All required information must.be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. Site Development Plan (02-99) Property Identification Number (PIN): 54-A-97B Dear Gary: The Frederick County Department of Planning and Development administratively approved the above - referenced site plan on June 24, 1999. This site plan, for the multi -phase expansion of an existing manufacturing facility, meets all County requirements for development within the M 1 (Light Industrial) Zoning District. Specifically, the first phase of development will involve the addition of 21,450 square feet of manufacturing space to the existing building. The construction of a second building on the property will occur as Phase II, which will consist of 52,000 square feet of manufacturing area and 2,864 square feet of office space. The facility will be served by five (5) loading spaces and one hundred twenty four (124) parking spaces, of which five (5) will be designed for handicapped use. Furthermore, the site plan includes the provision of a zoning district buffer as well as perimeter parking lot landscaping consisting principally of shade trees. It must be noted that all utilities installed with the second phase of development are expected to be placed underground. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the engineer's certificate is signed. 2) Please add a north arrow to the site plan. 3) Please delineate all setback lines on the site plan to identify the required setback dimensions for both buildings and parking areas in the M1 Zoning District. These setback lines should reflect the requirements stated on the cover sheet. 4) Please extend the sidewalk that is shown in front of the Phase I office area to the curb. 5) Please identify the location of any outdoor trash receptacles intended for the site and include the dimensions of the required enclosure on the profile and details sheet. 6) Please identify the height of the existing metal building shown on the site plan. The height of the office buildings for both Phase I and Phase II should also be delineated. 7) Please state the use of the existing metal building and both the Phase I and Phase II buildings on the site plan. 8) Please correct the FAR calculation provided on the cover sheet to reflect the gross building square footage stated on the site plan. Site Plan Review Page 3 February 5, 1999 9) Please identify the name and route number of the existing street adjacent to the property. 10) Please identify the posted speed limit of the existing street adjacent to the property. 11) Please identify the dimensions of the provided aisle widths within all parking areas. It is necessary that all aisle widths consist of at least twenty two (22) feet in order to accommodate two-way traffic. It is recommended that the Phase I parking area be modified to create a travel aisle at its far end where parking spaces are currently shown immediately adjacent to the edge of pavement. The presence of such an aisle would improve circulation within the Phase I parking area. To create the requested aisle, it is recommended that the raised island shown at the opposite end of the parking area be reduced in width to permit the creation of two parking spaces. The six spaces located in the area of the requested aisle should be eliminated and a raised island installed and properly landscaped. Given the surplus of parking spaces indicated by the calculations on the cover sheet, the recommended adjustments could be accomplished without compromising the provision of required parking. The number of provided parking spaces identified on the cover sheet should be adjusted to reflect the requested modification. Please provide curb and gutter around the perimeter of the Phase I parking area. Furthermore, the dimensions of a standard parking space must be specified on either the site plan or the profile and details sheet. The number of loading spaces required for the manufacturing facility as well as the number provided must be stated on the site plan and their location and dimensions must be delineated. 12) Please clarify the location of all ramps intended to serve disabled parking spaces on the site plan. 13) Please provide a cross section of the required category C zoning district buffer. The type, size, and number of all plantings comprising the landscape screen must be delineated on the landscaping plan. Furthermore, the Zoning Ordinance requires the installation of an opaque device at least six (6) feet in height as a component of a one hundred (100) foot category C buffer. Please include the opaque device in the requested cross section of the buffer and provide a profile that delineates its dimensions and composition. 14) Please include a symbol that clearly delineates the boundary between Phase I and Phase II development on the site plan. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Frederick County, Virginia Dear Gary: Upon review of the subject site plan, we offer the following comments: Sheet 2 of 5 1. There appears to be some discrepancy between the stormwater calculations on the narrative and the drainage area shown on the site plan. Also, for the pre -developed two (2) year condition, consider that the existing Monoflo site is not built and base your surface condition on the area being grass. 2. Provide an adequate channel for the outlet pipe from the stormwater pond into the existing stormwater channel to the east. Provide grading that will promote a smooth transition of the storm flows into this channel. This may require performing off -site grading. Provide a detail on the plan of the proposed cross- section for the outlet channel. Also, place the discharge of the pipe such that it will drain directly into the channel to the east and not drain onto the adjacent property as shown on the plan. Sheet 5 of 5 3. Due to the large drainage area, a,sediment basin outlet structure will need to be installed in lieu of the proposed sediment trap. Provide calculations and details for the structure. 4. Place a note on the plan indicating that a land disturbance permit will need to be obtained prior to commencing any site grading work. Engineered compaction reports will need to be submitted to the Inspection Department for the fill that will be placed under the building pads. 6. The stormwater pond and drainage channel needs to be placed in a drainage easement. Once these comments have been addressed, submit two copies of the site plan for further review.
