BACK CREEK ELEMENTARY SCHOOL SECTION 01030 ALTERNATES PART 1 - GENERAL 1.1 CONDITIONS A. Drawings and general provisions of Contract, including General and Supplementary Conditions and Division 1 specification sections, apply to work of this section. 1.2 SUMMARY A. This Section includes administrative and procedural requirements governing Alternates. 1.3 DEFINITIONS A. Definition: An alternate is an amount proposed by bidders and stated on the Bid Form for certain work defined in the Bidding Requirements that may be added to or deducted from the Base Bid amount if the Owner decides to accept a corresponding change in either the amount of construction to be completed, or in the products, materials, equipment, systems, or installation methods described in the Contract Documents. 1. The cost or credit for each alternate is the net addition to or deduction from the Contract Sum to incorporate the Alternate into the Work. No other adjustments are made to the Contract Sum. 1.4 PROCEDURES A. Coordination: Modify or adjust affected adjacent Work as necessary to completely and fully integrate that Work into the Project. 1. Include as part of each alternate, miscellaneous devices, accessory objects, and similar items incidental to or required for a complete installation whether or not mentioned as part of the Alternate. B. Notification: Immediately following the award of the Contract, notify each party involved, in writing, of the status of each alternate. Indicate whether alternates have been accepted, rejected, or deferred for later consideration. Include a complete description of negotiated modifications to alternates. C. Execute accepted alternates under the same conditions as other Work of this Contract. D. Schedule: A "Schedule of Alternates" is included at the end of this Section. ALTERNATES 01030-1 '4 • • BACK CREEK ELEMENTARY SCHOOL PART 3 - EXECUTION 3.1 SCHEDULE OF ALTERNATES A. Alternate No. 1: Provide finish grading for Athletic Fields according to the following laser grading specifications: Athletic Fields The field shall be graded on the specified slope to a general tolerance of 1/4" total deviation when measured from one end of the specified plane to the other, or from side to side or said plane. If desired by the Client and agreed to by the Contractor, the plane may be graded to a tolerance of 1/4" when measured from side to side or end to end. The client is responsible for his own checking/certification. Equipment: The grading equipment shall have a minimum of six wheels on three axles and shall consist of a machine in the general shape of a dual laser grade range mode, and the laser pickup shall operate the blade elevation controls automatically once they are locked on the laser beam. Each of the two laser pickups shall operate only one end of the grader blade, respectively. The laser source shall be capable of accuracy to three decimal places of a percent, i.e., 1.234% of grade and shall be capable of operating either in the positive or negative angle configuration without physically moving the laser source head. END OF SECTION ALTERNATES 01030-2 9865 EROSION & SEDIMENT CONTROL NARRATIVE BACK CREEK ELEMENTARY SCIIOOL Comm. # 9865 PREPARED FOR: FREDERICK COUNTY PUBLIC SCHOOLS FREDERICK COUNTY, VIRGINIA PREPARED BY: OLIVER, WEBB, PAPPAS & RIIUDY, INC. ARCIiITECTS / ENGINEERS BLACKSBURG, VA APRIL 6,1999 PROJECT DESCRIPTION The purpose of this project is the construction of the new Back Creek Elementary School in the Back Creek Magisterial District of Frederick County, Virginia. The project will consist of the construction of new entrances, driveways, parking, loading dock, play fields and the one story, brick elementary school building. At the request of the Virginia Department of Transportation, work in the Right of Way will include expanding Secondary Route 628 (Middle Road) to include both left and right turn lanes in front of the school. The school site is located on the south side of Middle Road to the southwest of Winchester, Virginia. The disturbed site area will consist of approximately 35.9 acres. ExISTING SITE CONDITIONS The site is located in Frederick County, Virginia and is currently occupied by apple orchards and one gravel road through the site. The site slopes toward the north, with a swale developing through the middle; the site elevations range from a low of El. 790 to a high of El. 840 feet. The location of the new building and parking is currently occupied by sloped, residual crop areas. The entire site area is 37.03 acres. ADJACENT PROPERTY The site of the new school building is on existing agriculture / orchard land. The property is bordered on the north by Secondary Route 628 - Middle Road. The adjacent property on all sides is zoned RA and in orchard and/or agriculture use. OFF -SITE AREAS Any areas disturbed off -site for the purpose of obtaining borrow material or wasting