All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. MORRISON DISTRICT ADMINISTRATOR TEL (540) 332-9075 FAX (540) 332-9179 Outdoor Advertising Route 522 (FAPH) — Frederick County A recent Outdoor Advertising inspection in Frederick County on Route 522 revealed that you have erected an "off -promise" sign in violation of Section 33.1-360 of the Code of Virginia, by not being covered by an approved Outdoor Advertising Permit. Route 522 is a Federal Aid Primary Highway, and the following rules and regulations adopted pursuant to Section 33.1-370 of the Code of Virginia must be met in order to obtain permits for your signs: A sign may be erected in an area zoned by the county as commercial or industrial; All signs must be spaced at least 300 feet from any off premise sign with an approved outdoor advertising permit. Your sign ,rust meet these requirements cr be rem eu. I realize that this sign was probably erected in error, due to the fact that you are not aware of the above mentioned laws. It is not our intent to cause undue hardship on anyone. However, we request that you apply for the permit, if your sign meets the aforementioned criteria, within thirty days of the post date of this letter using the enclosed application. The completed application may be mailed to me at the above address along with your check payable to the Treasurer of Virginia to cover the inspection and permit fees. Inasmuch as Frederick County has a zoning ordinance controlling Outdoor Advertising, it is required that the county zoning administrator approve the application prior to its being forwarded to our Staunton office. Route 522 requires an inspection fee of $50.00 for each sign, plus permit fees determined by the size of your sign. This fee is explained on the reverse side of the application. Signs are not permitted to be on or overhang the State's right of way. Flashing lights or lights that shine within the highway are prohibited. Height restrictions are determined by the local zoning requirements. Directional signs that are two (2) square feet or less in size'are not required to have permits, must be placed at the junction of two or more roads, must be on private property and must not interfere with sight distance. As the property has yet to be subdivided, a P.I. N is not yet available. In the past, for plans such as this, where the parcel may not be created immediately, we have normally shown the existing, larger lot, PIN. This requirement to show an updated PIN my prove to be time consuming. As you know, the assignment of PIN's may lag the recordation of the subdivision plat. I'd appreciate your thoughts on this. Please address the following comments during the final revision of this site plan. 1) As you are aware, the subdivision of this property must occur prior to final site plan approval. Please ensure that the P.I.N. shown on the site plan correctly reflects the P.I.N. of the subdivided lot and that the surveyed boundaries and acreage of this parcel are consistent with the final subdivision plat. 2) Please revise the F.A.R. calculation. 3) Curbing and gutters should be installed around the perimeter of the parallel parking area adjacent to the entrance to the facility. Alternately, you may wish to remove these additional spaces from the plan, thus, making this requirement unnecessary. If the spaces are removed, please revise the parking calculations accordingly. / After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. WE KEEP VIRGINIA MOVING • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. • Any signs to be installed will be in accordance with attachments. • 1 suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Upon review of the subject site plan dated March 10, 1998, we offer the following comments: 1. Sheet 3 of 5 Place additional silt fence as indicated on the marked copy of the site plan. 2. Place a note on the site plan indicating that there will be no access to the south side of building number eight due to the stormwater detention pond. Also, a foundation and slope stability analysis will be required along the south side of building number eight due to its proximity adjacent to the pond. 3. Your calculations indicate that there is an adequate channel downstream of the proposed stormwater detention pond discharge. However, since this is a point source discharge, a drainage easement will be required across the adjacent property to the outfall point. We will require submission of a copy of the signed drainage easement to this office prior to the issuance of a land disturbance permit. 4. The proposed stormwater/sediment pond as well as all on -site drainage channels and structures need to be designated within the drainage easements. A drainage easement will limit encroachment of the southeast corner of building number eight within the proposed drainage easement. 5.
