At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Co111111eilts: 1) Propert), Identification Number. The covcrsheet sho\Ns the property as being 55-A-80 and 81; it appears that these parcels have been consolidated into 81. 2) Proffered Trees. On the coversheet under general notes, the tree count for 99 (proffered trees) needs to be 33, Ilot 32. 3) Proffers. The proffers from the rezoning stated that a three foot high berm was required along Route with the exception of the entrance. This berm needs to be shown on the plan along Nvith the pi-offered ornamental landscaping that was required along the entire length of the berm. g. The landscaping plan needs to be revised. The plan on sheet 6 shows landscaping being 4) Landscapin planted on the adjacent property and this needs to be revised to show the plantings on their site. Also, the zoning district buffer along the residential RA property does not meet toning Ordinance standards. The plant count does not meet three trees per linear feet and a six foot board -on -board fence needs to be shown. Since the trees within the riparian buffer have been removed during the land disturbance, the buffer needs to extend close to the stream bed. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. (11)(a) specifies that one shade tree is required for every 2,000 square feet of impervious area for the purpose of perimeter landscaping. The perimeter landscaping calculations provided on the submitted site plan calculates perimeter landscaping based on one tree for every 40 feet of the total parking lot perimeter. Please change the perimeter landscaping calculations as required by the Zoning Ordinance. For your information, the method you used to calculate the perimeter landscaping on the submitted site plan is an old ordinance design standard which was amended approximately a year and a half ago. ✓2. Setbacks. Please reference the required zoning buffer under the setback information provided on page 2 of 10. The submitted plan currently indicates that there is no setback required along the eastern side of the parcel. This is misleading, because a minimum of a 50' zoning district buffer is required along this property line. Therefore, no building can be built within 50' of this property line. /�. Retaining Wall. Please specify the approximate height of the proposed retaining walls on the site plan. 4. Tree Location. There is a single willow oak shown on the landscaping plan near the southeast property line which appears to be shown in the asphalt parking area. Please relocate this tree to a suitable location. 5. Tree Species - Willow Oaks. Willow Oaks may not be the most suitable tree species for the small landscaped islands provided for the parking lot. Ash Hollow Run Culvert Calculations The TR-55 method was used to compute the 10-year and 25-year storm flow for Ash Hollow Run at the point of the entrance crossing. The area draining to the point of the crossing is 488 acres. The area has a type II rainfall pattern. This was determined by the map on page B-1 of the TR-55 manual. Checklist — Erosion & Sediment Control Measures AQk Erosion & Sediment Control Narrative — Shenandoah At EROSION AND SEDIMENT CONTROL NARRATIVE SHENANDOAH HONDA FREDERICK COUNTY, VIRGINIA A. PROJECT DESCRIPTI The purpose of this project is the construction of a 17,000 s.f. footprint, two-story commercial building and associated parking. The site is located in Frederick County, Virginia on VA Route 7, just east of its intersection with Greenwood Road (see Vicinity Map, Appendix A). A total of 2 acres will be disturbed during construction of this project. B. EXISTING SITE CONDITIONS The existing site consists of slopes in the 7% to 19% range. The front 100 feet of the property is flatter than the rear portion where the slopes approach 20%. The site is covered with trees and grass. It drains toward the northern boundary of the property, where Ash Hollow Run flows. C. ADJACENT AREAS Route 7 borders the property to the north. The land to the east, south and west is zoned RA and consists of residential and church buildings. Ash Hollow Run flows along the northern property line of the site. D. OFFSITE AREAS It is not anticipated that any offsite borrow areas or offsite land disturbing activities will be required for the project. If the contractor chooses to use offsite borrow and/or storage areas, they shall submit a supplementary erosion and sediment control plan to the plan approving authority. E. SOILS The soils located in the project area are mostly Weikert-Berks channery silt loams, 25% to 65% slopes, as classified by the Frederick County Soil Survey (see Soils Map, Appendix B). These soils are characterized by their moderately rapid permeability, low available water capacity, rapid surface runoff and low natural fertility and organic matter content. F. CRITICAL AREA This site has approximately 0.42 acres that can be classified as critical erosion areas due the steep slopes. The southern portion of the site has slopes ranging from 10 to 20%. Although active construction will not be occurring in most of the critical area, extra caution shall be taken by the contractor to protect these steep slopes against erosion. 4/14/2004 Erosion & Sediment Control Narrative iipent Control Narrative — S G. EROSION AND SEDIMENT CONTROL MEASURES (SEE EROSION CONTROL PLAN FOR LOCATION OF EROSION CONTROL MEASURES.) Construction Entrance: will be used to reduce mud tracking onto public roads. (VESCH Standard and Spec. 3.02) 2. Silt Fence: will be used to intercept and detain small amounts of sediment from disturbed areas during construction operations and to prevent sediment from leaving the site. (VESCH Standard and Spec. 3.05) 3. Inlet Protection: will be used to prevent sediment from entering the storm drain system prior to permanent stabilization of the disturbed area. Since the site will be excavated below the inlets to remove old fill, inlet protection shall be maintained to act as outflow device for sediment trap/pond. (VESCH Standard and Spec. 3.07) 4. Temporary Diversion Dike: shall be used to divert sediment -laden runoff from a disturbed areas to a sediment -trapping facility such as a sediment trap or sediment basin. 