SATE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. Al required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application w fll not be accepted and returned to
the applicant(s).

Dear Mr. Artz :
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on November 25, 2002. The site plan meets all requirements for development in the B2
Zoning District. Currently, there are no adverse comments by any of the required review agencies;
however, any fixture comments by these agencies should be addressed promptly. Below is a list of the
primary improvements associated with use of the existing 2,390-square-foot building on site:
Installation of a paved parking area on the site to include three (3) striped parking spaces with
concrete wheel stops; painting of two directional arrows on the surface of the parking lot to direct
vehicles.
Removal of existing gravel areas onsite (located on the northern and western portions of the site)
to be replaced with topsoil, mulch and seeding. Planting of three (3) trees and 29 shrubs in these
areas.
I am providing you with three copies of the approved site plan. Please forward these to the appropriate
representatives. Furthermore, please advise the owner that a copy should be kept for future reference and
an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection. This is
required prior to the issuance of an occupancy permit by the Department of Building Inspections.

We have received your revised site plan dated September 18, 2002 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide seven (7) sets of approved construction plans
with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 716
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all
recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

1. Trip generation traffic volume and source should be shown on the cover sheet.
Also, AADT for Route 716 (Dodge Street/Diary Corner Place) should be placed on
plan sheet.
2. Radii at entrance and exit should meet VDOT minimum standard of 12.5' as shown
on plan sheet.
3. "Do Not Enter" and "Stop" signs should be shown at exit.
4. Sight distance and distance to nearest VDOT intersection should be shown on plan
sheet.
When all the above comments have been addressed, please resubmit one set of plans

4. Signs: Please show the location, height, and dimension of all existing and proposed signs. Please

Dear Mr. Landis:
Thank you for meeting with Steve Melnikoff, Mike Artz, Raymond Zachgo, and me at the above -referenced
property on June 25, 2002, to discuss the possible establishment of Maxx Powersport LC on the site.
Specifically, you expressed interest in operating an outdoor power equipment business from the site.
As Nve discussed, a number of site improvements will be necessary prior to operating the outdoor power
equipment business on this site. These improvements will involve the establislunent of VDOT-approved
entrances onto the state roadway, as well as the construction of a parking area. We also agreed that a
landscape hedge would be planted along the edge of the state road to discourage vehicular traffic from parking
on the west side of the building, ul addition to screening vehicular headlamps from the adjoining roadway.
These improvements would need to be illustrated on an approved minor site plan.
While you are not permitted to begin operating the business from the property until all site improvements are
completed, I have provided zoning authorization on the attached DMV Certification of Zoning forms. This will
enable you to proceed with the DMV review and application process to obtain a motorcycle dealer license.
I would note this authorization does not enable automobile sales on this property.
Once all necessary site improvements are completed, this department will be positioned to authorize the zoning
approval necessary to obtain a Frederick County Business License. Until this business licence is obtained, you
are not authorized to operate any business activity from the property.
