SITE PLAN CHECKLIST
The checklist below indicates all the information. -that needs to be submitted as part of the site plan
application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

Dear Mark:
The Frederick County Planning Department administratively approved the above referenced site plan, #010-
98, on September 24, 1998. A letter of credit in the amount of $350,000 was received on September 17, 1998.
This amount is sufficient to guarantee the completion of all improvements illustrated on the site plan. This site
plan, for the construction of one hundred and four (104) garden apartment units within nine (9) apartment
buildings, meets all County requirements for development within the RP (Residential Performance) Zoning
District. This 19.06-acre development is also consistent with the approved Master Development Plan,
MDP9008-97.
The site plan also calls for the provision of a recreation building with swimming pool, two tot lots, a picnic
area, two hundred and sixty-four (264) parking spaces, parking lot landscaping, and a modified zoning district
buffer. The disturbance of woodlands and steep slopes is limited. Therefore, the site plan clearly shows the
limits of clearing and grading during the development of this site. These limits must be maintained.
I have provided you with several copies of the approved site plan. Please ensure that two approved copies are
forwarded to the property owner, and advise them to keep an approved copy for their files and maintain an
approved copy on the construction site. Once the site development has been completed, the owner should
contact this office to schedule a final site inspection. A Certificate of Occupancy for the facility may be issued
upon the completion of all site improvements.

Upon review of the subject site plan dated March 3, 1998, we offer the following
continents:
1. As stated in our previous comments, our department will need to review the geotechnical
engineering report prior to issuance of a land disturbance or building pennit.
2. We included a note indicating, that a land disturbance permit will be required by
this department.
However, these comments are minor in nature. Therefore, we recommend approval of the
subject site plan dated March 3, 1998.
We request you submit a copy of the final revised site plan that addresses all review
agency comments for our tile.

Dear Mark:
We have reviewed the revised site plan dated February 11, 1998 for the referenced
project. All of our previous comments concerning design elements at the entrance
access to Route 522 appear to have been addressed in a satisfactory manner.
However, one concern has been forwarded to our District Office in Staunton for
consideration. This concern addresses any impact the proposed bridge structure
located on the access entrance may have on an existing downstream box culvert under
Route 522 on the same water shed as the bridge.
Once we have any comment from the District Office, we will address final overall
approval of the site plan.

Dear Mark:
I have had the opportunity to review the above referenced site plan received by our department on
February 2, 1998. As you are aware, the Final Master Development Plan for this project must be
approved prior to the approval of this site plan. Any changes made to the Master Development Plan,
prior to final approval, may impact the comments offered during this site plan review. The following
comments, in addition to those marked on the enclosed plan, need to be addressed during the revision
of this site plan:
3I1" A Please revise the approval block for the site plan. The signature of the Planning Director is
not required. The following statement should also be included in the approval block; "Site
plan valid for five (5) years from date of approval."
Please provide the property information for the Star Fort development across the Route 522
right-of-way.
A) Please include the B2 setback information in the project information.
Please provide additional information pertaining to the recreational facilities provided with
this project. A description of the facilities required, and provided, should be included in the
project information and their detail should be included in the site plan.
Please provide additional sidewalks in the locations shown on the marked site plan.
Please provide additional information regarding any signs you may be using to identify the
development and its entrance. If no signs are planned, please disregard this comment.

/8) Autumn Wind Drive should be 24' in width to its intersection with Oak Crest Lane. Also,
please ensure that the road names shown on the plan have been authorized by Mr. Larry
Phillips, Communication Center Supervisor.
✓9) Please provide the size of the water lines and laterals.
'/'10) The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
O 11) Please revise the parking calculations to reflect the recreational center and the number of
spaces this facility generates. Also, based upon the number and types of units proposed, it
would appear as though one additional parking space should be provided in the parking area
adjacent to the buildings.
-# 12) Please provide handicapped parking spaces adjacent to each individual apartment building.
Access from all spaces to the apartment buildings must be provided.
✓ 13) Please limit the extent of the clearing and grading to the rear of the property. Every attempt
should be made to preserve the existing trees in this area. Notation regarding this intent
should be included on the plan. If at all possible, please reconsider the design of the
stormwater management areas to the south of the parking lots to lessen the impact on the
existing wooded area.
✓14) Please depict on the site plan the location of steep slopes, woodlands, and the disturbed areas
of these environmental features. This should be consistent with the approved master
development plan.
/5) Please provide the required 3' high evergreen hedge along the north side of the recreation
center parking area. It may also be appropriate to plant hedgerows adjacent to the parking
spaces that front onto the apartment buildings to mitigate the headlights shining into the
individual apartment units.
✓16) Please provide the required shade tree plantings along the length of the parking lot entrance
driveway.
✓ 17) In lieu of the required "B" category buffer, please provide additional evergreen plantings
around the perimeter of the stormwater management pond as marked on the plan.
v/ 18) The stormwater management plan, and the soil erosion and sedimentation control plan, shall
be approved by the Department of Public Works.

