All required information must.be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. Fire lanes.shall be on all plans or drawings, if applicable. 2. Fire lanes are to be a minimum width of 18 feet. 3. Fire lanes shall be designated in either of the following ways; A. Double yellow, six (6) inch lines with approximately three (3) inches between lines shall be used to mark paved areas. B. Painting of curbing yellow. C. By the painting of yellow hatch marks of six (6) inches in width with no more than ten (10) inches between hatch on the entire area being designated as a firelane. 4. Signs shall be twelve (12) by eighteen (18) inches with a white background, with red two (2) inch block letters with the wording, NO PARKING FIRE LANE, Authority of Fire Chief. Any other color combination or wording needs to be approved by the Fire Chief. 5. Signs shall be posted on all corners of fire lane, and then no further than fifty (50) feet apart along remaining length of fire lane area. Signs shall be a minimum height of seven (7) feet to the bottom of sign and maximum height to top of sign shall be nine (9) feet. Any other height needs to be approved by the Fire Chief. 6. Any existing markings which will be within the fire lane area after their establishment shall be removed so as not to create confusion. 7. The fire lane shall be maintained on a regular basis to insure these lanes can be easily recognized. Maintenance shall include repainting of lines or curbing, replacement of signs, etc., as deemed necessary by your maintenance personnel or the Fire Department. 8. After the establishment of the above cited fire lanes, local law enforcement officers shall enforce these areas clear at all times. The stormwater analysis indicates that the existing stormwater pond will adequately detain the on -site stormwater flows. Gary indicated that you where going to perform an as -built survey of the existing stormwater pond to ensure that the appropriate structures were installed. We request that you submit a copy of this plan for our file. 2. The erosion and sediment control narrative appears to adequately address on -site erosion and sediment control issues. I have had the opportunity to review the above referenced site plan received by our department on January 22, 1998. The following comments, in addition to those marked on the enclosed plan, need to be addressed during the revision of this site plan: 1) The lot consolidation for the property being developed must be completed prior to final approval of this site plan. Please ensure that the surveyed description and acreage of the property are consistent with the approved consolidation. Please revise the construction of the fire lane. It would be appropriate in this area to provide an emergency access road that has a stone base, is covered with topsoil and seeded, and is marked appropiately as a fire lane. The elimination of this asphalt driveway would be consistent with the Master Development Plan. 3) With the elimination of the above asphalt access driveway, the concrete sidewalk should be continued around the building directly adjacent to the area that encloses the mechanical features. �j The location and nature of all facilities necessary to meet Fire Code requirements shall be approved by the Fire Marshal. V 5) It would appear that the proposed clearing of woodlands to accommodate the proposed water line is inconsistant with Note 2. Please maintain the integrity of this area of woodlands by relocating the proposed water line to the south of these trees adjacent to the proposed storm sewer. �6 With regards to the required full screen, please ensure that the height of the berm is six feet 107 North Kent Street - Winchester, Virginia 22601-5000 t • Westminster Canterbury Site Plan Page 2 February 13, 1998 and that a landscape screen as defined in the ordinance is implemented. As marked on the enclosed plan, the number of plantings should be increased and there should be a variety of plantings. ` 1) The ston-nwater management plan, and the soil erosion and sedimentation control plan, shall be approved by the Department of Public Works. Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my review. Once I have verified the information contained on the revised site plan, I will need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal, and the City of Winchester. Fire lanes shall be on all plans or drawings, if applicable. 2. Fire lanes are to be a minimum width of 18 feet. 3. Fire lanes shall be designated in either of the following ways; A. Double yellow, six (6) inch lines with approximately three (3) inches between lines shall be used to mark paved areas. B. Painting of curbing yellow. C. By the painting of yellow hatch marks of six (6) inches in width with no more than ten (10) inches between hatch on the entire area being designated as a firelane. 4. Signs shall be twelve (12) by eighteen (18) inches with a white background, with red two (2) inch block letters with the wording, NO PARKING FIRE LANE, Authority of Fire Chief. Any other color combination or wording needs to be approved by the Fire Chief. 5. Signs shall be posted on all corners of fire lane, and then no further than fifty (50) feet apart along remaining length of fire lane area. Signs shall be a minimum height of seven (7) feet to the bottom of sign and maximum height to top of sign shall be nine (9) feet. Any other height needs to be approved by the Fire Chief. 6. Any existing markings which will be within the fire lane area after their establishment shall be removed so as not to create confusion. 7. The fire lane shall be maintained on a regular basis to insure these lanes can be easily recognized. Maintenance shall include repainting of lines or curbing, replacement of signs, etc., as deemed necessary by your maintenance personnel or the Fire Department. 8. Dear Mark: �13 I have had the opportunity to review the above referenced site plan receive d ed by our department on January 22, 1998. The following comments, in addition to those marked on the enclosed plan, need to be addressed during the revision of this site plan: 1) The lot consolidation for the property being developed must be completed prior to final approval of this site plan. Please ensure that the surveyed description and acreage of the property are consistent with the approved consolidation. 2) Please revise the construction of the fire lane. It would be appropriate in this area to provide an emergency access road that has a stone base, is covered with topsoil and seeded, and is marked appropiately as a fire lane. The elimination of this asphalt driveway would be consistent with the Master Development Plan. 3) With the elimination of the above asphalt access driveway, the concrete sidewalk should be continued around the building directly adjacent to the area that encloses the mechanical features. 4) The location and nature of all facilities necessary to meet Fire Code requirements shall be approved by the Fire Marshal. 5) It would appear that the proposed clearing of woodlands to accommodate the proposed water line is inconsistent with Note 2.
