SITE PLAN APPLICATION CHECKLIST
The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies are relevant to their site plan application. A list of potentially relevant

All requirements of the Frederick County Zoning Ordinance have been adequately addressed in the site plan,

Dear Tim:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Co111111eilts:
1) Propert), Identification Number. The covcrsheet sho\Ns the property as being 55-A-80 and 81; it
appears that these parcels have been consolidated into 81.
2) Proffered Trees. On the coversheet under general notes, the tree count for 99 (proffered trees) needs to
be 33, Ilot 32.
3) Proffers. The proffers from the rezoning stated that a three foot high berm was required along Route with the exception of the entrance. This berm needs to be shown on the plan along Nvith the pi-offered
ornamental landscaping that was required along the entire length of the berm.
g. The landscaping plan needs to be revised. The plan on sheet 6 shows landscaping being

planted on the adjacent property and this needs to be revised to show the plantings on their site. Also, the
zoning district buffer along the residential RA property does not meet toning Ordinance standards. The
plant count does not meet three trees per linear feet and a six foot board -on -board fence needs to be shown.
Since the trees within the riparian buffer have been removed during the land disturbance, the buffer needs
to extend close to the stream bed.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Frederick County Inspections Deparhnent and the
Virginia Department of Tmmportatior7.

and gutter, a fire hydrant, a sidewalk, landscaped islands, striping, and handicap access.
Construction of a dumpster pad with a six (6) foot wooden fence for screening.

prior to issuance of any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty days to process

We have completed our review of the proposed site plan (revision date
Septe►nber 20, 2004) for Shenandoah Honda and offer the following comments:
1) Referencing Sheet 2 of 12, consideration should be given to increasing the lightly
loaded pavement section surface course from 1.5 to 2.0 inches. The 1.5 surface
course is satisfactory for the heavy load pavement section considering the
underlying 4.0 bltLlminolls base course.
2) The retaining walls reflected on Sheet 4 of 12 indicate the use of an Allan Block
retaining wall or approved equal. We will require the submission of a final detailed
wall design prior to issuing a budding permit. Also, the top wall finished
elevations should be shown on Sheet 5 of 12. Appropriate drainage details shall be
included with the retaining wall designs.
3) A 12 inch PVC storm drain is shown on Sheet 5 of 12 to serve the proposed roof
drains. Specific connection details and design invert elevations shall be provided
to indicate the direction of flow and appropriate connections to the overall storm
drainage system.
4) Provide design elevations for the proposed wing walls associated with the entrance
culverts. Also, appropriate details shall be provided for the elongated wing walls.
5) Provide design detail (Sheet 10 of 12) showing the connection of the 18 inch RCP
with the wing wall (i.e., reinforcing, invert elevations, etc.)
6) Sheet 5 of 12 inclicates that the heavy pavement section stops approximately 60

feet short of the loading dock. Explain the reasoning behind this design. It
appears that it woUld be prudent to extend the heavy pavement section for the
entire length of the loading dock approach.
7) A dumpster enclosure is detailed on Sheet 10 of 12. However, a specific site is not
shown on either Sheet 4 or 5. This site should be shown. In addition, we suggest
that a concrete apron be COnStRICted In front of the dUnIpSter site to accommodate
the weight of the trash truck and avoid pavement failures.

plan is denied until the following comments are adequately addressed.
Review Comments:
1) Sign. The proposed sign is shown within the riparian buffer; please relocate the sign so it is
outside of the riparian buffer.
2) Parking Calculations. Please note that parking for service bay is three per one bay.
3) Parking Space Size. It appears that the end spaces in the parking spaces are too small. Parking
spaces must be a minimum of 180 square feet and shall be no less than nine feet in width.
4) Driving Lanes. The driving lanes for one way traffic must be 12' wide.
5) Traffic Arrows. Provide traffic arrows on the parking lot to direct.
6) One Way Traffic Signs. Provide one way signs in the parking lot to ensure that vehicles turn
right into the first parking area.
7) Outdoor Display Areas. It appears that the proposed outdoor display area is within the inactive
portion of the buffer and the riparian buffer. Please note that outdoor display is not allowed
within the inactive portion or the riparian of this buffer. It is suggested that all outdoor storage
be shaded on the site plan. Also, it appears that the sidewalk along the front of the building is
being proposed as an outdoor display area. Sidewalks are to be used for pedestrian access only
and not outdoor storage. If outdoor display is desired at the front of the building, additional area
must be provided in addition to the sidewalk.