excess fill material, including areas on site outside the limits of grading shown on the plans, shall be controlled by an approved Erosion Control Plan prepared by the Contractor. The plan shall follow applicable criteria in the Virginia Erosion and Sediment Control Handbook, Third Edition, 1992. These areas shall not be disturbed until approval of the plan has been obtained. SOILS According to the subsurface investigation by Triad Engineering, Winchester, VA, the soils found on site generally consist of topsoil underlain by residual soils and weathered rock. Residual soils were described as clayey silts and silty clays with various amounts of sand and rock fragments. The site is underlain by the Conococheague Formation. This underlying carbonate bedrock is moderately solution prone and characterized by karst terrain. In fifteen test borings, rock was encountered at 1.5 to 18 feet below grade, and in two borings to 20 feet below grade no rock was encountered. t. EROSION AND SEDIMENT CONTROL MEASURES All vegetative and structural erosion and sediment control practices will be constructed and maintained according to standards and specifications of the Virginia Erosion and Sediment Control Handbook (1992). Structural Practices 1. Silt Fences - 3.05 Silt fences are to be placed at all locations of concentrated runoff as shown on the drawings and as determined by appropriate officials during site investigations. They will also be placed around the base of any soil stockpiles. 2. Temporary Construction Entrance - 3.02 Temporary construction entrance will be constructed at the entrance in the site as shown on the site plans. Equipment operators will use this area to clean or rinse their vehicles and control the tracking of mud, rocks, or other debris on the existing roads. 3. Inlet Protection - 3.07 All storm sewer inlets will be protected in accordance with the details shown on the drawings. This protection will filter out any sediment which would otherwise be washed into the storm sewer system and possibly transported off -site. 4. Culvert Inlet Protection - 3.08 A sediment filter shall be located at the inlet to storm sewer culverts to prevent sediment from entering, accumulating in and being transferred by the culvert. All culvert inlets shall be protected in accordance with the details on the drawings. 5. Temporary Diversion Dike - 3.09 Temporary diversion dikes will be constructed in accordance with the standards and specifications shown in the Virginia Erosion and Sediment Control Handbook where shown on the plans. The temporary diversion along the front of the property will divert sediment -laden runoff from disturbed areas to a temporary sediment basin. Other temporary diversions shown on the plans will serve to divert overland flow around the disturbed area so as to minimize the stormwater runoff flowing across the disturbed area. 11 6. Temporary Sediment Basin - 3.14 One temporary sediment basin will be constructed on the site. This basin will consist of a short section of pipe welded to a riser, and a steel plate which will be bolted and sealed to the headwall of a permanent culvert as detailed on sheet C6 of the plans. Once the construction area is stabilized, the riser, pipe and steel plate will be unbolted from the headwall and removed from the site. A steel orifice plate of the size shown on the plans, and with an orifice of size shown on the plans will then be bolted to the same headwall so that this basin will serve as the stormwater management facility for the site. Vegetative Practices 1. Permanent Seeding - 3.32 As individual areas on site which are not to be covered with pavement, buildings, or concrete are brought to final grade, they should be spread with topsoil and receive permanent seeding in accordance with Specification Section 02900 as soon as possible in order to establish a good stand of grass by the end of construction. 2. Temporary Seeding - 3.31 Temporary seeding shall be applied to areas which have been denuded but are not yet at final grade. Refer to Erosion Control Notes, Sheet Cl of the drawings, for time constraints. Temporary seeding shall consist of the following: Species Rate Dates Annual Ryegrass 601bs. per acre 3/1-4/30 + 8/15-11/1 German Millet 50 lbs. per acre 5/1-8/15 Management Strategies 1. Construction will be sequenced so that grading operations can begin and end as quickly as possible. 2. Sediment trapping measures such as silt fencing shall be installed as a first step in grading. 3. Before any major grading shall begin, the temporary diversion dike shall be installed and stabilized to divert runoff away from areas to be graded and divert sediment laden runoff toward the temporary sediment basin. The temporary culvert shown on the plans shall be installed under the construction entrance so as to maintain the flow along the diversion dike at the front of the property. 