The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site play.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

maintenance of one commercial entrance the referenced location.
Please ensure a copy of the approved permit assembly is kept at the job site whenever
working within the Route 1000 right-of-way. I would also like to remind you of the
need to erect and maintain proper traffic control in accordance with our Virginia Work
Area Protection Manual.
Please note this permit cannot be completed until we receive « copy of the recorded deed to the
Commonwealth of Virginia for the 128 sq. ft. of additional right-of-way.
Please give Mr. Dave Heironimus a call at (540) 535-1828 at least 48 hours in advance
of the start of construction to arrange for any necessary inspections.

Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on October 20, 1999. This site plan, for the multi -phase development of a 96,000-square-
foot warehouse building, meets all County requirements for development within the M1 (Light Industrial)
Zoning District. Each of the four phases of construction will involve 24,000 square feet of floor area devoted
exclusively to warehouse uses. A paved parking area intended to serve the facility at its ultimate size will be
provided with phase one development. This parking lot will consist of twenty-one (21) parking spaces,
of which two (2) will be designed for handicapped use. The site plan also includes the provision of a
concrete sidewalk four feet in width, as well as parking lot landscaping consisting both of shade trees and
evergreen hedgerows.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

it does not appear to penetrate the existing or planned FAR Part 77 surfaces for Winchester Regional
Airport.
Enclosed is a sketch showing the approximate location of the facility with respect to the Airport and the
FAR Part 77 surfaces. The sketch shows that; the front right corner of the project site can not exceed
elevation 845 feet (MSL); the front left corner of the project site can not exceed elevation 865 feet
(MSL); and the back of the project site °taes�ctureed l wouton 865 feet ld have to be 140 feet tall o penetrate FAR
on the proposed
finished floor elevation of 704.50 f (MSL),
Part 77 surfaces. No feature presented on the developers plan appears to be this tall.
However, in accordance with paragraph 77.13 a (2)(i) of FAR Part 77, the developer should submit FAA
Form 7460-1. We have enclosed a form for their use. Also, enclosed is the set of plans which you
loaned to us.

We have received your revised site plan dated September 16, 1999 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide six (6) sets of approved construction plans with
signed seal for VDOT distribution.
The single set of signed plans presented for final review can be used as the seventh set.
The appropriate land use permit may now be applied for to cover work within the Route 1000
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

The major change has been the removal of the western most entrance on the unimproved portion of
Arbor Court. The developer has decided the proposed use would not include a significant office
component. This layout would allow all truck traffic to use the entrance provided to access all of the
loading docks. Parking is provided on the south side of the building only.

I have had the opportunity to review the above referenced site plan submitted to our department on
April 12, 1999. The following comments are offered and should be addressed during the revision of
this site plan. I have also marked the enclosed plan for your use.
1) Please ensure that the engineer's certificate is signed.
2) Please highlight the location of the subject property on the vicinity map.
3) The revised final subdivision plat for J. I. C. Limited, dated January 13, 1981, shows lot 7
consisting of 11.354 acres. Furthermore, review of County real estate records revealed the size
of the subject parcel to be 8.25 acres, as opposed to the area of 7.8880 acres stated on the site
plan. Please reconcile the disparity between these figures and ensure that the acreage provided
on the site plan is accurate.
4) In the Project Summary table, please correct the Property Identification Number (PIN)
provided for the subject parcel. As indicated on the site plan, the correct PIN for this parcel
is 64-A-80I.
5) In the Project Summary table, please state the provided front yard dimensions for both of the
parcel's frontages on Arbor Court and delineate the location of all required setback areas on
the site plan. Additionally, please state the parking setback requirements applicable to
development within the M1 (Light Industrial) Zoning District. These setback areas should be
delineated on the site plan in relation to identified property boundaries.