site plan is denied until the following comments are adequately addressed.
Preliminary Review Comments:
�1. Landscaping Calculations - Perimeter Landscaping. Section 165-27 E. (11)(a) specifies that one
shade tree is required for every 2,000 square feet of impervious area for the purpose of perimeter
landscaping. The perimeter landscaping calculations provided on the submitted site plan calculates
perimeter landscaping based on one tree for every 40 feet of the total parking lot perimeter. Please
change the perimeter landscaping calculations as required by the Zoning Ordinance. For your
information, the method you used to calculate the perimeter landscaping on the submitted site plan is an
old ordinance design standard which was amended approximately a year and a half ago.
✓2. Setbacks. Please reference the required zoning buffer under the setback information provided on page
2 of 10. The submitted plan currently indicates that there is no setback required along the eastern side
of the parcel. This is misleading, because a minimum of a 50' zoning district buffer is required along
this property line. Therefore, no building can be built within 50' of this property line.
/�. Retaining Wall. Please specify the approximate height of the proposed retaining walls on the site plan.
4. Tree Location. There is a single willow oak shown on the landscaping plan near the southeast property
line which appears to be shown in the asphalt parking area. Please relocate this tree to a suitable
location.
5. Tree Species - Willow Oaks. Willow Oaks may not be the most suitable tree species for the small
landscaped islands provided for the parking lot. Staff"recommends" that a smaller tree species be used
in this location.

�6. Planting Schedule - Plant Sizes. Please provide a minimum of two inch caliper for all deciduous trees
and three gallon container size for all shrubs. Please also reference the proposed spacing for the
evergreen shrub hedge row. The standards spacing for shrubs in an evergreen hedge row is no more than
three feet.
IL 7. Sign. The proposed sign is shown within the Riparian Buffer. Unless you can demonstrate how this sign
will not disturb the riparian buffer, please relocate the sign so it is located outside of the riparian buffer.
./ 8. Parking Calculations. Please note that parking for office uses is one space for every 250 square feet,
versus the one per 200 square feet shown on the submitted site plan.
9. Loading Areas. It appears that large trucks would not be able to maneuver to the rear of the building,
where the loading space is shown. Please demonstrate how trucks will load and unload products. It may
be appropriate to provide a loading area towards the front of the building and provide adequate
maneuvering area so trucks do not have to back-up into the VDOT right-of-way to load and unload.

Staff is in receipt of the site plan for the above -referenced project, which was submitted without an
application for preliminary review comments. Until such time that a formal site plan application is .
submitted, and each of the following continents are adequately addressed, this site plan carmot be
approved.
Preliminary Review Comments:
1. Riparian Buffer. Per Section 165-31 A (3), of the Zoning Ordinance, riparian buffers are not
permitted to be disturbed. The proffered berm with landscaping and the proposed stormwater
management improvements need to be outside of the required riparian buffer. Please change the
site plan as necessary so there is no disturbance of the riparian buffer and the proffered berm is
provided.
2. All Proffered Conditions. Please list all proffers on the site plan. Please list the proffers
verbatim from the proffer statement to avoid possible misinterpretation.
3. Proffer D1 - Decorative Board -On -Board Fence. Please provide details of the proffered
"decorative" board -on -board fence. For purposes of screening, the Zoning Ordinance requires
that fences be opaque and at least six feet tall.
4. Proffer D - Signs. Please show the location of the future sign for the site. Proffer D2 requires
that their will only be one sign for the business and that it will be limited to monument style, a
maximum of ten feet in width and 15 feet in height. The proffer also states that the plans for the
sign will be submitted with the site plan. Therefore, it would be appropriate to provide design
details of the future sign for the property on the site plan, along with its location.

