GENERAL NOTES 1. The property delineated oil this plan is located at the intersection of Route 645, Airport. HC ramps off site shall be constructed per VDOT standards. 10. Buffering Requirements: The adjacent zoning is Ml which requires a Category A buffer. A waiver request to allow a redesign of the required buffer between the B2 and MI properties which will require the same amount of landscaping that will be relocated to the perimeter of these sites was approved by the Plamimg Commission at the December 6, 1995 meeting. Landscaping Required: 300 feet between parces - 3 plants per 10 feet = 90 plants Landscaping Provided: 24 Austrian pines, 15 Boxwood, 30 Azaleas, 25 Euouymus It. The proposed building lies within the Airport District which applies limits to the height of structures. The parcel lies within the Transition Zone and the maximum height of the building controlled by the Transition Zone. The criteria applicable to the building height are as follows: The Transition zone begins at a point measured 500 feet along the horizontal plane from the centerline of the runway as established by DELTA Airport Consultants, Inc, and at an elevation of 720 feet MSL as stated in Section 165-98 of the Frederick County Zoning Ordinance. From that point, the height limit increases one foot vertically for every seven feet of horizontal distance. The corner of the proposed building nearest the runway centerline is 745 feet measured perpendicularly to the centerline. The maximum height of the stntcture at that corner must be less than [(745 - 500) / 7] + 720 or 755.00 feet MSL. The proposed building will have a maximum height of 23 feet from finished floor elevation. Therefore the finished floor elevation must be at or below 732.00 assuming the horizontal distance to the centerline remains at 745'. 12. The site contains no significant environmental features. FIRM Community Panel No. 510063 1225B shows the site to be in Zone A, outside the limits of flood plain. 13. The site contains no outdoor storage areas. Trash will be contracted for removal by the individual tenants. CONSTRUCTION NOTES 1. The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. if the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service. 2. The CONTRACTOR shall have approved construction drawings prior to the start of construction. At least one copy of approved plans and revisions shall be kept on -site at all times. 3. Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans. 4. Controlled Fills: A. Controlled compaction shall occur in all till sections for pavement, trenches for utilities and in other areas as designated on the plans. B. Controlled fills shall be compacted to 98% density as detennined by methods per standard proctor ASTM D 698. Density shall be verified by a qualified soils engineer. C. Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the existing ground surface, unless otherwise approved in writing by a qualified soils engineer. D. The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of topsoil. The area is then to be scarified and compacted to a depth of 6 inches to the same density as the controlled fill to be placed thereon. E. Fill material sliall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. FEGASUS BUSINESS CENTER PHASE ONE SITE PLAN FREDERICK COUNTY, 11 5. Blasting is not permitted within 25 feet of existing utilities without owner pennission. 6. Pavement materials called for on the plans refer to standard VDOT designations. 7. All disturbed R.O.W. monuments are to be replaced and verified by a certified land surveyor at the CONTRACTOR's expense, it. All construction and materials proposed for the public right of way sliall conforni to VDOT standards and specifications. 12. Fire lanes sliall be delineated as directed by the Frederick County Fire Marshal. 13. The CONTRACTOR shall obtain permission from adjoining property owners prior to conducting any off site construction activities. 14. The CONTRACTOR shall coordinate the relocation of the existing utilities with the appropriate utility company as necessary. 15. All sanitary sewer and water supply construction shall conform to the current standards of the Virginia Department of Health and the Frederick County Sanitation Authority (the "authority"). 16. Water service will be provided by an extension of the Frederick County Sanitation Authority water main located adjacent to Bufflick Road. A Clow test was conducted by the Frederick County Sanitation Authority on January 3, 1996 on the fire hydrant located on title northern boundary of the Adams parcel. The results were as follows: static pressure: 70 p.s.i. open flow: 1061 g.p.m. residual pressure: 40 p.s.i. 17. The CONTRACTOR shall coordinate with, and arrange for inspection by, the Authority. 