Clifford & Associates, Inc. 200 North Cameron Street Winchester, VA 22601 RE: Fellowship Bible Church Parking Lot Site Development Plan #013-98 Dear Ron: I have had the opportunity to review the above referenced site plan submitted to our department on March 2, 1998. The following minor comments should be addressed during the revision of this site plan. 1) Please provide the Property Identification Numbers for the adjoining properties. 2) Please revise the sideyard setback to 50 feet. 3) Please ensure that the proposed sign located along Apple Valley Road is set back 10 feet from the front property line. To reduce a proliferation of signs along the church frontage, it may be desirable to provide one common sign at the corner of Apple Valley Road and Middle Road. 4) There appears to be a non -typical parking space located where the existing parking area transitions into the new parking area. Please ensure that this space is accommodated. 5) Parking lot landscaping is not required within the RA zoning district. However, landscape plantings along the perimeter of the parking area, adjacent to the road frontages and within the landscaped islands, would greatly enhance this site. It appears as though a similar effort was made in the parking area for the future building. 7) The stormwater management plan, and the soil erosion and sedimentation control plan, shall be approved by the Department of Public Works. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of 107 North Kent Street • Winchester, Virginia 22601-5000 Fellowship Bible Church Site Plan Page 2 March 24, 1998 the final site plan for approval. Our concerns are shown on the attached plan sheet and as follows: • We have no objection to this site plan. If any work is performed on the State rights -of -way, a land use permit will need to be applied for and issued to cover said work. The permit is issued by this office and requires a fee and surety bond coverage. • A right turn lane addition should be considered at the Route 652/628 intersection. • Additional information identifying types of signs to be erected. All signs not classified as breakaway should be placed as far away from travel lanes as possible for safety reasons. As a minimum, all clear zones should be maintained. • A detailed site plan should be provided for review and comment. Should you have any questions, please do not hesitate to call. This Site Plan revision does not include any seating capacity or classroom facility expansion. A small storage building is proposed. The implementation of these improvements will not increase the site trip generation. The additional parking lot area will allow for a more orderly transition between services on Sunday morning.
