SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Mr. Wallace:
This letter is to inform you that the Frederick County Department of Planning and Development
administratively approved Site Plan #005-98 on April 9, 1998.
This site plan consists of a 15,135 square foot office building, a 4,000 square foot storage building,
and 72 parking spaces including 7 disabled spaces. Furthermore, landscaping and screening which
meets the requirements of the Frederick County Zoning Ordinance will be installed on the site.
Enclosed are two copies of the approved plan. You may provide your contractor with one copy, and
you may keep the other for your records. Please have the contractor contact our department to
schedule an on -site inspection once all improvements have been completed.

RE: Revised Site Plan Review of Westview Business Center, Lot 6 (DMK Properties)
Dear Gary:
I have reviewed the revised copy of die site plan referenced above. There are still a few revisions that need to be maac
in order to satisfy our requirements. Please provide the following information:
1. Please denote only the section of parcel 64-A-159F that is adjacent to the far eastern portion of this site as
having split zoning (M-1 and B-2). The other sections of parcel 64-A-159F that are adjacent to this site
should be denoted with M-1 zoning (since there are buffering and screening requirements when M- I land
adjoins B-2 land).
2. You indicated the side parking setback for the western side of this site as eight feet. It appears to me to be
20 feet.
3. Please indicate the setbacks for the storage building.
4. A full screen Category C buffer needs to be provided. Thus, a six -foot -high opaque hedge, fence, wall,
mound, or berm needs to be installed. In addition, there should be at least three species of plants in the
landscape'screen, with the majority being evergreens and at least one-third being deciduous. Furthcrnnori , a
statement needs to be provided stating that the plants should be at least four feet in height at planting auul
intended to reach a minimum height of six feet at maturity.
Please revise your site plan to address these comments, as well as the comments provided by the required review
agencies. Once the revised site plan is satisfactory, I will need all approved review agency comment sheets Lund ti%4
copies of the final site plan. Please keep in mind that our department needs to be provided with a copy of an approved
subdivision plat before the site plan can be recommended for final approval. If you have any questions, please do nOt .

Upon review of the subject site plan, we offer the following comments:
1) It is noted that any future development on DMK Properties will require the
installation of an additional stormwater management pond on the north end of the
site.
2) The installation of the stormwater basin on the south end of the site will be
required prior to initiating any site work. We request that the owners of DMK
Properties are informed that they will be responsible for installation of the
stormwater pond if they initiate construction prior to development of Lot 5.
However, all of our previous comments have been addressed. Therefore, we recommend
approval of the site plan dated February 5, 1998.

I have reviewed the site plan referenced above. Please provide the following information on a revised
copy:
x 1. Please denote only the section of parcel 64-A-159 F that is adjacent to the far eastern portion
of this site as having split zoning (M-1 and B-2). The other sections of parcel 64-A-159 F
that are adjacent to this site should be denoted with M-1 zoning (since there are buffering and
screening requirements when M-1 land adjoins B-2 land).

Dear Gary:
Upon review of the subject site plan, we offer the following comments:
1) The stormwater management calculations do not indicated an analysis of the two
(2) pre -developed conditions for the site or indicate the 100 year storm conditions.
The calculations also need to include the final site conditions after complete build -
out. Also, the headwater area behind the 24 inch RCP needs to have a drainage
easement sufficient for a 100 year storm condition. A future stormwater
management facility will be necessary at the north end of the site. We will require
DMK Properties to submit a bond for its share of constructing a stormwater
detention pond. This bond amount can be included with the bond required by the
Frederick County Zoning Administrator. The bond needs to be on file prior to
final site approval. In addition, indicate who will be responsible for the
maintenance of the stormwater facility.
2) Place several rock check dams within the ditch as indicated on the plan. Provide a
detail in accordance with standard and specification 3.20 of the Erosion and
Sediment Control Manual.
• 3) The note for the required construction entrance should include a note that
Frederick County can also require a wash rack if necessary.

This letter is in response to your comments from January 30.
1. The M-1 and B-2 split zoning on sheet 2 has been labeled further to avoid confusion.
2. Although on the Charles Ricketts site plan we placed neighboring acreages on the plan
as you had requested, we can not do so in the future. Due to the liability placed the
engineer from these plans, placing acreages on this plan without conducting an actual
boundary survey to verify them will not be done.
• 3. The setbacks tabulations for the building and parking lot has been modified. The 50.6'
setback is the actual distance from the southeast corner of the building perpindicular to the
property line.
4. The sidewalks have been labeled on sheet 2. 12 13�
5 - 7 Statements about these items have been added to the cover sheet.St
8. The dumpster pad has been labeled on sheet 2 and a fence shown around it, � -,
9. The buidings have been dimensioned on sheet 2.�,,
10. The FAR calculation has been shown on sheet 1.
11. The commercial entrance across Independence Blvd from our site is not tied this
property. At this time I don't know of any name for that future street and our client can
not give it a name since they do not have any legal claims to it.
12. The speed limit of 35 mph has been shown on the plan; however, it should be noted
that VDOT has not taken Independence Blvd into their system at this time and this speed
is
limit is subject to change by them.

• 13. We have not labeled a fire lane on this plan at this time. That issue will be a subject
addressed by the Fire Marshall's comments.
14. The width of the drive lane between the spaces is 24' on the front parking lot. This is
the same dimension as required by code.
15. The statement has been placed on sheet 2.
16. The category C buffer has been labeled and the full screening of three rows of
evergreens shown.
17. The SWM and E & S plan's approval is inclusive of the Public Works approval letter.
18. A standard VDOT barricade ( Jersey wall) has been shown on sheet 2. I spoke to Eric
Lawerence about this before and he mentioned placing curb and gutter across the opening
and tearing it out with the future expansion. I opted for the jersey wall since it is heavy
enough to block cars but also reusable elsewhere when phase 2 takes place.
