The checklist below indicates all the information that needs to be submitted as part of the site plan
application_ All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on April 11, 2003. The site plan is approved for the construction of church building addition, a multi -
pin -pose field, and a picnic shelter. The following improvements will also be provided for this development:
The construction of 128 parking spaces. including five handicap spaces. Landscaping, lighting, striping,
curb and gutter, fire lanes and hydrants; sidewalks and crosswalks shall be provided.
Construction of a new stornlwaler management pond with other appropriate stormwater management
improvements.
'File preservation of the existing spruce screen adjacent to Woodbrook Village.
The relocation of electric lines underground, south of the proposed picnic shelter.

1) The proposed grading plan for the stormwater pond indicates that there is no slope
in the bottom of the pond, This method is not permitted in Frederick County. The
proposed pond shall have a slope of one (1) percent or greater, alow-flow paved
channel, or a french drain shall be installed, Provide a revised plan for the pond
once you have determined which corrective measure will be utilized.
However, because this comment is minor in nature, we recommend approval of the subject
site plan. It will be necessary to submit a copy of the revised grading plan at the time of the land
disturbance permit application process.

We have received your revised site plan dated January 30, 2003 for the referenced project. It appears all
of our earlier review comments have been satisfactorily addressed. Please advise the owner of our
approval. Also please provide seven (7) sets of approved construction plans with signed seal for
VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 706 right-of-
way. The permit is issued by this office and will require a minimum processing fee, surety bond
coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all recorded plats of
dedication for drainage easements or additional right-of-way required for implementation of this
proposed project should be provided to VDOT prior to issuance of any land use permits. Dedication
should be made to the Commonwealth of Virginia.
Once satisfactory appiicaiion has been made, a permit will normally take approximately thir-Ly days to
process and issue. Should you have any questions, do not hesitate to call.

the spire. Furthermore, please provide a narrative on the site plan which elaborates on why the proposed
structure complies with the height requirements of the Frederick County Zoillllg Ordillallce.

underground south, of the picnic Shelter connection as part of the proposed development.

Based on our review we have the following comments:

Water
1. The Plans show an existing 4-inch sanitary sewer lateral to the City of
Winchester system. We have no record of the installation. When was the 4-
inch lateral installed.
1. The Plans note that the existing water meter is to replaced. Please show the
size of the existing and proposed meters.
Storm / Erosion and Sediment Control
1. Since this site discharges storm water to a ditch that enters the City
boundary, please submit information for the proposed stormwater
management for the project.
General
1. Utility availability fees may be applicable for this project.
2. This site is served by the City of Winchester for water/sewer. Please revise
notes 7 and 8 on Sheet C1 to reflect this.

Dear Mr. Semones:
Upon review of the subject site plan, we offer the following comments:
1) Effective July 1, 2002, the county implemented new procedures and a new fee
schedule for land disturbance permits. I have enclosed a copy of the
commercial/industrial land disturbance permit application for your review and use.
An erosion and sediment control bond is required in conjunction with a completed
erosion and sediment control bond form at the time of the land disturbance permit
application. In addition, I am enclosing your check dated October 31, 2002, in the
arnount of $375.00, and your application. Please contact this office for the correct
land disturbance application fee.
2) Provide a copy of all drainage calculations for our review. Frederick County's
Erosion and Sediment Control ordinance requires that the outfall systems for all
sediment basins shall maintain structural integrity of the basin during a 100-year
storm of 24 hour duration. I have enclosed a copy of the Frederick County
Erosion and Sediment Control Ordinance for your reference. Also, it will be
necessary to design the pond's size to accommodate all future development.
3) The proposed stormwater pond shall have a permanent concrete riser structure.
4) The proposed silt fence shall include wire reinforcement.

I have reviewed the site plan for Opequon Presbyterian Church, which was officially submitted to
the Department of Planning and Development on November 7, 2002. Staff has a few minor concerns
which must be addressed prior to final site plan approval. Please review the following review
comments and then prepare a revised site plan for my review. An edited copy of the site plan is
enclosed for your assistance.
Review Comments:
1) Floodplain Disturbance. The Frederick County Zoning Ordinance does not permit the
constriction of a structure within the Floodway District. A structure may be constructed
within the Floodway Fringe District and Approximated Floodplain District under strict
compliance with the floodproofing and related provisions contained in the Virginia Uniform
Statewide Building Code and all other applicable codes and ordinances. Please provide the
location of the Floodway District and Floodway Fringe District on the site plan.

2) Approval Statement. Please provide a statement below the space for the Zoning
Administrator's signature which reads "This site plan is valid for five (5) years from the date

of trees required to be planted on the site. This would include the 14 interior landscape trees

4) Structure Height. Please clarify why the proposed building height is 40 feet when the RP
District has a height restriction of 35 feet. If you are basing the proposed height on Section
165-24, Height hinitations; exceptions, you will need to prove that all setback requirements
are being complied with. It may be necessary to show structural details, such as a building

5) Lighting. Please show the location of all proposed lighting/light poles. If the existing light
poles will be relocated, please show their new location. Also, please provide a statement on
the site plan to the effect that all lighting will be shielded or directed away from adjoining

6) Dumpsters. Please show the location of all proposed dumpsters and other outdoor trash
receptacles. Dumpsters must be appropriately screened with a six -foot -high opaque fence

7) Power lines and Poles. Please detail the removal of the existing overhead power lines and
poles and replace them with underground utilities. All utilities are required to be located
underground in the RP (Residential Performance) Zoning District. Also, please show the
proposed power connection to the relocated picnic shelter building (if proposed).
8) Curb and Gutter. Please provide curb and gutter around the perimeter of all parking lots.
The proposed site plan does not provide curb and gutter on certain portions of the parking

9) Lots 63-A-75 - 78. 63-A-37 - 40; & 63-A-30._ The lots located to the south of the church
property are zoned RP (Residential Performance) District. Please correct as necessary.
10) Screening Against Residential Properties. Why is the proposed spruce evergreen screen
proposed to be removed? Why not preserve these trees and other existing trees along the
entire south property line? Staff suggests that tree preservation and additional evergreen
landscaping be provided along the south property line.

12) Proposed Uses. If any use other than a church is proposed on the property, the site plan
should be modified to account for that use.

13) Lawn Area Use. Please label the proposed use for the area within the retaining wall.
14) Parking Lot Access. Staff suggests that you provide better access to the proposed parking
spaces. As provided in the first parking row of the parking lot, it may be logical to extend
the sidewalk/pedestrian access through each parking row to the end of the parking lot. Of
course, you would lose six (6) parking spaces if this were to be done. This should not be a
problem, however, because adequate parking would still be provided.
15) No Parking Areas. Please show the location of all proposed fire lane striping, no parking
zone striping, or similar signage.
Once all of the above issues are adequately addressed, and all other agency comments addressed, the
site plan should be ready for approval. Approved comment sheets are required from the following
agencies: the Virginia Department of Transportation (VDOT), the Frederick County Inspections
Department, the Frederick County Fire Nfan•shal, the Frederick County Sanitation Authority, the City
of Winchester, the Frederick County Airpon•t Authority, and the Frederick County Department of
Public Works.