S. Proffer C - Accessory Uses. Please label the proposed office and warehouse uses as accessory
to the primary uses for the site. This is important, because the proffer statement stipulates that
a traffic impact analysis will be performed in the event that any uses other than those specified
in SIC Major Group 55 are proposed. Provided that these uses are accessory to the primary
use(s), they are permitted without the proffered traffic impact analysis.
6. Proffer F - Monetary Contribution. Please provide receipt of the 500 dollar contribution to
Frederick County for Fire & Rescue services, which was proffered to be paid within 90 days of
the approval of the rezoning by the Board of Supervisors.
7. Proffer A - Lot Consolidation. Please provide a copy of the recorded lot consolidation plat for
the two parcels. The consolidation of lots 55-A-80 and 55-A-81 is required prior to site plan
approval.
8. Time Period of Approval. Please provide a statement beside the Zoning Administrator
approval space to the effect that site plan approval shall be valid for a period of five years.
9. Area of Parking Spaces. Please ensure that all parking spaces are a minimum of 180 square
feet in area. The parallel spaces in the rear of the parcel are shown to be less than this. Please
change as necessary to meet or exceed the minimum Zoning Ordinance standards.
10. Two -Way Traffic. The area in the rear of the building appears to require two-way traffic for
vehicles to enter and exit the area. Please increase the travel aisle width to a minimum of 24 feet
as required for two-way traffic.
11. Interior Islands. Please provide landscaping for the interior islands. Landscaping stone is less
permeable than topsoil with grass cover. The Zoning Ordinance requires a minimum of 5%
interior landscaping. Therefore, the use of landscaping stone would be appropriate for areas in
excess of the minimum required interior landscape area of 5%.
12. Zoning Buffer. A Category B Zoning Buffer is required along the east property line, which
adjoins a residential parcel. This requirement is specified in the Zoning Ordinance in Section
165-37 D (3). Please provide the required distance and full screen and show this information in
detail on the proposed site plan.
13. Landscaping Calculations. Please provide landscaping calculations, similar to your provided
parking calculations, which specify the required number and proposed number of trees for the
site. Please remember that the proffer statement specifies that there will be 5% more trees than
the minimum required by the Zoning Ordinance. Therefore, please increase the total number of
proposed trees by 5% of what is required by the Zoning Ordinance for perimeter and interior
landscaping, Section 165-27 C (11).

Preliminary Matters
Pursuant to Section 15.2-2296, et seq., of the Code of Virginia,1950, as amended, and the provisions
of the Frederick County Zoning Ordinance with respect to conditional zoning, the undersigned
applicant hereby proffers that in the event the Board of Supervisors of Frederick County, Virginia,
shall approve Rezoning Application No. 11-03 for the rezoning of 2.020 acres from RA, Rural
Agriculture, to B2, Business General District, development of the subject property shall be done in
conformity with the terms and conditions set forth herein, except to the extent that such terms and
conditions may be subsequently amended or revised by the applicant and such be approved by the
Frederick County Board of Supervisors in accordance with the said Code and Zoning Ordinance.
In the event that such rezoning is not granted, then these proffers shall be deemed withdrawn and
have no effect whatsoever. These proffers shall be binding upon this applicant and its legal
successors and assigns.

1. Access
The applicant hereby proffers that access to Berryville Pike (U.S. Route 7) shall be
limited to one commercial entrance. The applicant further proffers that the location
of the entrance shall be with the approval of the Virginia Department of
Transportation. The design and construction of: the new commercial entrance shall
be provided in conjunction with the approved site plan for the 2.020 acre tract.
If the footprint of the main structure exceeds 25,000 square feet, then the applicant
will be required and does agree that a traffic impact analysis will be performed and
any necessary improvements warranted by said study and required by VDOT shall
be made.
In addition to the above, in the event that the property is utilized for a use other than
a Major Group 55 (SIC), then the applicant agrees that a traffic impact analysis will
be performed and any necessary improvements warranted by said study and required
by VDOT shall be made.
Site Development
1. Berm / Knoll
The applicant hereby proffers to construct a berm or knoll parallel to Route 7 so that
except for the entrance way, there will be the berm or knoll of at least 3 feet in height
to act as a visual buffer from traffic proceeding along Route 7 in an easterly direction.
In addition, a decorative board -on -board fence, not to exceed ten (10) feet in height,
shall be constructed on the other portions of the property which borders on existing
RA zoned land. No chain link fencing will be used which will be visible from
outside the premises.
2. Signage
The applicant hereby proffers to erect one monument sign, not exceeding ten (10)
feet in width or fifteen (15) feet in height and which structure shall be constructed of
stone, brick, wood and steel with sign facing as required by the franchisor. The
appropriate design of the sign shall indicate the businesses located in the subject
property and which sign shall be as set forth on the site plan to be submitted to
Frederick County. A sign plan will be submitted to the Frederick County Building

