Site Development Plan (#14-99) Property Identification Number (P.I.N.): 63-A-60 Dear Steve: The Frederick County Department of Planning and Development administratively approved the above - referenced site plan on July 2, 1999. This site plan, for the development of a 31,450 square foot industrial building, meets all County requirements for development within the M1 (Light Industrial) Zoning District. Specifically, the proposed facility consists of 25,000 square feet designated for manufacturing activities and 6,450 square feet allocated for office use. This initial phase of development will include the provision of 44 parking spaces, of which three (3) will be designed for handicapped use. The site plan also includes a second phase of development intended to facilitate future expansion of the facility. Such expansion will ultimately involve the addition of 27,000 square feet to the phase one manufacturing area and will be accompanied by the provision of 29 standard parking spaces. The site plan also includes the provision of a paved parking area, sidewalks, and perimeter parking lot landscaping consisting primarily of shade trees. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. FAX: 540/ 678-0632 RE: Valley Industrial Plastics, Inc., Site Development Plan #14-99: V Revision Dear Steve: I have had the opportunity to review the initial revision to the above referenced site plan, which was submitted to our department on May 20, 1999. The following comments are offered and should be addressed through further revision of this site plan. I have also marked the enclosed plan for your use. 1) In the Project Summary table, please state the correct parking setback requirement and parking setback provided. These setback areas should be delineated on the site plan in relation to identified property boundaries and labeled accordingly. Please ensure that the front parking setback dimension is shown on the site plan relative to the proposed right-of-way line. Furthermore, the provided front parking setback must be accurately stated in the Project Summary table. 2) The proposed termination of the extended sidewalk at the man. door located on the northeast wall of the building is not adequate to facilitate safe pedestrian circulation on the site. Please provide a four (4) foot concrete sidewalk within the grass area located between the northeast wall of the proposed building and the interior row of parking spaces. It is recommended that this sidewalk connect directly with the four (4) foot concrete sidewalk shown in front of the proposed building. The enlarged sidewalk should ultimately extend the length of the northeast wall of the building, interrupted only by the proposed loading bay. Such an extension is consistent with the comment regarding this feature following the initial review of this site plan. 3) Please correct the parking area calculation to reflect the standard applicable to manufacturing and other industrial uses (three spaces per four employees, rather than 35 spaces per four employees). Furthermore, the parking table should be clarified to state the number of parking spaces provided with each individual phase of development. The current format of the table does not delineate the number of spaces to be provided exclusively with phase two expansion. Please note that a parking lot consisting of seventy-four (74) standard parking spaces will require the provision of at least three (3) handicapped spaces. However, to facilitate such approval, it is necessary to include the improvements that we have previously determined to be required on the site plan (reference comment #20 of letter to Steve Gyurisin dated April 29, 1999). A statement should be added to the site plan that delineates the nature of the appeal and the potential for revision of the provided parking lot features pending the decision of the Board of Zoning Appeals (BZA). Should this situation not be resolved prior to occupancy of the facility, bonding would be necessary to ensure that those features shown on the site plan would be constructed. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Furthermore, the parking table should be clarified to state the number of parking spaces provided with each individual phase of development with a column devoted exclusively to the total number of parking spaces provided following completion of both phases. The number of loading spaces required and provided for each phase of development should also be stated on the site plan. 20) Although the double prime and seal treatment constitutes an adequate surface for the portion of the site devoted to truck loading/unloading, the remainder of the parking area must be paved with either concrete, bituminous concrete, or other comparable material. Furthermore, please provide the required curb and gutter along the driveway and parking area(s) on the subject site. The use of concrete wheel stops as a temporary barrier between the Phase 1 parking lot and the future Phase 2 parking area is not adequate to satisfy the requirements of the Zoning Ordinance. Please provide curb and gutter along the boundaries separating these areas and identify the interim condition of the Phase 2 parking area on the site plan. 21) Please identify the dimensions and specifications of the ramps required to serve handicapped parking spaces. Such a detail may be shown either on the site plan or the Profiles and Sections sheet. 22) Please ensure that the quantities stated in the Planting Schedule accurately correspond with the number of each planting type shown on the site plan. The plan indicates that culvert number one shall be an eight (8) inch PVC pipe and culvert number two shall be a six (6) inch PVC pipe, not a 15 inch PVC pipe as specified in the storm sewer chart. Revise the charts to ensure proper sizing. 2) The erosion and sediment control narrative indicates downstream improvements within the ditch along Industrial Drive. These proposed improvements shall be shown on the plan and shall be part of the first phase of the site development. 3) Due to the proximity of a sinkhole within the building pad, a complete subsurface investigation shall be performed and forwarded to this office for review. This report shall detail the procedures required to fill the sinkhole and provide a stabilized bearing surface for the proposed footings for the building. This report shall be submitted to this office prior to the issuance of a land disturbance permit and any building permits. 4) Please provide the location of the proposed construction entrance on the plan. In addition, a wash rack will be required. Inlet and outlet protection shall be indicated at all culvert locations.
