The purpose of the hedgerow proposed on the site plan was to prevent headlights in the parking lot from shining onto neighboring lots. The owner made the decision to provide a three-foot tall berm instead the hedgerow since the County Ordinance allows either. This does not adversely affect the engineering of the site plan. The church will be disposing of their waste offsite; therefore, the proposed dumpster shown on the site plan will not be constructed at this time. This has been done a number of times with our site plans in the past and the proposed dumpster location was shown for your benefit should the church or you ever deem that a dumpster is necessary. This site plan, for the development of a church facility, meets all County requirements for development within the RA (Rural Areas) Zoning District. Specifically, the site plan delineates a principal facility consisting of 7,156 square feet that will be served by 71 parking spaces to include five designed for handicapped use. The site plan also identifies areas for the future expansion of the facility, which will involve a sanctuary 4,080 square feet in area, as well as 2,190 square feet for accessory activities. Upon such expansion, the facility will be served by a total of 139 parking spaces. The site plan also includes the provision of perimeter parking lot landscaping that consists of an evergreen hedgerow. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. Provide additional calculations indicating that the private lane located north of the pond will not be inundated by the backwater from a 100-year design storm. 2. Provide calculations for the twin 24 inch RCP culverts analyzing the backwater conditions as they are considerably smaller in size than the upstream triple 30 inch RCPs. 3. The entire drainage channel shall be placed within a dedicated drainage easement. Also, analyze the lining of the proposed channel to ensure the proposed velocities will not create erosion problems from a two-year design storm in accordance with M S-19 of the erosion and sediment control law. 4. A temporary sediment trap shall be placed on -site to contain the erosion run-off. Provide calculations, size and details for the sediment trap. 5. Place a note on the plan indicating that a land disturbance permit will be required prior to initiating any site grading work. The church building will be located in an area that is currently open space and at the top of the drainage divide. There currently is a problem along Double Church Road with drainage. The existing topography is flat enough to cause runoff to pond in the southwest corner of the property and will only reach the 42"x29" CMPA under Double Church Road if there is a very large storm. This site plan proposes a channel controlled by culverts to handle the runoff from Brandy Lane, extend a ditch to the 42"x29" CMPA to achieve the needed drainage improvements and install larger culverts under Brandy Lane to relieve existing drainage problems to the north of that road. Analysis Currently, Brandy Lane is controlled by a 12" culvert that is undersized for the 14.2 acres draining to it. This plan proposes that the 12" culvert be replaced with three 24" culverts to alleviate existing drainage problems. These culverts will pass runoff onto the church property from the north. The proposed entrance to this site is approximately 50 feet downstream of the Brandy Lane culverts and will have three 24" RCP's under it to convey 15.0 acres of runoff through the property. A basin with approximately 14,600 cubic feet of total storage volume will be constructed between the Brandy Lane culverts and the entrance culverts. The basin will reduce runoff by 2.8 cfs for the 10-year storm and 7.4 cfs for the 100-year storm. The water surface elevation for the 100-year storm is 748.37, which is contained within the limits of the basin. A drainage ditch downstream of the entrance culverts will convey flow to a 24" RCP culvert that crosses the proposed sanitary sewer line. The total storage volume of the ditch is approximately 23,400 cubic feet. This ditch will reduce runoff from the 10- year storm by 10.7 cfs and 19.8 cfs for the 100-year storm. Both the basin and the drainage ditch have been routed for the 2-year, 10-year and 100-year storm events. The computations are on the following pages. The 24" RCP culvert outfalls into a ditch that conveys runoff to the existing 42"x29" CMPA under Double Church Road. The plans prepared for that culvert showed a full flow capacity of 35 cfs. The culverts located on -site have been sized to ensure that the 42"X29" CMPA culvert will not be over burdened due to the increase in runoff associated with the project. Conclusion Stormwater management for this development is satisfied by the use of the basin and drainage ditch. The drainage shed to the proposed 24" RCP culvert is 18.1 acres. The c-factor for the drainage shed will increase by 0.05 due to this development (1.7 acres impervious which includes Phase II development). This will result in an increase in peak flow for the 18.1 acres of 3.0 cfs, 4.1 cfs and 6.0 cfs for the 2-year, 10-year and 100- year storms respectively. The proposed improvements will detain runoff by 5.8 cfs, 10.7 cfs and 19.8 cfs for the 2-year, 10-year and 100-year storms respectively. These drainage improvements will also satisfy the future Phase II development runoff requirements. Calculations Tc = 15 min. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. 1) Please ensure that the engineer's certificate is signed. 2) Please include a space on the cover sheet labeled "Approved by the Zoning Administrator" for both the approval signature and date. 3) In the Project Information table on the cover sheet, please correct the street address associated with the project site. The provided address is recognized as the current mailing address of the Trustees of Faith Baptist Church. 4) Please correct the spelling of the magisterial district to read "Opequon" rather than "Opequion". This correction should occur on each sheet included with the site plan. 5) Please state the use, zoning, and Property Identification Number (PIN) of all properties adjoining the site that are located across the Route 641 right-of-way. Furthermore, the PINs identified on the cover sheet and site plan for both the subject property and adjacent properties are incomplete. Additionally, the second phase of parking shown on the site plan should include a continuation of the sidewalk that would terminate at the southernmost row of parking spaces. 9) Please provide a concrete apron adjacent to the entrance to the dumpster enclosure. The inclusion of such an apron is necessary to ensure adequate support for refuse collection vehicles serving the site. 10) In the Project Information Table on the cover sheet, please correct the maximum height requirement to accurately reflect the standards of the RA (Rural Areas) Zoning District. Furthermore, the text regarding building height should be changed from "Proposed" to "Provided" and the applicable unit of measure should be stated. Furthermore, please identify the height of each building section shown on the site plan. 11) Please state the gross floor area of both the principal church facility and future expansion buildings on both the cover sheet and site plan. 12) Please delineate the location of Brandy Lane adjacent to the project site and ensure its appropriate identification on the site plan. 13) Please identify the posted speed limit of Brandy Lane, if applicable. 14) Please identify the width of the site entrance shown on the site plan. 15) Please delineate the location of all fire lanes on the subject property in accordance with the requirements of the Fire Marshall. 16) On the cover sheet, please identify the total number of parking spaces provided for the facility following completion of both Phase 1 and Phase 2 development. The number of handicapped spaces required for the initial phase of development should be corrected from three (3) to four (4). Furthermore, the number of spaces identified for the south row of the Phase 1 parking area should be corrected to reflect the use of a space as a dumpster pad. The site plan indicates that the Phase 1 parking area will be reconfigured to accommodate Phase 2 improvements. Due to this overlap, it is recommended that two site plan sheets be utilized to clearly indicate the limits of each phase of development and the corresponding parking areas. The employment of such features will serve to more clearly delineate individual parking bays and ensure safe traffic circulation. 18) Please provide an evergreen hedgerow along the length of the north row of parking spaces to mitigate the impacts of headlight glare on Brandy Lane and adjoining residential properties. This hedgerow should be thirty-six (36) inches in height at the time of planting. Furthermore, although it is not formally required, the applicant is encouraged to plant canopy trees along the perimeter of the parking area. Such plantings would effectively serve to reduce the reflected heat from parking lot pavement and further enhance the overall appearance of the site. Please include a planting schedule to reflect the installation of the hedgerow as well as any additional landscaping proposed by the applicant. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval.