5. Temporary Sediment Trap: shall be used to detain sediment -laden runoff from small disturbed areas long enough to allow the majority of the sediment to settle out. 6. Permanent Seeding: shall be used to establish vegetative cover and to reduce silt runoff for any areas not paved or roofed. (VESCH Standard and Spec. 3.32) 7. Mulching: shall be used to prevent erosion by protecting the soil surface from raindrop impact and reducing the velocity of overland flow and to foster the growth of vegetation by increasing available moisture and providing insulation against extreme heat and cold. (VESCH Standard and Spec. 3.35) H. PERMANENT STABILIZATION All areas disturbed during construction shall be stabilized with permanent seeding immediately following finish grading. Seeding shall be done with mixtures provided in Appendix C of this narrative and according to VESCH Standard and Specification 3.32, Permanent Seeding. Mulch (straw or fiber - as provided in VESCH Standard and Specification 3.35) shall be used on relatively flat areas. In all seeding operations, seed, fertilizer and lime will be applied prior to mulching. STORM WATER RUNOFF CONSIDERATIONS Calculation of runoff before and after development indicates that there will be a net increase in peak runoff as a result of the project development. However, because storm water flow from the site will be diverted to Ash Hollow Run, storm water detention 4/14/2004 Erosion & Sediment Control Narrative 2 Aid Erosion & Sedi ent Control Narrative — Sh will not be used on this site. The peak flow for Ash Hollow Run will occur later than the peak flow for the site. If detention was to be used, both the peak flow of the site and Ash Hollow Run may occur close to the same time, causing flooding. Under MS-19, if the subject property(2.02 AC) is less than 10% of the total drainage area (488 AC), then storm water detention is not required. See storm water management report for additional information and storm water calculations. J. MAINTENANCE The construction entrance shall be maintained in a condition that will prevent tracking or flow of mud onto public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand. All materials spilled, dropped, washed or tracked from vehicles onto roadways or into storm drains or waterways must be removed immediately. 2. Silt fences shall be inspected immediately after each rainfall and at least daily during prolonged rainfall. Close attention shall be paid to the repair of damaged silt fence resulting from end runs and undercutting. Should the fabric on a silt fence decompose or become ineffective prior to the end of the expected usable life and the barrier still be necessary, the fabric shall be replaced promptly. Sediment deposits shall be removed after each storm event. They must be removed when deposits reach approximately one-half of the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer required shall be dressed to conform with the existing grade, prepared and seeded. 3. Inlet protection structures shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half the design depth of the trap. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 4. Diversion dikes shall be inspected after every storm and repairs made to the dike, flow channel, outlet or sediment trapping facility as necessary. Once every two weeks, whether a storm event has occurred or not, the measure shall be inspected and repairs made if needed. Damages caused by construction traffic or other activity must be repaired before the end of each working day. 5. Sediment shall be removed from sediment traps and they shall be restored to their original dimensions when the sediment has accumulated to one half the design volume of the wet storage. Sediment removal from the basin shall be deposited in a suitable area and in such a manner that it will not erode and cause sedimentation problems. Filter stone shall be regularly checked to ensure that filtration performance is maintained. Stone choked with sediment shall be removed and cleaned or replaced. The structure shall be checked regularly to ensure that it is structurally sound and has not been damaged by erosion or construction equipment. The height of the stone outlet should be checked to ensure that its center is at least 1 foot below the top of the embankment. 4/ 14/2004 Erosion & Sediment Control Narrative 3 & Sedient Control Narrative — 6. Riparian Buffer. Per Section 165-31 A (3), of the Zoning Ordinance, riparian buffers are not permitted to be disturbed. This is important, because the proffer statement stipulates that a traffic impact analysis will be performed in the event that any uses other than those specified in SIC Major Group 55 are proposed. Provided that these uses are accessory to the primary use(s), they are permitted without the proffered traffic impact analysis. 6. Proffer F - Monetary Contribution. Please provide receipt of the 500 dollar contribution to Frederick County for Fire & Rescue services, which was proffered to be paid within 90 days of the approval of the rezoning by the Board of Supervisors. 7. Proffer A - Lot Consolidation. Please provide a copy of the recorded lot consolidation plat for the two parcels. The consolidation of lots 55-A-80 and 55-A-81 is required prior to site plan approval. 8. Time Period of Approval. Please provide a statement beside the Zoning Administrator approval space to the effect that site plan approval shall be valid for a period of five years. 9. Area of Parking Spaces. Please ensure that all parking spaces are a minimum of 180 square feet in area. The parallel spaces in the rear of the parcel are shown to be less than this. Please change as necessary to meet or exceed the minimum Zoning Ordinance standards. 10. Two -Way Traffic. The area in the rear of the building appears to require two-way traffic for vehicles to enter and exit the area. Please increase the travel aisle width to a minimum of 24 feet as required for two-way traffic. 11. Interior Islands. Please provide landscaping for the interior islands. Landscaping stone is less permeable than topsoil with grass cover. The Zoning Ordinance requires a minimum of 5% interior landscaping. Therefor,, the use of landscaping stone would be appropriate for areas in excess of the minimum required interior landscape area of 5%. 12. Zoning Buffer. A Category B Zoning Buffer is required along the east property line, which adjoins a residential parcel. This requirement is specified in the Zoning Ordinance in Section 165-37 D (3). Please provide the required distance and full screen and show this information in detail on the proposed site plan. 13. Landscaping Calculations. Please provide landscaping calculations, similar to your provided parking calculations, which specify the required number and proposed number of trees for the site. Please remember that the proffer statement specifies that there will be 5% more trees than the minimum required by the Zoning Ordinance.