official for review and approval prior to any use of the existing freestanding business
sign.
3. The applicant proffers that it will clear the stream bed known as "Ash Hollow Run"
of debris and will agree to maintain the creek bed located on the property so that the
stream will be visibly pleasing with a grass embankment from the berm/knoll to be
constructed down to the water's edge and a grass embankment between the stream
and the property of Virginia Department of Transportation (Route 7 Right of Way).
4. Public Water and Wastewater
The applicant hereby proffers that it will only utilize public water and will not
construct private septic systems to serve the property, but rather will only use public
wastewater facilities as its wastewater management.
E. Buffer and Screening
The applicant hereby proffers to maintain ornamental trees or bushes along the berm or knoll
which parallels Route 7. The design and planting of the ornamental trees or bushes shall be
provided in conjunction with the approved site plan for the 2.020 acre site. In addition, the
applicant shall plant five percent (5%) more ornamentals along the berm or knoll as may be
required by the County of Frederick's classification set forth in the Zoning Ordinance.
F. Monetary Contribution to Offset Impact of Development
The undersigned owner of the above described property hereby voluntarily proffers that in
the event Rezoning Application No. 11-03 is approved, the undersigned will pay to the
Treasurer of Frederick County, Virginia, the following amount:
The sum of $500.00 to the Treasurer of Frederick County to be
redistributed by Frederick County for capital facilities costs of fire
and rescue services.
This payment is intended to offset the additional cost to Frederick
County due to an increased demand on public services and will be
paid within ninety (90) days following the approval of the rezoning
by the Board of Supervisors.

Because the project site is less than 1 of the total drainage area for Ash Hollow Run
(which runs to the north of the site), according the Minimum Standard 19 of the Virginia
Erosion and Sediment Control Handbook, no detention is needed and the stormwater
flow from the site can be discharged directly into Ash Hollow Run. The Ash Hollow Run
culvert sizing and inlet sizing calculations are below.
Ash Hollow Run Culvert Calculations
The TR-55 method was used to compute the 10-year and 25-year storm flow for Ash
Hollow Run at the point of the entrance crossing.
The area draining to the point of the crossing is 488 acres.
The area has a type II rainfall pattern. This was determined by the map on page B-1 of
the TR-55 manual.
The area has an estimated CN of 75. This number is based on the assumptions
presented below:

FREDERICK COUNTY, VIRGINIA
A. PROJECT DESCRIPTI
The purpose of this project is the construction of a 17,000 s.f. footprint, two-story
commercial building and associated parking. The site is located in Frederick County,
Virginia on VA Route 7, just east of its intersection with Greenwood Road (see Vicinity
Map, Appendix A). A total of 2 acres will be disturbed during construction of this project.
B. EXISTING SITE CONDITIONS
The existing site consists of slopes in the 7% to 19% range. The front 100 feet of
the property is flatter than the rear portion where the slopes approach 20%. The site is
covered with trees and grass. It drains toward the northern boundary of the property,
where Ash Hollow Run flows.
C. ADJACENT AREAS
Route 7 borders the property to the north. The land to the east, south and west
is zoned RA and consists of residential and church buildings. Ash Hollow Run flows
along the northern property line of the site.
D. OFFSITE AREAS
It is not anticipated that any offsite borrow areas or offsite land disturbing
activities will be required for the project. If the contractor chooses to use offsite borrow
and/or storage areas, they shall submit a supplementary erosion and sediment control
plan to the plan approving authority.
E. SOILS
The soils located in the project area are mostly Weikert-Berks channery silt
loams, 25% to 65% slopes, as classified by the Frederick County Soil Survey (see Soils
Map, Appendix B). These soils are characterized by their moderately rapid permeability,
low available water capacity, rapid surface runoff and low natural fertility and organic
matter content.
F. CRITICAL AREA
This site has approximately 0.42 acres that can be classified as critical erosion
areas due the steep slopes. The southern portion of the site has slopes ranging from
10 to 20%. Although active construction will not be occurring in most of the critical
area, extra caution shall be taken by the contractor to protect these steep slopes against
erosion.

