ALL FILL MATERIAL SHALL BE PLACED IN LIFTS OF 8" OR LESS AND SHALL BE COMPACTED TO 95% OF ASTM D-698 MAXIMUM DRY DENSITY, OR AS DIRECTED BY THE GEO-TECHNICAL ENGINEER. 5. NO BLASTING SHALL BE PERMITTED WITHIN 25 FEET OF EXISTING UTILITIES OR STRUCTURES WITHOUT PERMISSION OF THE OWNER. 6. ALL LANDSCAPED ISLANDS, SLOPES, AND LAWN AREAS SHALL RECEIVE A MINIMUM OF 6" TOPSOIL OBTAINED OFF -SITE, GRADED AND RAILED, PRIOR TO APPLICATION OF PERMANENT VEGETATIVE COVER. 7. ALL DISTURBED LAWN AREAS SHALL BE RESEEDED, FERTILIZED AND MULCHED AS NEEDED. SANITARY SEWER AND WATER UTILITIES: 1. THE PROPOSED SEWER SERVICE SHALL BE COORDINATED WITH THE DEPARTMENT OF HEALTH AND AN APPLICATION BE MADE WITH THE DEPARTMENT AND ALL APPLICABLE FEES PAID AT THE TIME OF APPLICATION. 4. THE EXISTING SERVICES SHALL REMAIN IN OPERATION AT ALL TIMES DURING THE CONSTRUCTION OF THIS PROJECT. 6. THE EXISTING AND PROPOSED FINISHED FLOOR ELEVATIONS ARE POSITIONED WELL ABOVE THE 100 YEAR FLOOD LEVEL IN THE POND OF 884.82. The contractor is responsible for the installation of any additional erosion control measures as may be deemed necessary by the local program administrator. SEDIMENT AND EROSION CONTROL NARRATIVE 1. Project Description: The development of this project consists of the construction of a future Sanctuary addition, proposed building link with a multi -purpose room and classrooms, related driveways and parking facilities, site grading, sanitary sewer service laterals and water service extension, and site playground area relocation. 2. Existing Conditions: The 9.00 acre site is currently developed with a church and Daycare facility with related parking and service utilities. The site has approximately 425 linear feet of road frontage along North Frederick Pike (U.S. Route 522 N) which provides access to the site. The existing buildings and parking facilities are located on a gently sloping lot that drains towards the front yard, or eastern side, of the parcel to the U.S. Route 522 N. Right-of-way. There is a high point in approximately the center of the lot that divides the parcel into two (approximately equal) drainage areas. The northerly portion is currently developed with the church and daycare facilities and will be the main area of concentration for the proposed development of this site. The southerly portion is currently undeveloped, except for an amphitheater. This area generally drains in a southeasterly pattern and discharges behind the Omps Garage facility which eventually conveys the storm water to U.S. Route 522 right-of-way. There is no development proposed in this area for Phase I of the development. However, in Phase II, an additional parking area will be constructed to serve the church. The increase in runoff for this Phase II construction has been over -detained in the storm water management pond for Phase I. Approximately 4.7 acres of the northern portion of the site is currently developed or will be disturbed during the construction of Phases I & II. 3. Adjacent Areas: The site is bounded on the north by undeveloped land that is gently sloping and wooded. The land to the west is currently developed with medium -lot single-family residences. The eastern side is bounded by the U.S. Route 522 N. highway and some commercial uses, i.e. Omps Garage. The area to the south is mostly vacant and consists of the rear yards of the residential and commercial developments. 4. Soils: The soils map of Frederick County indicates the following soil types exist within this project area. On -site soils have been disturbed previously by the development of the existing Church and School facilities. 14B: Frederick-Poplimento loams: (2%-7% slopes). Hydrologic soil group B, Class II Soils. (Approx . 90`h ) 40B: Weikert-Berks channery silt loam: (2%-7% slopes). Hydrologic soil group C. Class II Soils. (Approx. 10%) 5. Critical Areas: None: (Except care should be taken along Rte. 522 to ensure that the existing storm culverts do not become clogged with silt.) 6. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be confined to the designated limits of construction. For this project, the limits of construction are defined as the property boundaries and the existing edge of pavement of North Frederick Pike (U.S. Route 522 N). b. No disturbed areas shall be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. e. All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by installing perimeter controls such as silt fence barriers, diversion dikes, filters or check dams, or a combination of such measures, as indicated on the plans. f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: PHASE I: 1. Site Preparation: Hand dig test pits over existing utilities to determine their depth and actual locations. - Phase I Controls: 2. Installation of Erosion and Sediment Control Measures: a. Installation of vegetative and tree protection controls around the existing vegetation towards the rear of the parcel and along the main driveway into the site. b. Construction of the construction entrance. c. Installation of the silt fence along the adjacent property lines, as indicated on the plans. d. Installation of the proposed check dam in the storm pons area. PHASE II: 3. Site Construction Sequencing: a. Stripping and removal of the topsoil to its full depth, as needed. b. Rough grading of site and installation of the storm water management pond facility. c. Building construction. d. Installation of the proposed utilities. - Phase II Controls. e. Placement of check dams for ditchline protection and installation of the inlet protection. f. Curb and turned -down sidewalk installation. g. Final Grading of site. h. Stabilization of all lawn and slope areas. i. Installation of subbase and base course materials. j. Restoration and stabilization of unpaved areas. k. Final paving. 1. Remove erosion and sediment controls, as approved by the inspector. S. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his representative. Any damaged structures shall be repaired or replaced by the end of work that day. a. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. c. The sediment traps shall be checked regularly for deposited sediment. If sediment is trapped or if there is excessive buildup of sediment in the bottom of the traps then the traps shall be cleaned carefully so as not to release the trapped sediment downstream and disposed properly off -site. d. