application. Al required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Dear Mr. Koerner:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on December 17, 2002. The site plan meets all requirements for development in the M 1
Zoning District. Currently, there are no adverse comments by any of the required review agencies; however,
any future comments by these agencies should be addressed promptly. Below is a list of the primary
improvements of this development:
Construction of a 150-foot-high monopole -type unmanned telecommunications tower.
Construction of an 8-foot-high opaque wooden fence around the perimeter of the lease
area of the facility.
Planting of 27 evergreen plants to provide screening around the perimeter of the lease area
of the facility.
I am providing you with three copies of the approved site plan. Please forward these to the appropriate
representative. Furthermore, please advise the owner that a copy should be kept for future reference and an
approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection. This is
required prior to the issuance of an occupancy permit by the Department of Building Inspections.

Thank you for the recent submission of the above -referenced site plan. I have completed a review of the plan
and would like you to address a few issues in a revision. I have enclosed a red -lined copy of the site plan
to clarify the concerns of staff. Please note the comments I have made below:
1.✓ Please provide a statement with, "Approved by the Zoning Administrator," that states the site plan
is valid for five years.
2. Please add a setback information table, including the required setbacks and those proposed. Please

Evergreen screening should be provided on the north and west sides of the site also. The proposed r of numbelan and type of lan be used should be included on the site plan. The details of
p anting should also be included. Additional evergreen screening should be provided adjacent to the
interstate, as noted on the red -lined pan.
10' Please note on the site plan that advertising shall be prohibited on the commercial
telecommunications facility except for signage providing ownership identification and emergency
information. No more than two signs shall be permitted and they shall be limited to 1.5 square feet
/ in size and no higher than 10 feet above grade.
Please note on the site plan that the telecommunications facility shall be constructed with materials
of galvanized finish or painted a noncontrasting blue or gray unless otherwise mandated by the
Federal Aviation Administration or Federal Communication Commission.
