Dear Ron:
The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on September 17, 2004. The site plan is approved for the construction of a new church in the Opequon
Magisterial District, located along Tasker Road. Below is a list of the primary improvements required for this
development:
• Construction of a 14,871 square -foot building for use as a church.
• 131 parking spaces (six handicap spaces). Parking areas shall be paved, striped, landscaped, and
provided with sidewalks as shown on the approved site plan.
• Construction of a dumpster pad with a six foot board -on -board fence for screening purposes.
I am providing you with three copies of the approved site plan. Please forward these copies to the appropriate
representat ive(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owners) should contact this office to schedule an on -site inspection. Do not hesitate to contact me
should you have any questions or concerns.

Buildings shall comply with The Virginia Uniform Statewide Building Code and section,303
group A (Assembly) of the International Building Code/2000.Other Code that applies is CABO
A117.1-98 Accessible and Usable Buildings and Facilities. Structural plans submitted for permit
application shall be sealed by a Virginia Licensed Design Professional.
Demolition permit shall be required to remove the existing structure. Please note the requirements
in The VUSBC under section 112.1.4 Asbestos inspection prior to permit issuance.
Please note the requirements in Chapter 17 of BOCA for special inspection requirements on the
type of structure.( Soils, concrete etc..)
All required egress from the new structure shall be HC Accessible to min. exterior landing.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
Magisterial District. This site is in the Shawnee Magisterial District, not the
Opequon Magisterial District. Please change this on Sheets 2-7.
2. Easements. Provide the legal references for all existing easements.
I Adjoining Parcels. The adjacent property owned by AMB Builders (75M-2-B-
8A) is zoned RP, not B2.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for final administrative approval.

Inspections Department, the Frederick County Department of Public Works (County

We have received your revised site plan dated July 27, 2004 for the referenced project. It appears
all of our earlier review comments have been satisfactorily addressed. Please advise the owner of
our approval. Also please provide three (3) sets of approved construction plans with signed
seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 642
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

We have received your revised site plan dated July 27, 2004 for the referenced project. It appears
all of our earlier review continents have been satisfactorily addressed. Please advise the owner of
our approval. Also please provide three (3) sets of approved construction plans with signed
seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 642
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staffs comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments:
1. Building Restriction Lines. The required front BRL is 60' not 35'. Also, show the
BRL's on the site plan.
2. Signs. Show the location of the sign that is being proposed with this development.
3. Adjoining Properties. Show the PIN Numbers and deed book references for all
adjoining properties. Also, label the adjoining properties across the Tasker Road and
Macedonia Church Road right-of-ways. The property labeled as Mosby Station Section
II, Zoned B2 is incorrect. This property is 75M-2-B-8A and is owned by AMB Builders,
LLC.
1,�4. Magisterial District. This site is in the Shawnee Magisterial District not the Opequon
Magisterial District.

Memorandum
We've provided plans for a new church on a 5 acres site north of Tasker Road, south of Macedonia Church
Road, approximately 600 meters east of Aylor Road.
A new entrance on Tasker Road is proposed. This will be a standard commercial entrance. 134 trips per day are
expected. The peak hour trips on Sunday are estimated at 5.
The utilities Brill be extended from the Macedonia Church Road end of the site. Water exists at Macedonia
Church Road. The seRrer will need to be extended from a manhole located in Mosby Station II, west of the site.
The site drains to the Tasker Road right -of -moray then across Queens Way, eventually flowing to Wright's Run.
Small detention ponds are provided along the front of the site to mitigate increased flows due to this
development. One site erosion control measures should prevent loss of sediment.
The structure shown is potentially a Phase One construction project. The church may elect to expand to the
north in the future. At that time, an additional entrance on Macedonia Church Road would be requested.
Currently, the house on the site has an access on Macedonia Church Road. That house and its entrance will
remain as a parsonage for the church minister.
Copies of the plans, application, appropriate checklists and supporting documentation as necessary are enclosed.
