We have received your revised site plan dated September 23, 2004 for the referenced project.
It appears all of our earlier review comments have been satisfactorily addressed. Please
advise the owner of our approval. Also please provide six (6) sets of approved
construction plans with signed seal for VDOT distribution. The entrance typical section
with 6" BM-25.0 and 1.5" SM-12-5A needs to be included on resubmitted plans, Page 2 of 6.
The appropriate land use permit may now be applied for to cover work within the Route 522
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

We have made revisions to the site plan for the Winchester Budget Motel on Route 522
north of Winchester. Your comments that were dated September 27, 2004 have been
addressed as follows:
1. FCSA construction notes have been added to Sheet 1.
2. A note that FCSA will make the sewer tap has been added to Sheet 3.
3. The existing waterlines in Route 522 and Darlington Drive have been shown on the
drawings.
4. A water service tap is proposed in the 6" line in Darlington Drive and is shown on Sheet 3.
5. The fire marshal has reviewed and approved these plans. No additional hydrants are
proposed.
G. A water meter detail has been added to Sheet 6.
Please find enclosed two sets of the revised Site Plan for your review.

Renovations to the fire damaged units shall comply with The Virginia Uniform gtatewide Building
Code and The International Building Code section 310, use group R-1 (Residential j 30 day
transient occupancy 1-Iotel/Motel . Other code that applies is CABO Al 17,1-98 Accessible and
Usable Buildings and facilities. Please note the requirements in IBC section 3408.6 for
accessibility on Renovations, (ADA 20% rule).

Dear Jolin:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on November 18, 2004. The site plan is approved for alterations to an existing motel site on
North Frederick Pike (Route 522N). Site improvements for the property include the following:
• Additional paving for the existing parking lot.
• Parking lot landscaping and the addition of a full screen along the adjacent single family
residences.
• Construction of a dumpster pad with a six (6) foot wooden fence for screening.
• One 12' x 45' loading space.
• Con-nection of the site to public sewer.
I am providing you with six (6) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection.

Your comments that were dated October 5, 2004 have been addressed as follows:
1. The number of trees in the buffer and the parking lot meets the requirements of the
Zoning Ordinance. We are taking credit for the existing vegetation along the property lines
in place of 47 required buffer plants. We are merely stating that the Pin Oaks, being so
close to the rear buffer, will be counted toward the required (33%) deciduous plants in the
buffer. Otherwise, we would simply change some of the evergreen plants in the buffer to
deciduous plants. The amount of plants will not change. It seems to me that the
evergreen plants will create a better screen between the properties.
2. The sewer connection is shown on Sheet 3.
3. What items must be included in the bond estimate?
The information discussed above is on the plans that we sent to you previously.

Enclosed please find revised plans for the Winchester Budget Motel site plan identified
as SP-46-04. The plans have been revised to address the comments made by Mr.
Jeremy Camp and the Frederick County Planning Department reviewing staff. The
comments that were made concerning the site plan have been addressed as follows:
1. Due to limited space between the rear parking area and the property
boundary we have proposed that the 14 Pin Oaks (QP) located along the
proposed edge of pavement of the parking aisle serve a dual purpose as
parking lot trees and deciduous trees for the required buffer. The 14 Pin Oaks
plus, the 13 Washington Hawthornes, 6 existing mature trees, and additional
vegetation that is to be preserved will be equivalent to the 1/3 deciduous
plants requirement. This information has been added to the landscape plan
for clarification.
VZThe front setbacks have been amended as requested on the plans and in the
general notes.
3. In the application of this project CG-6 curb and gutter is not appropriate due
to the storm water and grading issues of this site. CG-2, header curb, is
shown only around the green space at the ends of the buildings. The
installation of curbs everywhere else will create drainage problems in the
parking/access aisle areas. We plan to overlay the pavement with asphalt
only and leave the edge of pavement as shown.
YThe lighting note has been added to the general notes on the cover sheet of
the site plan package.
5. Traffic directional arrows and details have been added to the site plan to
convey the one-way traffic around the motel building.
6. The approximate locations of the existing sewage disposal system has been
shown on the plans. A connection to public sewer has been requested by the
Health Department. The existing septic tanks and drainfields will be
abandoned.
7. Notes requiring the installation of "Fire Lane Signs" around the roadway have
been added as requested by the Fire Marshal.

Review Comments:
1) Plating Schedule - Zoning Buffer. The proposed plants selected for the landscape screen
/ along the north property line do not appear to meet ordinance requirements. Please ensure
that at least 1/3 of the plants are deciduous trees. Please change the size reference for the
deciduous trees to indicate that deciduous trees shall be planted a minimum of 2" caliper.
Please ensure that all evergreens are at least 4' tall when planted and capable of reaching 6'
tall at maturity. I believe the maximum height for a Sebian Anglojab Yew is about 4 feet.
/) Front Setbacks. Please change the references to a required 35' front setback along Route
522. Being that Route 522 is a minor arterial roadway, a 50' front setback is required. Please
also show the required 35' front setback along the portion of the property which adjoins
Darlington Drive (Route 1311).
3) CG-6 versus CG-2. Please provide CG-6 for all curbed areas. CG-2, as proposed, does not
provided guttering, as required by the Zoning Ordinance.
Lighting. Please provide a statement to the effect that all outdoor lighting shall be shielded
and directed away from adjoining properties and roads to prevent glare. The statement on
the site plan indicating that there is no outdoor lighting is inaccurate, as there is a light pole
shown near the entrance.