facility. It is recommended that sidewalks be provided in the open area between the north and
west walls of the building and the adjacent rows of parking spaces. The provision of sidewalks
should correspond with the phased construction of parking spaces to ensure safe pedestrian
circulation throughout the facility's parking lot.
7) Please delineate the location, height, and dimensions of all signs proposed for the facility.
Furthermore, a statement should be included on the site plan regarding the applicability of the
sign standards of the Frederick County Zoning Ordinance to all signage installed on the subject
property subsequent to final site plan approval.
8) Please delineate the location, height, and specifications of all outdoor lighting fixtures proposed
for the facility.
9) Please identify the location and nature of all outdoor storage areas proposed for the site. If no
such area is proposed, please include a statement to that effect on the site plan.
10) Please indicate the location of all outdoor trash receptacles proposed for the facility on the site
plan and ensure that such receptacles include a structure for their enclosure. The dimensions
and other specifications of the proposed structure should be delineated on the Sections and
Details sheet.
11) In the Project Summary table, please state the maximum height permitted within the M1
District as well as the maximum height proposed for each phase of the warehouse building.
Furthermore, the height of each phase of the proposed building must be shown on the site plan.
12) Please provide a more specific description of the use(s) of each phase of the proposed building.
Specifically, the Project Summary table breaks down the floor area of each phase into office
and warehouse uses. The limits of these areas within each phase should be graphically
delineated on the site plan.
13) Please identify the posted speed limit of Route 1000 (Arbor Court) on the site plan.
14) Please provide the dimensions of the both entrances proposed for the facility on either the site
plan or the Sections and Details sheet.
15) Please include a statement on the site plan confirming the underground placement of all utilities
on the subject property.

16) In the parking section of the Project Summary table, please delineate the number of parking
spaces that are both required and provided for each individual phase of development. Such
a phase specific format with regard to provided spaces is preferable to the current cumulative
presentation of this figure. The number of loading spaces required and provided for each phase
of development should also be stated in the table.
17) Please specify the surface material(s) proposed for both the parking lot and truck
loading/unloading area(s). It is important to note that double prime and seal treatment
constitutes an adequate surface for the portion of the site devoted to truck loading/unloading,
however, the remainder of the parking area must be paved with either concrete, bituminous
concrete, or other comparable material. Furthermore, please provide the required curb and
gutter along the driveway and parking area(s) on the subject property. The specific phase
associated with the construction of parking spaces should be clearly identified in
correspondence with the phase boundaries shown on the site plan. Please delineate the location
and dimensions of all loading spaces on the site plan.
18) Please identify the dimensions and specifications of the ramps required to serve handicapped
parking spaces. Such a detail may be shown either on the site plan or the Sections and Details
sheet.
19) Please provide an evergreen hedgerow along the perimeter of the parking lot to ensure effective
mitigation of the impacts of headlight glare on both Arbor Court and adjacent properties. This
hedgerow should be thirty-six (36) inches in height at the time of planting. Please delineate the
plantings and specifications associated with such a hedgerow in the planting schedule for the
proposed facility. Furthermore, the caliper of the flowering pear trees proposed for perimeter
parking lot landscaping should be at least two (2) inches at the time of planting. Please ensure
that the information stated in the planting schedule reflects this standard. Additionally, in the
parking landscaping section of the Project Summary table, the number of perimeter trees
provided should be changed from seven (7) to thirty-eight (38) in order to reflect the number
shown on the site plan. Furthermore, the number of interior trees provided should be changed
from seven (7) to three (3). It is recommended that a statement be added to this section
acknowledging the "transfer" of four (4) of the required interior trees to the perimeter of the
parking area. Please delineate the percent value applicable to the parking lot landscaping
provided on the subject property.

A VDOT review has been completed on the preliminary site plan dated
November 20, 1998 (received April 14, 1999) for the referenced project. Our comments
are as follows and as shown in red on the enclosed plan sheets.

1. The dedication of additional right-of-way to meet VDOT maintenance needs should be
made to the Commonwealth of Virginia.
2. Are the electric and telephone services as proposed to be overhead lines? If no, jack &
bore crossing of Route 1000 (Arbor Court) should be used.
3. Sight distance in both directions should be established and shown. Also, the distance
to Route 728 should be shown. The speed limit, if posted, should be shown. If
unposted, the statutory 55 MPH with use of CG-7 should be shown.
4. The pavement taper offset of Route 1000 (Arbor Court) should be 12' (see Clifford Plan
job No./DWG. Name: "6054-SP-l.dwg"). The 12' offset should be maintained to the
90' right turn on Route 1000. A CG-11 entrance should be provided in accordance
with the example sketches. A 12'x48' taper should be used with the pavement tying
into the back of curb. The 21-B aggregate should extend 1' beyond back of curb. The
curb & gutter and entrance to the east of the 900 bend is acceptable as designed.
5. Are the proposed 4" sewer laterals within paved areas of roadway? If yes, jack & bore
method of crossing Route 1000 (Arbor Court) should be used. If no, current VDOT
open trench method should be used, Subsequent Special Provisions and Figure 1 Cut
Placement in Roads With Asphalt Base and Surface (copy attached).
6. A standard construction entrance should be provided.