4. Construction should be sequenced so that grading for the sediment / detention basin can be completed and stabilized before the majority of the grading begins. 5. Permanent seeding or other stabilization will follow immediately after grading. 6. Construction will be phased to minimize the amount of disturbed area at any given time. STORMWATER MANAGEMENT On -site and off -site runoff exit the site through the existing four (4) 24"CMP culverts flowing northward under Middle Road. Three (3) new 24"CMPs (P - M) will be installed along the ROW in order to pass the off -site runoff undetained. From endwall M, the off -site runoff will flow in the ditch on the downstream side of the detention basin embankment to the four (4) 24"CMPs. On -site runoff shall be collected in ditches, gutters, inlets and storm drains and directed into the stormwater detention basin. The detention basin has been oversized to compensate for any undetained impervious runoff areas, so that the postdeveloped runoff peak at the four (4) 24"CMPs from the two and ten year storms shall be less than the predeveloped runoff peak at the four (4) 24"CMPs from the two and ten year storms, respectively. Outlet structures for the basin are a steel plate with an orifice cut into it bolted and sealed to a headwall as the principle outlet, a VDOT DI-7 grate inlet as the secondary outlet, and a 100 foot long, grassed emergency spillway to pass the 100 year storm without overtopping the embankment. MAINTENANCE In general, all erosion and sediment control measures will be checked weekly and after each significant rainfall. The following items will be checked in particular: 1. Silt fences will be checked to see that their structural integrity is maintained, there is no runoff being diverted around the fence, and there is not an excessive amount of sediment buildup behind the fence. 2. All seeded areas will be checked regularly to see that a good stand is maintained. Areas will be fertilized and reseeded as needed. 3. Contractor shall adhere to all instructions given by inspectors or local officials. Long term maintenance of the stormwater management facility will be provided by the Owner. Alternate No. 1: Provide finish grading for Athletic Fields according to the following laser grading specifications: Athletic Fields The field shall be graded on the specified slope to a general tolerance of 1/4" total deviation when measured from one end of the specified plane to the other, or from side to side or said plane. If desired by the Client and agreed to by the Contractor, the plane may be graded to a tolerance of 1/4" when measured from side to side or end to end. The client is responsible for his own checking/certification. Equipment: The grading equipment shall have a minimum of six wheels on three axles and shall consist of a machine in the general shape of a dual laser grade range mode, and the laser pickup shall operate the blade elevation controls automatically once they are locked on the laser beam. Each of the two laser pickups shall operate only one end of the grader blade, respectively. The laser source shall be capable of accuracy to three decimal places of a percent, i.e., 1.234% of grade and shall be capable of operating either in the positive or negative angle configuration without physically moving the laser source head. ARCHITECTS / ENGINEERS BLACKSBURG, VA APRIL 6,1999 PROJECT DESCRIPTION The purpose of this project is the construction of the new Back Creek Elementary School in the Back Creek Magisterial District of Frederick County, Virginia. The project will consist of the construction of new entrances, driveways, parking, loading dock, play fields and the one story, brick elementary school building. At the request of the Virginia Department of Transportation, work in the Right of Way will include expanding Secondary Route 628 (Middle Road) to include both left and right turn lanes in front of the school. The school site is located on the south side of Middle Road to the southwest of Winchester, Virginia. The disturbed site area will consist of approximately 35.9 acres. EXISTING SITE CONDITIONS The site is located in Frederick County, Virginia and is currently occupied by apple orchards and one gravel road through the site. The site slopes toward the north, with a swale developing through the middle; the site elevations range from a low of El. 790 to a high of El. 840 feet. The location of the new building and parking is currently occupied by sloped, residual crop areas. The entire site area is 37.03 acres. ADJACENT PROPERTY The site of the new school building is on existing agriculture / orchard land. The property is bordered on the north by Secondary Route 628 - Middle Road. The adjacent property on all sides is zoned RA and in orchard and/or agriculture use. OFF -SITE AREAS Any areas disturbed off -site for the purpose of obtaining