Construction Entrance: will be used to reduce mud tracking onto public roads.
(VESCH Standard and Spec. 3.02)
2. Silt Fence: will be used to intercept and detain small amounts of sediment from
disturbed areas during construction operations and to prevent sediment from
leaving the site. (VESCH Standard and Spec. 3.05)
3. Inlet Protection: will be used to prevent sediment from entering the storm drain
system prior to permanent stabilization of the disturbed area. Since the site will
be excavated below the inlets to remove old fill, inlet protection shall be
maintained to act as outflow device for sediment trap/pond. (VESCH Standard
and Spec. 3.07)
4. Temporary Diversion Dike: shall be used to divert sediment -laden runoff from a
disturbed areas to a sediment -trapping facility such as a sediment trap or
sediment basin.
5. Temporary Sediment Trap: shall be used to detain sediment -laden runoff from
small disturbed areas long enough to allow the majority of the sediment to settle
out.
6. Permanent Seeding: shall be used to establish vegetative cover and to reduce
silt runoff for any areas not paved or roofed. (VESCH Standard and Spec. 3.32)
7. Mulching: shall be used to prevent erosion by protecting the soil surface from
raindrop impact and reducing the velocity of overland flow and to foster the
growth of vegetation by increasing available moisture and providing insulation
against extreme heat and cold. (VESCH Standard and Spec. 3.35)
H. PERMANENT STABILIZATION
All areas disturbed during construction shall be stabilized with permanent
seeding immediately following finish grading. Seeding shall be done with mixtures
provided in Appendix C of this narrative and according to VESCH Standard and
Specification 3.32, Permanent Seeding. Mulch (straw or fiber - as provided in VESCH
Standard and Specification 3.35) shall be used on relatively flat areas. In all seeding
operations, seed, fertilizer and lime will be applied prior to mulching.
STORM WATER RUNOFF CONSIDERATIONS
Calculation of runoff before and after development indicates that there will be a
net increase in peak runoff as a result of the project development. However, because
storm water flow from the site will be diverted to Ash Hollow Run, storm water detention

will not be used on this site. The peak flow for Ash Hollow Run will occur later than the
peak flow for the site. If detention was to be used, both the peak flow of the site and Ash
Hollow Run may occur close to the same time, causing flooding. Under MS-19, if the
subject property(2.02 AC) is less than 10% of the total drainage area (488 AC), then
storm water detention is not required. See storm water management report for
additional information and storm water calculations.
J. MAINTENANCE
The construction entrance shall be maintained in a condition that will prevent
tracking or flow of mud onto public rights -of -way. This may require periodic top
dressing with additional stone or the washing and reworking of existing stone as
conditions demand. All materials spilled, dropped, washed or tracked from
vehicles onto roadways or into storm drains or waterways must be removed
immediately.
2. Silt fences shall be inspected immediately after each rainfall and at least daily
during prolonged rainfall. Close attention shall be paid to the repair of damaged
silt fence resulting from end runs and undercutting. Should the fabric on a silt
fence decompose or become ineffective prior to the end of the expected usable
life and the barrier still be necessary, the fabric shall be replaced promptly.
Sediment deposits shall be removed after each storm event. They must be
removed when deposits reach approximately one-half of the height of the barrier.
Any sediment deposits remaining in place after the silt fence is no longer
required shall be dressed to conform with the existing grade, prepared and
seeded.
3. Inlet protection structures shall be inspected after each rain and repairs made as
needed. Sediment shall be removed and the trap restored to its original
dimensions when the sediment has accumulated to one half the design depth of
the trap. Removed sediment shall be deposited in a suitable area and in such a
manner that it will not erode. Structures shall be removed and the area stabilized
when the remaining drainage area has been properly stabilized.
4. Diversion dikes shall be inspected after every storm and repairs made to the
dike, flow channel, outlet or sediment trapping facility as necessary. Once every
two weeks, whether a storm event has occurred or not, the measure shall be
inspected and repairs made if needed. Damages caused by construction traffic
or other activity must be repaired before the end of each working day.
5. Sediment shall be removed from sediment traps and they shall be restored to
their original dimensions when the sediment has accumulated to one half the
design volume of the wet storage. Sediment removal from the basin shall be
deposited in a suitable area and in such a manner that it will not erode and cause
sedimentation problems. Filter stone shall be regularly checked to ensure that
filtration performance is maintained. Stone choked with sediment shall be
removed and cleaned or replaced. The structure shall be checked regularly to
ensure that it is structurally sound and has not been damaged by erosion or
construction equipment. The height of the stone outlet should be checked to
ensure that its center is at least 1 foot below the top of the embankment.

Submitted herein are the plan revisions for the Shenandoah Honda Site Plan for
applicant — Mr. John Ross, For My Kids, LLC. We have addressed your comments addressed
in your letter dated May 12, 2004 as follows:
All construction has been moved beyond the riparian buffer. The only action to take
place in this area is the planting of trees and the removal of debris. This is labeled as
restoration on the plans. Planting trees in this area will aid in preservation of the stream
and its buffer zone, as well as provide beautification along the property frontage.
2. Proffered conditions have been listed verbatim on sheet 3.
3. A board -on -board fence detail has been provided on sheet 3 of the plans.
4. The location of the sign has been shown and a detail has been provided.
5. Office and warehouse uses have been listed as accessory uses on sheet 2 of the plans.
6. A cancelled check for the donation to the Fire & Rescue services department is
attached.
7. The lot consolidation is in process. When the lot has been consolidated, a copy of the
plat will be forwarded to you.
8. A statement has been provided on the title sheet regarding the validity of the site plan
approval for five years.
9. All parking spaces have been checked to verify that they are 180 square feet

