application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

In accordance with your request dated October 13, 2004 you are given permission to install a temporary
construction entrance at the referenced location. This letter is to be considered your permit to do so. The following
provisions will be required:
• Work area protection signage is to be in accordance with the current Work Area Protection Manual while
working on the right-of-way.
• All work on the right-of-way is to be confined to the temporary entrance location only.
• A minimum 6" depth of VDOT #1 (2-3 inch stone) at a minimum width of 12' is to be placed from the edge of
pavement and extended a minimum of 70' with a filter fabric underliner.
• All materials spilled, dropped, washed or tracked from vehicles onto the roadway or into storm drains must be
removed immediately.
• Positive drainage is to be maintained within the right-of-way at all times.
• A wash rack will be required.
• The existing culvert can be used for the proposed temporary construction entrance.
• Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will
be repaired by you to our satisfaction.
• This permit is being issued for 180 days.
• All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control Handbook,
Specification 3.02.

• The entrance is to be installed at the location shown on the site plan prepared by Greenway Engineering
dated August 18, 2004.
The Department of Transportation will not be held liable for suit should such result from this operation nor is it
granting permission to grade on the property of others or disturb underground utility lines. If the above listed items
are not followed this permit may be revoked.

The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on September 7, 2004. Approval is granted for the construction of a parking lot for use by Valley Farm
Credit that will be built in two phases. The first phase of parking will consist of fifty (50) spaces and the second
phase of parking will consist of twenty five (25) spaces. The second phase of the parking lot will initially be used
for construction staging for the Valley Farm Credit Building Expansion. This parking lot will be fully bonded and
completed immediately following the building expansion. All requirements of the Frederick County Zoning
Ordinance have been adequately addressed in the site plan, including approvals from all relevant review agencies.
I am providing you with six (6) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact me

Deputy Director, which confirms the adequacy of this cash escrow, and check number
29616804 in the amount of $21,858.05 for this project. As you know, Valley Farm
Credit plans to utilize this area for construction staging during the expansion of their
existing office building located on Prosperity Drive. Please accept this cash escrow to
guarantee the completion of this project and to allow for the release of the final Site
Development Plan.

We have received your revised site plan dated August 18, 2004 for the referenced project. It appears all of our earlier review
comments have been satisfactorily addressed. Please note on Sheet 8 of 9, the mix types of asphalt are incorrect; should be
BM-25 and SM-9A.
Please advise the owner of our approval. Also please provide five (5) sets of approved construction plans with signed
seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 1129 right-of-way. The permit is
issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State
assigned Inspector. A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any land use permits. Dedication
should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty days to process and issue. Should is

Dear Evan:
Staff is in receipt of the site plan for the above -referenced project, accepted on July 7, 2004. This site plan
proposes a parking lot on the parcel adjoining Valley Farm Credit. This parking lot is intended to be used
by Valley Farm Credit, and may accommodate parking for a future building addition to the existing Valley
Farm Credit building. At this time, the site plan is denied until the following comments are adequately
addressed.
Review Comments:
,/ I) Phasing Intent Narrative. Please provide a narrative on the cover page of the site plan which
describes the intent behind the proposed phasing plan. This narrative should clearly describe when
each phase will be initiated. Please also include within this narrative what the proposed parking lot
is intended to be used for.
2) Handicap Parking. Please provide handicap parking calculations on the site plan which describe the
total number of required handicap parking spaces for both parcels. Based on a total of 123 parking
spaces for both of Valley Farm Credit's parcels, a total of five handicap parking spaces are required
per Section 165-27 E (6) of the Zoning Ordinance. Please provide the required number of parking
spaces.
✓3) Number of Parking Spaces. There are only 75 parking spaces illustrated on the site plan. However,
the parking calculations on page 1 of 9 and the phasing note on page 4 of 9 indicates that there are
a total of 76 parking spaces. Please correct this discrepancy as necessary.
/4) Updated Parking Calculations For Eastern Parcel. Please provide updated parking calculations for
the Valley Faun Credit property to the east. These parking calculations should account for the
reduction of one parking space on Valley Farm Credit's eastern parcel (due to the proposed
pedestrian access area).
✓5) Landscape Calculations. In regards to the landscaping calculations found on page 1 of 9, please
clarify why the total impervious area (31,080.9) is different than the impervious area used to
calculate the total number of required perimeter trees for the proposed parking lot (33,762). If the

