The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies

Dear Tim:
The Frederick County Department of Planning & Development approved the above -referenced site plan
on March 4, 2003. The site plan is approved for an 18-hole golf course in the Back Creek Magisterial
District. The site plan is presented in two phases. Phase I includes the remodeling of the existing
structure with a new addition for a snack shop and pro -shop. Phase II includes the construction of a
possible club house for the future. However, the club house is not permitted unless the Frederick County
Planning Commission and Board of Supervisors approves a revised Conditional Use Permit in the future.
I am providing you with several copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -
site inspection.

Buildings and additions shall comply with The Virginia Uniform Statewide Building Code and
Section 311, use group ( S) Storage for the shop addition, Section 303, use group A (Assembly)
for the two clubhouses, and Section 312, use group U (Utility) for the three framed sheds, of the
BOCA National Building Code/1996. Other Code that applies is CABO A117.1-92 Accessible
and Usable Buildings and Facilities. Please note section 1110.2.1 exception #1 (ADA 20% rule
for additions and renovations)of BOCA.
To remove or renovate the existing building at the future club house location an Asbestos
Inspection shall occur under section 110.1.3 of The VUSBC. And a Demolition permit may be
required.
HC parking shall have a Maximum 2% slope across parking and unloading area.
Design Professional lic. in VA shall seal the structural plans submitted for Assembly use permits
application and special inspection requirements of Chapter 17 of BOCA shall apply to this type of

We have received your revised site plan dated November 18, 2002 for the referenced project. It appears
all of our earlier review comments have been satisfactorily addressed. Please advise the owner of our
approval. Also please provide six (6) sets of approved construction plans with signed seal for
VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 621 right-of-
way. The permit is issued by this office and will require a mininwm processing fee, surety bond
coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all recorded plats of
dedication for drainage easements or additional right-of-way required for implementation of this
proposed project should be provided to VDOT prior to issuance of any land use permits. Dedication
should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty days to
process and issue. Should you have any questions, do not hesitate to call.

Proper function of the system hydraulics is the responsibility of the
design engineer.
Final construction must be approved by written comments from a
qualified engineer.
This permit is issued per comments from John Schofield, P.E. and Tom
Eberly, P.E. of the Virginia Department of Health and site approvals by
soil consultant Bruce Legge and former health department employees.
The existing water supply is not an approved non -community
waterworks, therefore drinking water is not to be supplied to the public
or employees from that supply.
This sewage dis sal system and/or water supply is to be constructed as specified by

This sewage disposal system and/or well construction permit is null and void if (a) conditions are changed from those shown on the

I've reviewed the preliminary site plan forthe above -referenced project and there are several concerns which need
to be addressed prior to final site plan approval. Please review the list of review comments shown below, and then
prepare a revised site plan for niy review.
REVIEW COMMENTS
1) CUP Conditions & Proposed Uses. The conditional use permit for this outdoor recreational facility (golf
course) was approved for an eighteen (18) hole gol f faci I ity, a pro -shop, and a snack bar. Additional uses,
such as the future clubhouse (social center) and the additional nine (9) holes are not permitted uses without
approval of a new conditional use permit. Please change the site plan so these unapproved uses are

2) Labeling of Proposed Clubhouse, or Pro-shop/Snack Bar. The building labeled as a proposed
clubhouse should be reworded to a pro-shop/snack bar to reduce confusion regarding the intended use. As
I mentioned above, no other uses other than an eighteen (18) hole golfcourse facility, snack bar, and pro -
shop are permitted. Please also provide a statement to this effect. Tlie word clubhouse could be construed
as having a social center, which is not permitted.
3) Maintenance Buildings. Please provide a statement on the site plan beside the four maintenance buildings
to the effect that these buildings will only be used for maintenance purposes.
4) Parllang Lot Landscaping. Staff encourages the planting oftrees and shrubs around the proposed parlcing
areas. To nlaxiniize the appearance of the large parking lot, i also suggest that additional landscaped

5) Conditions of CUP. Please show all four (4) conditions of the CUP on the site plan. I am attaching a
copy of the approval letter for this CUP (#27-99) for your assistance.
6) Handicap Parking Space. I suggest that you remove the one handicap parking space which is located
south of the concrete walk, in front of the proposed pro-shop/snack bar building. It would seem that the
volume ofgolf cart traffic at this location would not make this a good place to park a vehicle; particularly
because there is no proposed separation between the parking space and the driveway. The total required
number of handicap spaces would still be provided if this space were removed.
7) Outdoor Storage Statement. Please show the location and details of all proposed outdoor storage. Ifno
outdoor storage is proposed, please provide a statement to this effect.
8) Signs. Please provide the location and details of proposed signage. Condition #2 ofthe CUP indicates
that there can only be one (1) business sign, which is limited to a maximum of fifty (50) square feet in area.
9) Zoning Administrator Approval Statement. Please provide a statement beside the Zoning
Administrator's Approval Box to the effect that the site plan is valid for five (5) years from the date of
approval.
After you have revised the site plan, please resubmit one copy so that 1 may verify the information contained on
the plan. i will then need all approved review agency comment sheets and five copies of the final site plan for
approval. Comment sheets are required fi•om the following agencies: the Virginia Department of Transportation,
the Frederick County Sanitation Authority, the Frederick County Health Department, the Frederick County
inspections Department, the Fredericl<County Engineer, the Frederick County Fire Marshal, the Frederick County
Airport Authority, and the City of Winchester.
