the site plan per your comments of 26 April 1999. The changes included: 1. Extending the sidewalk as requested. -' 2. Added restriction on outdoor trash containers. 3. Showed the existing gas easement. 4. Revised the parking calculation figure. 5.1 Revised the handicapped parking area to clearly delineate the required 8 foot wide access area. In this case the area will be part asphalt and part sidewalk. 6. We've revised the landscaping on the north end of the site to shift the opaque screen element back into the site, utilizing the entire 50 foot buffer area. We've placed the plantings to provide 3 per 10 feet. 7. The graded berms you requested have been provided. In some cases the shrubbery need to be shifted to the tops of these berms. Sheet 2 of 4 The seeding schedule shown on the plan is not recommended. Place the seeding schedule on the site plan that is indicated in the erosion and sediment control narrative. 2. Sheet 3 of 4 Since there is less than three (3) acres draining into the stormwater pond, a sediment basin design will not be required. However, place a sediment trap within the pond to provide for adequate sediment control. 3. Provide a sediment trap at the inlet of culvert number 2 to control erosion run-off at this location. The following comments are offered and should be addressed during the revision of this site plan. I have also provided a marked up copy for your use. 1) Please provide pedestrian access to the site. It may be appropriate to extend the proposed sidewalk to the property line as marked. Improvements to Aylor Road will significantly increase the potential for pedestrian access along this corridor and to this site. Safe access is desirable and should be provided. 2) The proposed location and spacing of the business signs conforms to the requirements of the County's Zoning Ordinance; however, it would be in your best interests to confirm with Mr. Larry Curry, VDOT's Outdoor Advertising Specialist, to confirm that the proposed signs are permitted. 3) Please add the following statement to note number four: No trash or trash containers shall be located outside of the building at any time. Should this statement be inaccurate, a dumpster and screening enclosure must be provided. 4) Please show all easements located on this property, in particular, the location of the gas easement adjacent to the Interstate 81 right-of-way. 5) Please revise the parking calculation to state: One space/200 sq. ft. Adequate parking has been provided; however, the handicap parking space does not meet ADA requirements. Please revise. 6) With regards to the zoning district buffer adjacent to the northern property line, please address the following: The opaque element of the full screen, the six-foot high arborvitae, should be located internal to the landscape element of the full screen. As a result, the landscaped element of the screen will be visible from the property being developed. This property line is 140' in length. Therefore, the landscape element of the full screen should contain 42 plantings. The landscaped easement shall be a minimum of ten feet in depth. It would behoove you to take advantage of the 50 feet and extend the area of landscaping. 7) With regards to the modified opaque element of the full screen along the frontage of Aylor Road, please address the following: The Board of Zoning Appeals approved a reduction in the height of this opaque element from the required six feet to three -to -four feet and two feet in front of the parking areas. This commitment was made by the applicant, and the Board of Zoning Appeals' approval of the variance was conditioned upon providing this berm. No berm has been provided on this site plan. The landscaping proposed should be located on top of the berm to ensure adequate height is achieved within the screen. The 36-inch height proposed is insufficient. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal. As you are aware, any developer has the ability to begin the development of a property prior to final approval of a site plan. This is in the form of a Land Disturbance Permit and a Footing Foundation Only Permit.