borrow material or wasting excess fill material, including areas on site outside the limits of grading shown on the plans, shall be controlled by an approved Erosion Control Plan prepared by the Contractor. The plan shall follow applicable criteria in the Virginia Erosion and Sediment Control Handbook, Third Edition, 1992. These areas shall not be disturbed until approval of the plan has been obtained. SOILS According to the subsurface investigation by Triad Engineering, Winchester, VA, the soils found on site generally consist of topsoil underlain by residual soils and weathered rock. Residual soils were described as clayey silts and silty clays with various amounts of sand and rock fragments. The site is underlain by the Conococheague Formation. This underlying carbonate bedrock is moderately solution prone and characterized by karst terrain. In fifteen test borings, rock was encountered at 1.5 to 18 feet below grade, and in two borings to 20 feet below grade no rock was encountered. EROSION AND SEDIMENT CONTROL MEASURES All vegetative and structural erosion and sediment control practices will be constructed and maintained according to standards and specifications of the Virginia Erosion and Sediment Control Handbook (1992). Structural Practices 1. Silt Fences - 3.05 Silt fences are to be placed at all locations of concentrated runoff as shown on the drawings and as determined by appropriate officials during site investigations. They will also be placed around the base of any soil stockpiles. 2. Temporary Construction Entrance - 3.02 Temporary construction entrance will be constructed at the entrance in the site as shown on the site plans. Equipment operators will use this area to clean or rinse their vehicles and control the tracking of mud, rocks, or other debris on the existing roads. 3. Inlet Protection - 3.07 All storm sewer inlets will be protected in accordance with the details shown on the drawings. This protection will filter out any sediment which would otherwise be washed into the storm sewer system and possibly transported off -site. 4. Culvert Inlet Protection - 3.08 A sediment filter shall be located at the inlet to storm sewer culverts to prevent sediment from entering, accumulating in and being transferred by the culvert. All culvert inlets shall be protected in accordance with the details on the drawings. 5. Temporary Diversion Dike - 3.09 Temporary diversion dikes will be constructed in accordance with the standards and specifications shown in the Virginia Erosion and Sediment Control Handbook where shown on the plans. The temporary diversion along the front of the property will divert sediment -laden runoff from disturbed areas to a temporary sediment basin. Other temporary diversions shown on the plans will serve to divert overland flow around the disturbed area so as to minimize the stormwater runoff flowing across the disturbed area. 6. Temporary Sediment Basin - 3.14 One temporary sediment basin will be constructed on the site. This basin will consist of a short section of pipe welded to a riser, and a steel plate which will be bolted and sealed to the headwall of a permanent culvert as detailed on sheet C6 of the plans. Once the construction area is stabilized, the riser, pipe and steel plate will be unbolted from the headwall and removed from the site. A steel orifice plate of the size shown on the plans, and with an orifice of size shown on the plans will then be bolted to the same headwall so that this basin will serve as the stormwater management facility for the site. Vegetative Practices 1. Permanent Seeding - 3.32 As individual areas on site which are not to be covered with pavement, buildings, or concrete are brought to final grade, they should be spread with topsoil and receive permanent seeding in accordance with Specification Section 02900 as soon as possible in order to establish a good stand of grass by the end of construction. 2. Temporary Seeding - 3.31 Temporary seeding shall be applied to areas which have been denuded but are not yet at final grade. Refer to Erosion Control Notes, Sheet C1 of the drawings, for time constraints. Temporary seeding shall consist of the following: Species Rate Dates Annual Ryegrass 60 lbs. per acre 3/1-4/30 + 8/15-11/1 German Millet 50 lbs. per acre 5/1-8/15 Management Strategies Construction will be sequenced so that grading operations can begin and end as quickly as possible. 2. Sediment trapping measures such as silt fencing shall be installed as a first step in grading. 3. Before any major grading shall begin, the temporary diversion dike shall be installed and stabilized to divert runoff away from areas to be graded and divert sediment laden runoff toward the temporary sediment basin. The temporary culvert shown on the plans shall be installed under the construction entrance so as to maintain the flow along the diversion dike at the front of the property. 