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained. Areas shall be repaired, fertilized, and reseeded or resodded, as required. A Frederick County Grading Permit and permit fee are required for this project. A pre -construction meeting with the local program administrator is required prior to commencement of construction of this project_ 3. The contractor is responsible for the installation of any additional erosion control measures as may be deemed necessary by the local program administrator. SEDIMENT AND EROSION CONTROL NARRATIVE 1. Project Description: The development of this project consists of the construction of a future Sanctuary addition, proposed building link with a multi -purpose room and classrooms, related driveways and parking facilities, site grading, sanitary sewer service laterals and water service extension, and site playground area relocation. 2. Existing Conditions: The 9.00 acre site is currently developed with a church and Daycare facility with related parking and service utilities. The site has approximately 425 linear feet of road frontage along North Frederick Pike (U.S. Route 522 N) which provides access to the site. The existing buildings and parking facilities are located on a gently sloping lot that drains towards the front yard, or eastern side, of the parcel to the U.S. Route 522 N. Right-of-way. There is a high point in approximately the center of the lot that divides the parcel into two (approximately equal) drainage areas. The northerly portion is currently developed with the church and daycare facilities and will be the main area of concentration for the proposed development of this site. The southerly portion is currently undeveloped, except for an amphitheater. This area generally drains in a southeasterly pattern and discharges behind the Omps Garage facility which eventually conveys the storm water to U.S. Route 522 right-of-way. There is no development proposed in this area for Phase I of the development. However, in Phase II, an additional parking area will be constructed to serve the church. The increase in runoff for this Phase II construction has been over -detained in the storm water management pond for Phase I. Approximately 4.7 acres of the northern portion of the site is currently developed or will be disturbed during the construction of Phases I & II. 3. Adjacent Areas: The site is bounded on the north by undeveloped land that is gently sloping and wooded. The land to the west is currently developed with medium -lot single-family residences. The eastern side is bounded by the U.S. Route 522 N. highway and some commercial uses, i.e. Omps Garage. The area to the south is mostly vacant and consists of the rear yards of the residential and commercial developments. 4. Soils: The soils map of Frederick County indicates the following soil types exist within this project area. On -site soils have been disturbed previously by the development of the existing Church and School facilities. 14B: Frederick-Poplimento loams: (2%-7% slopes). Hydrologic soil group B, Class II Soils. (Approx. 90%) 40B: Weikert-Berks channery silt loam: (2%-7o slopes). Hydrologic soil group C, Class II Soils. (Approx. 10%) 5. Critical Areas; None: (Except care should be taken along Rte. 522 to ensure that the existing storm culverts do not become clogged with silt.) 6. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be confined to the designated limits of construction. For this project, the limits of construction are defined as the property boundaries and the existing edge of pavement of North Frederick Pike (U.S. Route 522 N). b. No disturbed areas shall be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas as exposed osed during development of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. e. All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by installing perimeter controls such as silt fence barriers, diversion dikes, filters or check dams, or a combination of such measures, as indicated on the plans. f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: PHASE I: 1. Site Preparation: Hand dig test pits over existing utilities to determine their depth and actual locations. - Phase I Controls: 2. Installation of Erosion and Sediment Control Measures: a. Installation of vegetative and tree protection controls around the existing vegetation towards the rear of the parcel and along the main driveway into the site. b. Construction of the construction entrance. c. Installation of the silt fence along the adjacent property lines, as indicated on the plans. d. Installation of the proposed check dam in the storm pons area. PHASE II: 3. Site Construction Sequencing: a. Stripping and removal of the topsoil to its full depth, as needed. b. Rough grading of site and installation of the storm water management pond facility. c. Building construction. d. Installation of the proposed utilities. - Phase II Controls. e. Placement of check dams for ditchline protection and installation of the inlet protection. f. Curb and turned -down sidewalk installation. g. Final Grading of site. h. Stabilization of all lawn and slope areas. i. Installation of subbase and base course materials. j. Restoration and stabilization of unpaved areas. k. Final paving. 1. Remove erosion and sediment controls, as approved by the inspector. S. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected dail, and after each significant rainfall by the site superintendent or his representative. Any damaged structures shall be repaired or replaced by the end of work that day. a. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. C. The sediment traps shall be checked regularly for deposited sediment. If sediment is trapped or if there is excessive buildup of sediment in the bottom of the traps then the traps shall be cleaned carefully so as not to release the trapped sediment downstream and disposed properly off -site. d. All seeded and sodded areas shall be cnecked regularly to ensure that a good stand of grass is maintained. Areas shall be repaired, fertilized, and reseeded or resodded, as required.
