This site plan, for the construction of a 11,250 square foot manufacturing facility with an additional 2,400 square foot of office space, meets all County requirements for development within the M1 (light industrial) zoning district. The development of this property also includes the provision of twenty six parking spaces, parking lot landscaping, and two entrances onto Industrial Drive. The parking for this facility has been separated from the loading area. I have provided you with three copies of the approved site plan. Please forward two approved copies to the property owner and advise them to keep an approved copy for their files and maintain an approved copy on the construction site. The following are comments that need to be addressed during the revision of this site plan: 1) Please revise the zoning district description in the parcel information. M1 should be noted as a Light Industrial District. Also, please revise the current use for the adjoining properties. It would appear that the use for many of these properties should state: vacant. 2) Please provide the F.A.R. figure in the lot coverage information. 3) Please show the location of the existing entrance serving parcel 75-A-lA. The second entrance serving the proposed manufacturing facility should be aligned with this existing entrance. 4) Please note the number of loading spaces, required and provided, in the parcel information. 5) It may be appropriate to locate the required hedge plantings along the top of the slope to fully achieve the. desired effect of screening headlights from the road right-of-way. Also, please revise the planting schedule to specify 36" in height at time of planting for the Holly bushes. Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my review. Once I have verified the information contained on the revised site plan, I will need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal. We recommend placing a series of rock check dams within the ditch in accordance with Erosion and Sediment specification 3.20. 3./ Sheet 2 of 3 The storm water run-off draining towards the southeastern portion of the site will overtop the specified silt fence. We recommend placing a rock check dam with an earthen berm to contain the erosion on -site. The County details should be changed to reflect City utilities details for water and sewer connections. In addition, there will be availability fees assessed for water and sewer. The water availability fees for a one inch meter are $4,800.00, $4,800.00 for the sewer availability fees and $124.00 for the meter itself. An invoice to Dawson Investments for the total amount of $9,724.00 has been forwarded to them by copy of this letter. These fees must be paid in full prior to service being activated. The need to develop along the design criteria found on Page 29 applies most closely to this proposed site condition. A minimum 50' radius beginning at a 12' offset from Route 651 E.P. as shown; ending at a 12' offset of Route 880 E.P. A minimum 50' distance between the radius at Route 651 and radius at the site entrance should be provided. 4) The proposed entrances should be designated as Standard CG-11. 5) Sight distance should be provided at each entrance. 6) The speed limit on Route 651 and Route 880 should be addressed and the appropriate CG standard used.