4. Construction should be sequenced so that grading for the sediment / detention basin can be completed and stabilized before the majority of the grading begins. 5. Permanent seeding or other stabilization will follow immediately after grading. 6. Construction will be phased to minimize the amount of disturbed area at any given time. STORMWATER MANAGEMENT On -site and off -site runoff exit the site through the existing four (4) 24"CMP culverts flowing northward under Middle Road. Three (3) new 24"CMPs (P - M) will be installed along the ROW in order to pass the off -site runoff undetained. From endwall M, the off -site runoff will flow in the ditch on the downstream side of the detention basin embankment to the four (4) 24"CMPs. On -site runoff shall be collected in ditches, gutters, inlets and storm drains and directed into the stormwater detention basin. The detention basin has been oversized to compensate for any undetained impervious runoff areas, so that the postdeveloped runoff peak at the four (4) 24"CMPs from the two and ten year storms shall be less than the predeveloped runoff peak at the four (4) 24"CMPs from the two and ten year storms, respectively. Outlet structures for the basin are a steel plate with an orifice cut into it bolted and sealed to a headwall as the principle outlet, a VDOT DI-7 grate inlet as the secondary outlet, and a 100 foot long, grassed emergency spillway to pass the 100 year storm without overtopping the embankment. MAINTENANCE In general, all erosion and sediment control measures will be checked weekly and after each significant rainfall. The following items will be checked in particular: 1. Silt fences will be checked to see that their structural integrity is maintained, there is no runoff being diverted around the fence, and there is not an excessive amount of sediment buildup behind the fence. 2. All seeded areas will be checked regularly to see that a good stand is maintained. Areas will be fertilized and reseeded as needed. 3. Contractor shall adhere to all instructions given by inspectors or local officials. Long term maintenance of the stormwater management facility will be provided by the Owner. DESCRIPTION OF SYSTEM: This water system consists of a drilled well, cartridge filtration facilities and chlorination facilities. Well No. 1 is located on the south side of the school building adjacent to the parking lot and loading dock. The well is 12 inches in diameter to a depth of 102 feet and 8 inches in diameter from a depth of 102 feet to 180 feet. The well is drilled to a depth of 180 feet, cased to a depth of 100 feet with 8-inch steel casing, and cement grouted to a depth of 100 feet. The well casing terminates 24 inches above a 7-foot by 7-foot by 6-inch concrete pad and is provided with a pitless adapter and screened casing vent. Water is pumped from the well by means of a 2 hp, 25 gpm at 130 feet TDH submersible pump. The extended well casing is unprotected, while the exposed discharge piping, sample taps, flow meter, and waste discharge (blow -off) line are housed in the mechanical room. Reported well yield, based on a 32-hour yield and drawdown test, is 25 gpm. Total water production is metered. Well No. 1 treatment facilities consist of cartridge filtration and chlorination. Water pumped from the well passes through a single 25 gpm filter train and is delivered to the 5,000-gallon chlorine contact tank. The filter housings measure 13 inches in diameter by 40.5 inches high, contain one filter cartridge, and are provided with an. air release valve and influent and effluent pressure gauges. Each filter cartridge has a 170 square foot surface area and a rated capacity of 25 gpm. The filters are located in the mechanical room adjacent to the loading dock. Following filtration, a 4.5 gpd hypochlorinator injects a chlorine solution from a 50-gallon solution crock into the filter effluent prior to water entering the chlorine contact tank. The chlorination equipment is housed with the filters in the loading dock mechanical room. From the contact tank, a prefabricated domestic booster pressure system, comprising two 51 gpm pumps, one 58 gpm pump, and a 158-gallon pressure tank, takes suction and maintains system pressure at 45 psi. Operational monitoring of the water treatment process includes provision for pressure (raw water, pre -filter and final filter differential, finished water), flow rate (raw, finished), turbidity (raw, finished), particle count (influent, effluent), and residual chlorine (entry point). Established alarm conditions include high turbidity (raw, finished), residual chlorine level, filter pressure loss, and high particle count (finished), Contravention of the turbidity set points activates a solenoid valve that diverts flow to waste until the turbidity levels return to acceptable levels. Residual chlorine set