application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is
complete. If any portion is not included or complete, the site plan application will not be accepted
and returned to the applicant(s).

The Frederick County Planning Department administratively approved Site Plan #004-96 for the above
referenced project on February 28, 1996. This site plan meets all County Ordinance requirements for
the construction of the proposed one -million gallon water storage tank which will be 32 feet in height.
I have provided you with two copies of the approved site plan. This will allow you to maintain an
approved copy on the construction site and maintain an approved copy for your files. Please provide
our office with a copy of the legally recorded plat for the 12 inch water main easement when it is
available. This will enable our department to update the County GIS database and maintain a copy of
this plat in the site plan file. Please contact me if I may answer any questions regarding this
letter.

I am writing in response to your letter of December 29, 1995 concerning our permit requirements
for your proposed high zone water storage tank project off of Route 50 West.
As for access to this storage tank site, the existing Echo Lane entrance onto Route 50 can be used
for construction and future maintenance purposes. You are correct in stating a construction
entrance detail will need to be included on your site plan. Unfortunately the recent snow cover
does not allow us to determine what condition the existing entrance is in. However, the entrance
will need to be properly -maintained through construction to prevent the carrying of mud onto
Route 50. Also, a determination on whether or not permanent improvement, if needed, such as
additional stone placement, widening, and/or surfacing can be made at the site plan review stage.
Hopefully the snow will be melted by that time. The use of the entrance for construction
purposes or any improvements will need to be covered under permit.
The existing sleeves under Route 37 may be used for your water transmission mains. Their use
and access to the sleeves can be covered under land use permit. Once your site plan has been
approved an application for permit can be made in accordance with our general land use permit
policy.

Dear Mr. Wyatt:
Enclosed are five sets of the revised site plans for the referenced project. A summary of the
drawing revisions and our narrative responses to each of the comments in your
February 9, 1996 letter follow:
The adjoining property uses (all agricultural) have been added and the Tax Map
citation corrected on the Parcel Plan (Cover Sheet).
2. The height of the tank (32 feet) has been added to Sheet 1 of 6.
A pole mounted site light will be located just west of the site entrance gate, as shown
symbolically on the electrical site plan, Sheet 6 of 6. There will be no outdoor storage
or dumpster areas on the tank site. The following is the specification for the pole
mounted site light, as excerpted from the Project Manual:
A. Lighting Fixture:
1. Type: Pole mounted high pressure sodium. Fixture to be complete
tivith supports, ballast, lamp and incidentals as required.
2. Lamp:
a. High Pressure Sodium: Clear.
b. Spare: One .spare lamp.
3. Ballast:
a. High Intensity Discharge: High power factor, constant
wattage, stabilized autotransformer lvith line starting current
the same or less than operating current.
b. Ballast to have "C" sound rating (min.) and be ETLICBM
certified
C. Spare: One spare ballast.
4. Hardware: All necessary hangers, supports, conduit adaptors,
reducers, hooks, brackets and other hardware required for safe
fixture mounting shall be furnished. Hardware shall have a
Protective, non -corrosive finish.

4. A utility easement is required for the pipeline that will connect the water storage tank
to the existing Winchester water system. The permanent utility easement will be
20 feet wide and will generally run east to west across Tax Map 53-(A), Parcels 68
and 69, from the State Route 37 Right -of -Way to the water storage tank site. The
location of the easement is shown on design plans for the pipeline (Sheets 1 through
4 of 9) entitled "High Zone Water Systent Improvements, Truit Hill Orchard and
Caroline Street Water Mains. " Five sets of these sheets are enclosed as part of the
site plan package.
5. We understand there are no features needed at this site to meet the requirements of
the American's with Disabilities Act (ADA).
To -date, we have received no comments from the Fire Marshall, Building Officer or others.
We believe these responses should address all outstanding issues with respect to the Site
Development Plan and we respectfully request approval.
We appreciate your assistance in expediting the County review process. Please do not

-Dear Mr. Theiss:
I have had the opportunity to review the above referenced site plan received by our department on
January 29, 1996. The following comments need to be addressed during the revision of this site plan:
1) Please provide information on the Parcel Plan to reflect the adjoining property uses and to
revise Tax Map 52-A-170 to read 41-A-170. (Cover Sheet)
2) Please provide the height for the proposed water storage tank. (Sheet 1 of 6)
3) Please provide the location and specifications for any proposed outdoor lighting fixture,
outdoor storage area or outdoor dumpster area. A narrative will suffice if none of these
improvements are proposed.
4) Please provide the location and width of any access, utility or drainage easement that exists
or is required for this project.
5) Any requirement necessary to meet the American's with Disabilities Act (ADA) will need to
be delineated on this site plan. I have not received a copy of a comment from the Building
Official to determine these requirements.
Please revise your site plan to reflect the comments specified in this letter. I will need your firm to
provide five copies of the final site plan for approval that address all review agency comment. These
review agencies include the Building Official, the Fire Marshal, and the County Engineer. Please
contact me if you have any questions regarding this letter.