my review. Once I have verified the information contained on the revised site plan, I will need all

Dear Mark:
Upon review of the subject site plan, we offer the following comments:
1. Sheet 2 of 11
A note on the site plan indicates that a modular retaining wall will
be designed by others. A review of the retaining wall design
calculations is required by the Frederick County Public Works
Department prior to issuance of a land disturbance permit.
2. It will be necessary for the geotechnical engineering report to be reviewed
by both the Public Works and Inspections departments prior to issuance of a
land disturbance permit. The report should indicate all foundation and
pavement design parameters as well as provide recommendations for critical
slope areas as identified on the site plan. Establishment of adequate
vegetation will be critical in these areas.
3. All of the necessary street signs are required to be installed prior to issuance
of any building permits. We recommend that all street signs comply with
the specifications as established by Frederick County. You may contact this
office if a copy of the county street sign specifications is needed. Place a
note on the site plan indicating this requirement.

The proposed water and sewer lines are located below the proposed
culvert for the stormwater management pond and the culvert
adjacent to the pond. Installation of the stormwater management

pond must be a first step in the construction sequence. Therefore,
the earthwork contractor must install this portion of the water and
sewer line as well as the pond prior to clearing of the site. Place a
note indicating this construction/installation sequence on the site
plan.
5. Installation of the proposed concrete span bridge is required prior to
issuance of any building permits (i.e., footing/foundation, etc.). The
design of the bridge will pass the appropriate stormwater flows as indicated
in your design. However, prior to construction, it will be necessary to
submit the foundation calculations as well as the bridge design for our
review. Construction of the bridge must be accomplished with minimal
impact to the stream bed.
6. A wash rack will be required for the construction entrance. The contractor
will be responsible for controlling mud on -site as well as preventing mud
from being tracked onto the entrance road in front of Adelphia Cable.
Once these comments have been addressed, submit two (2) copies of the site plan for
review. If you have any questions, do not hesitate to contact me.

Con -Span Bridge Systems. It appears that the bridge addresses your on -site requirements. It is

a professional engineer which indicates that the bridge was constructed in conformance with the
design plans for our file.

On Wednesday, December 16,1998, I performed an erosion and sediment control
inspection at the subject site. I met with your field representative at the time of the inspection. The
following is a summary of the items we discussed:
The earthwork contractor (East Coast Development) has placed excess fill material within
the flood plain of the small stream in front of Adelphia Cable. This is a violation of local
and state ordinances. I informed your site representative that there are two (2) options at
this time:
a) Remove all the material out of the flood plain and restore the area to its original
condition.
b) Submit a flood plain study to this office indicating the impact of the fill material on
the 100 flood elevation through this area. This study shall include evaluating the
upstream impact of the flood plain on all structures, properties, etc. Also, the
impact on the existing crossing at Route 522 will need to be evaluated. This study
shall be completed as soon as possible and submitted to our office for review.
Also, you will have to submit a revised site plan showing the final grades for this
area.
2. The outlet culverts need to be installed for the stormwater pond and the stormwater
drainage from Adelphia Cable. Also, the pond and berms need to stabilized with
vegetation and straw mulch as indicated in the approved plans. At this time of the year, we
recommend seeding with a winter rye and fescue.

It has come to our attention that two new street names have been assigned to Frederick
County. The name of the streets are Scarlet Maple Drive and Paw Paw Court. Thereby
necessitating two new intersections, Scarlet Maple Drive and Paw Paw Court and Scarlet Maple
Drive and North Frederick Pike.
I am writing this letter to inform you that the initial sign installation (intersections of
Scarlet Maple Drive and Paw Paw Court and Scarlet Maple Drive and North Frederick Pike) is
the responsibility of the developer of the property. Once the initial sign installation has been
completed, maintenance of the signs then become the responsibility of Frederick County, Virginia,
i.e., vandalism, theft, etc.