point (high, low levels) contravention stops delivery of water to the domestic water system. The purpose of this letter is to provide you with the information that has been agreed to by the School Administration which, once provided, will allow our department to grant administrative approval to this plan. 1) Approval by the Department of Fire and Rescue Thi's review is outstanding due to the School Administration's desire to explore the potential of utilizing an off -site well as the primary water source. Preliminary testing of this water source appears positive at this time; however, it will probably be well into August before a final decision is made. Now that the sprinkler design is complete, the on -site water source needs are known; therefore, approval by the Department of Fire and Rescue can be achieved by providing the following information on the Site Plan: A) Delineate the location and indicate the holding capacity of a structure that can provide an adequate on -site water supply. B) Provide a tap off of the on -site water supply source that ties into the fire hydrant system throughout the site. C) Incorporate a narrative on Sheet C2 which states: An off -site water supply is being studied by the Frederick County Sanitation Authority. Should this water supply be determined to be adequate, the School Administration will request that provisions be made to tie into this system. The use of this off -site water supply will eliminate the need for the on -site water supply structure that is depicted on the Site Plan. Approval by the Virginia Department of Transportation and the Department of Public Works can be achieved by providing the following information on the Site Plan: A) Incorporate a narrative on Sheet C4 which states: An alternative storm sewer design is being prepared by the project engineer. This design would allow for the elimination of the three 24" RCP's located adjacent to, and on the south side of, Middle Road. Should this design be approved by the Virginia Department of Transportation and the Department of Public Works, a revised sheet will be submitted for inclusion in the Site Plan. All improvements required for the storm sewer design will be implemented prior to the issuance of a Certificate of Occupancy Permit for this facility. Please revise the Site Plan to reflect this information and provide me with one copy of the applicable sheets. I will coordinate a meeting with all outstanding review agencies, and utilize these sheets to obtain approvals. I have talked with Steve Melnikoff to explain the situation and request that he review my revised plans immediately upon receiving them. Steve said that they would move swiftly once they received them so as to pass on plan approval to you and me. Building Inspections: Site plan approval has been granted; you should have a copy of the plan approval sheet from this department dated 5/10/99. Public Works: I spoke with Ed Strawsnyder this morning (Friday). Ed said that he told you yesterday that the plans were approved as far as his department was concerned. I requested a written plan approval letter be sent to me and copied to you; Ed is sending the letter as requested. Fire Marshall: As I understand it, this particular approval is now wrapped up in the well testing and approval as well as some other considerations. I have not received any written site plan approval from the Fire Marshall. I think that you would be able to get a much straighter and more informative answer about this if you were to contact the Fire Marshall. Parks and Rec: Site plan approval has been granted; you should have a copy of the plan approval sheet from this department dated 6/28/99. Count% Health Department (Nell abandonment): There is no approval of this; there is simply a permit/fee that must be filed through the county health department prior to the well abandonment. Karl Evans and I spoke about this several times; he says there should be no problem with abandoning this during construction. Office of Water Programs (new well): The final well approval cannot be granted until the well has been tested for capacity, draw down, and bacteria. The proposed location is fine as long as the well itself can pass the necessary tests. If you need a written letter stating this information, please let me know; otherwise, final well approval will have to wait until all testing is complete. Virginia Department of Health (drainfield): Site plan approval has been granted; you should have a copy of a plan approval letter from Karl Evans with VDH dated 6/ 1 /99. We are confident the proposed 119 parking spaces for Back Creek Elementary School will be more than adequate to meet our current and future needs. In addition, we have reviewed the attendance data we experience at other school sites as a result of special events such as concerts, plays, and meetings held throughout the year.
