At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Subdivision. It is unclear if this parcel has been subdivided yet; please provide a recorded copy of the subdivision plan. Also, the property identification number given is 43-A-48. Verify that this number is correct as it appears to be divided from 43-A-63. 2. Vicinity Map. The vicinity map needs to include all properties and roads within 1,000 feet of the site. 3. Magisterial District. The Magisterial District shown on the plan is incorrect; it is located in the Stonewall Magisterial District, not Gainesboro. 4. Lighting. Show all lighting that will be associated with this development. Also include the statement that "Outdoor lighting shall be arranged to deflect glare away from adjoining properties and public streets" per §165-35A of the Frederick County Zoning Ordinance. 5. Utilities. Provide a statement under the notes section on the cover sheet stating that all utilities must be underground. 6. Building Restriction Lines. The BRL's need to be depicted on the site plan. 7. Adjoining Properties. Sidewalks. On Sheets 7 and 8 of 18, label the widths of the sidewalks. Also, provide a detail for the sidewalk. 10. Handicap Ramp. Please specify if a ramp is necessary for access onto the sidewalk located at the rear of the building. 11. Landscaping. A three-foot high evergreen hedge, fence, berm or wall must be provided along the front of the parking area to prevent headlights from shining on the road. Also, provide a breakdown of the trees required for interior landscaping and perimeter landscaping. 12. Landscape Plantings. On Sheet 15 of 18, provide a statement to the effect that all plantings shall conform Nvith § 165-36B of the Frederick County Zoning Ordinance. 13. Special Limited Power of Attorney Form. Please have the property owner sign the attached Special Limited Power of Attorney Form prior to further review or approval. This form should be notarized and completed to grant the applicant (you) with authorization to represent them for this site plan. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval.