Dear Mr. Stowe:
Staff is in receipt of the site plan for the above -referenced project, which was submitted without an
application for preliminary re-,iew comments. Until such time that a formal site plan application is .
submitted. and ea: h of the foll1wving comments are adequately addressed, this site plan cannot be
approved.
Preliminary Review Comments:
1. Riparian Buffer. Per Section 165-31 A (3), of the Zoning Ordinance, riparian buffers are not
permitted to be disturbed. The proffered berm with landscaping and the proposed stormwater
management improvements need to be outside of the required riparian buffer. Please change the
site plan as necessary so there is no disturbance of the riparian buffer and the proffered berm is
provided.
2. All Proffered Conditions. Please list all proffers on the site plan. Please list the proffers
verbatim from the proffer statement to avoid possible misinterpretation.
3. Proffer D1 - Decorative Board -On -Board Fence. Please provide details of the proffered
"decorative" board -on -board fence. For purposes of screening, the Zoning Ordinance requires
that fences be opaque and at least six feet tall.
4. Proffer D - Signs. Please show the location of the future sign for the site. Proffer D2 requires
that their will only be one sign for the business and that it will be limited to monument style, a
maximum of ten feet in width and 15 feet in height. The proffer also states that the plans for the
sign will be submitted with the site plan. Therefore, it would be appropriate to provide design
details of the future sign for the property on the site plan, along .vith its location.

5. Proffer C - Accessory Uses. Please label the proposed office and warehouse uses as accessory
to the primary uses for the site. This is important, because the proffer statement stipulates that
a traffic impact analysis will be performed in the event that any uses other than those specified
in SIC Major Group 55 are proposed. Provided that these uses are accessory to the primary
use(s), they are permitted without the proffered traffic impact analysis.
6. Proffer F - Monetary Contribution. Please provide receipt of the 500 dollar contribution to
Frederick County for Fire & Rescue services, which was proffered to be paid within 90 days of
the approval of the rezoning by the Board of Supervisors.
7. Proffer A - Lot Consolidation. Please provide a copy of the recorded lot consolidation plat for
the two parcels. The consolidation of lots 55-A-80 and 55-A-81 is required prior to site plan
approval.
8. Time Period of Approval. Please provide a statement beside the Zoning Administrator
approval space to the effect that site plan approval shall be valid for a period of five years.
9. Area of Parking Spaces. Please ensure that all parking spaces are a minimum of 180 square
feet in area. The parallel spaces in the rear of the parcel are shown to be less than this. Please
change as necessary to meet or exceed the minimum Zoning Ordinance standards.
10. Two -Way Traffic. The area in the rear of the building appears to require two-way traffic for
vehicles to enter and exit the area. Please increase the travel aisle width to a minimum of 24 feet
as required for two-way traffic.
11. Interior Islands. Please provide landscaping for the interior islands. Landscaping stone is less
permeable than topsoil with grass cover. The Zoning Ordinance requires a minimum of 5%
interior landscaping. Therefor,, the use of landscaping stone would be appropriate for areas in
excess of the minimum required interior landscape area of 5%.
12. Zoning Buffer. A Category B Zoning Buffer is required along the east property line, which
adjoins a residential parcel. This requirement is specified in the Zoning Ordinance in Section
165-37 D (3). Please provide the required distance and full screen and show this information in
detail on the proposed site plan.
13. Landscaping Calculations. Please provide landscaping calculations, similar to your provided
parking calculations, which specify the required number and proposed number of trees for the
site. Please remember that the proffer statement specifies that there will be 5% more trees than
the minimum required by the Zoning Ordinance. Therefore, please increase the total number of
proposed trees by 5% of what is required by the Zoning Ordinance for perimeter and interior
landscaping, Section 165-27 E (11).

Review agency comments are required from Building Inspections, Fire Marshal, Airport

15. Complete Application. Please submit a complete application with your formal submission of
this site plan. A complete application includes all review agency comments, as noted above, as
well as a completed, signed, and notarized special limited power of attorney form; a signed and
completed application; an application review fee; and at least two copies of the submitted plan
(excluding copies for other agencies). The application fee for this site would be 1,202.00 dollars