reason is an error, please change as necessary so the two numbers are the same and the correct
number of required perimeter trees are accounted for.
✓6) Planting Schedule / Landscape Calculations. The total number of proposed trees shown on page I
of 9 (39 trees) in the landscaping calculations is different than the total number of trees shown in the
planting schedule on page 6 of 9 (33 trees). Please correct as necessary so all information is
consistent. To note, the total number of trees illustrated on the landscaping plan is the same as
shown on page 1 of 9 (39 trees).
7) Evergreens. There appears to be 26 shrubs illustrated on the landscape plan, found on page 6 of 9;
however, these shrubs are not accounted for in the planting schedule. If these shrubs are proposed,
please provide their species name, quantity, and container size at planting in the planting schedule.
8) Landscaped Islands. Please provide a note at each landscaped island shown on the site plan so it is
clear that these areas shall be top soiled and seeded.
9) Utility Lines and Easements. No easements are shown for the existing water, electric and gas lines.
Please ensure that all easements and utility lines are shown on the site plan.
✓10) Adioinine Property Information. Please provide the uses of the adjoining properties for parcels 75-
A-21- and 75-A-2J. It may also be appropriate to be more descriptive than simply saying
"commercial" for the description of the adjoining uses. For example, for the property owned by
Horton Investments, Inc., it would be appropriate to describe the use of this property as a nursery.
vl 1) Light or Heavy Pavement. Please clarify which of the two pavement types, as shown in the detail
on page 8 of 9, will be used for the pavement surface of the parking lot.
✓12) Concrete Wheel Stops. Please move the proposed temporary concrete wheel stops at least two feet
further to the south of the parking lot so all proposed parking parking spaces in Phase 1 are a
minimum of 180 square feet in area. Please also label the proposed spacing between the concrete
wheel stops.
13) Outdoor Storage Display or Inoperable Vehicles. Please provide a note on the site plan to the effect
that there shall be no outdoor storage, outdoor display, vehicles awaiting repair, or inoperable
vehicles parked in the proposed parking lot.
14) Steps. Please label the proposed stairs as concrete and add handrails for pedestrian safety.
X 15) Pedestrian Access Areas. For adequate pedestrian access, it appears appropriate to extend the
proposed pedestrian access areas through the parking lot on the eastern parcel to the office complex
of Valley Farm Credit. Otherwise, please demonstrate how pedestrians will conveniently and safely
access the Valley Farm Credit Building from the proposed parking lot.
✓ 16) Open Space. Please change the reference that the required amount of open space is 30% of the lot
area. The Zoning Ordinance requires that parcels within the B2 District include a minimum of 15%
open space.
1,-17) Owner's Certificate. Please change the statement in the Owner's Certificate Box to indicate that the
owner's signature represents authorization of the site plan, not for a subdivision of the land.
t/18) Owner's Name. Please provide the contact person for the property owner, Valley Farm Credit. The
signature on the Special Limited Power of Attorney Form is not legible.
✓19) Road Construction Note. The road/street construction note found on the bottom of the "Project
Information" Box on the cover page appears not to be relevant with this project because no roads
are proposed. Thus, please remove this note.
,✓20) Engineer's Seal and Revision Dates. Please ensure that the final copies of the site plan are signed
by the Engineer and all revision dates noted.
v21) Subtitle. Please provide a subtitle on the site plan which explains the proposed development (i.e.,
Valley Farm Credit: Proposed Parking Lot).
✓22) Outdoor Lighting. Please show and provide details for all proposed outdoor lighting. If outdoor
lighting is proposed, please provide a statement on the site plan that all outdoor lighting shall be
projected downward and shielded to prevent glare on adjoining properties and roads. If no outdoor
lighting is proposed, please clarify this on the site plan.
23) Outdoor Trash Receptacles. Please show the location of all proposed outdoor trash receptacles. If
no outdoor trash receptacles are proposed, please provide a statement to this effect on the site plan.
,/24) Date of Plan. Please provide the specific day in June on which the plan was prepared.
✓25) Building Setbacks. Please note the required building setback lines for this parcel.
26) Lot Consolidation. Staff "recommends" that the two lots be consolidated.

Hi Jeremy,
Please find attached the Site Plan application, application review fee, Special Limited Power of Attorney
agreement and site plan for the new parking lot at the Valley Farm Credit site in the Kemstown Business
Park. As we discussed, VFC has decided to expand the existing building on the lower lot instead of
building a new office on the upper lot. Therefore, the site plan has been modified to provide for a two-
phase parking lot construction only. As agreed, VFC will provide an acceptable guarantee for the cost
associated with developing the undeveloped portion of the parking lot as a condition of site plan approval.
VFC will be working with the Public Works Department to obtain a land disturbance permit for initial site
grading in the near future.
