application_ All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Dear Tim:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on December 13, 2002. The site plan is approved for the construction of an additional
11,765 square feet of building structures to the existing church facility. Below is a list of the primary
site improvements associated with this development:
• An upgrade of the existing parking lot to include a new fire lane, handicap parking spaces,
parking islands, repaving, and restriping.
• The construction of additional parking areas. A total of 157 parking spaces will be provided
upon the completion of the proposed development.
• A daycare facility as an accessory use to the church. The daycare facility will be located
within the church facility and will be owned, operated, and used by the church.
• A proposed picnic pavilion expansion.
• Fifty-two (52) holly shrubs, at least 36" in height at the time of planting, for the purpose of
screening headlight glare fi-om adjoining properties and North Frederick Pike (Route 522).
• A proposed dumpster with a dumpster pad, opaque board fence, and opaque board gate.
• A fire lane in the rear and another along the side of the proposed building addition.
• The repaving of the existing entrance in conformance with VDOT standards.

A waiver, approved by the Department of Public Works, to allow 3.61 acres to drain into the
proposed sediment trap.
The cleaning out of the existing 30-inch culvert under North Frederick Pike (Route 522).
I am providing you with three copies of the approved site plan. Please forward these to the appropriate
representative(s). Furthermore, please advise the owner(s) that a copy should be kept for future reference
and an approved copy must be kept on the construction site throughout the development process. Once
site development is complete, the owner(s) should contact this office to schedule an on -site inspection.

We have received your revised site plan dated November 21, 2002 for the referenced
project. It appears all of our earlier review comments have been satisfactorily
addressed. Please advise the owner of our approval. Also please provide eight sets of
approved construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the
Route 522 right--of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue. Should you have any questions, do not hesitate to call.

Upon review of the revised site plan, we offer the following comments:
1) We grant our approval of the variance request to minimum standard six to allow
3.61 acres to drain to the proposed sediment trap.
2) The invert for the existing 30 inch culvert located under Route 522 needs to be
cleaned out to ensure positive drainage from the outlet of the stormwater pond.
We offer- no additional continents. Therefore, we recommend approval of the subject site
plan.

Dear Tim:
I have reviewed the site plan for Bethel Lutheran Church, which was officially submitted to the
Department of Planning and Development on September 24, 2002. Staff has a fewminor concerns which
must be addressed prior to final site plan approval. Please review the following review comments and
then prepare a revised site plan for my review.
Review Comments:
l) Zoning Note 45. Please remove zoning note #5, found on page 1/7. This statement appears to
serve no purpose, and is confusing, because the proposed use is a church, not a social center,
outdoor recreation facility, or an athletic facility.
2) Proposed Accessory Use. Is the proposed accessory use on the site, a school or a daycare? On
the site plan you refer to it as both. For your information, a school is a permitted use and a
daycare is permitted with a conditional use permit. However, daycare centers that are operated
"by the church" are permitted as accessory uses. If the daycare center is not operated by the
church, an approved conditional use permit is necessary. Please also show the location of the
proposed daycare or school. Staff needs to laiow what areas of the facility will be used by the
daycare or school.
3) Parking Calculations. In relation to the above comment, please ensure that the proper parking
calculation is used. Schools require one parking space for every four students. Daycare centers
require one parking space for every five children. Please adjust as necessary.

4) Speed Limit. Please provide the posted speed limit of Route 522, in front of the church.
�) Phase II Pat -king. There are actually 75 proposed parking spaces for Phase II. In your
calculations on Page 1/7, it appears that you failed to count the six parking spaces that would be
part of the proposed basketball court. Please change as necessary.
6) Adjoining Properties. Please provide the use and zoning information of all ad' iningproperties.
7) Signage. Please show the location of all proposed signage. If no signage is proposed, please
provide a statement to that effect.
8) Evergreen Hedge. Please ensure that headlights will not glare onto adjoining roads or
properties. I suggest that a three-foot evergreen hedge be planted where necessary. For instance,
the proposed parking spaces that will face Route 522 and the lot to the south appear to require
screening.
Once all of the above issues are adequately addressed, and all other agency comments addressed, the site
plan should be ready for approval. Approved comment sheets are required from the following agencies:
the Firginia Delmri lent of Ti nsportalion (VDOT), the Frederick County Inspections Deparlment, the
Frederick County Fire ALlcu•shal, the Frederick County Health Depal7ment, and the Frederick County
Department of Public Works.