18. The Authority sliall tap all existing water lines. They will furnish the materials for and make the tap. The CONTRACTOR must make application for and pay the cost of this work. 19. The Sanitation Authority maintenance department is responsible for the installation of water meters. Before a permanent meter is set, they require: 1) the frame and cover to be properly aligned with its meter box and yoke bar; 2) the frame and cover to be set to the final grade of the lot; 3) the distance between the top of the cover and the yoke bar be between 18 and 21 inches; 4) all components of the meter box assembly to be in proper working order. It is the developer's responsibility to have the meter box assembly installed correctly. 20. All silo and huilding lighting shall ho installed to nvoid spill -aver onto ntljoining properties. BUILDING ADDRESSES At the order of the Fire Marshal, individual building units will post fire address identifier on both the front and fire rear of fire unit. SILTATION AND EROSION CONTROL NOTES 1. Erosion control practices shall conform to the requirements of the Virginia Erosion and Sediment control Handbook. 2. All perimeter sediment control devices shall be erected prior to any land disturbing activities and shall remain in place until file site is fully stabilized. 3. The contractor shall provide adequate means of cleaning trucks and/or other equipment prior to entering the public right-of-way. it is the contractor's responsibility to clean the streets, allay dust and take whatever measures necessary to insure that public roads are maintained in a clean and dust -free condition at all times. 4. The contractor shall perform overlot grading to provide positive drainage and preclude ponding of water. All off site grading and construction is to be done with the property owner's consent. 5. The contractor shall stabilize I b e all denuded land within 7 days after the end of constntction. Embatnk►neut or excavated slopes denuded for a period of greater than 14 days shall be temporarily seeded and mulched. Cut and fill slopes shall be graded at a maximum of 2 horizontal to 1 vertical unless otherwise specified on the plans. 6. Erosion control devices shall be inspected daily and damaged devices shall be repaired by the close of the day. 7. The contractor shall establish vegetation on all areas not otherwise stabilized according the following specification: Seedbed Preparation: a. Storm Water Management Considerations Stone water runoff from the construction area is divided between two watersheds. (I)The majority of storm water runoff from the 6.0623 acres parcel flows toward the south to Buffalo Lick Run. This Runoff will be routed through a regional stonn water detention pond designed by G. W. Clifford & Associates. This pond is located as depicted on Sheet I Vicinity Map. This pond will be constructed in conJunction with this building. the developer will be required to post a guarantee in file form of a hond or letter of credit to cover the estimated cost of the detention pond. (2)Approximately 0.90 acres of the parcel and approximately 2 acres off site drain toward the north to Sulphur Spring Run. The drainage maps below illustrate the existing and proposed drainage areas mid conditions. Runoff is conveyed to a drainage Swale across Bufflick Road by an existing 20" x 15" CMPA. Field survey data indicate that the outlet of this culvert is slightly higher than the invert of the inlet end. A discrete grass lined channel exists at the outlet end of the culvert. The existing culvert appears to be undersized to carry the existing and post development runoff due to its size mid lack of positive slope. The developer proposes to replace this culvert with a 24" x 18" CMPA which will serve to convey runoff from the 10 year design storm event to the existing channel across Bufflick Road. (Please see channel capacity calculations below.) The developer requests that any additional requirements for storm water detention be waived due to the existence of adequate channel and the minor increase in peak flows associated with the proposed construction. (I)The majority of storm water runoff from the 6.0623 acres parcel flows toward the south to Buffalo Lick Rim. This rwloff will be routed through a regional storm water detention pond designed by G. W. Clifford 8r Associates. Tliis pond is located as depicted on Sheet 1 Vicinity Map. This pond will be constructed in conjunction with this building. the developer will be required to post a guarantee in the. 1Ornf of a bond or letter of credit to cover the estimated cost of the detention pond. (2)Approximately 0.90 acres of the parcel and approximately 2 acres off site drain toward the north to Sulphur Spring Run. The drainage maps below illustrate the existing and proposed drainage areas and conditions. Runoff is conveyed to a drainage Swale across Buftlick Road by an existing 20" x 15" CMPA. Field survey data indicate that the outlet of this culvert is slightly higher than the invert of the inlet end. A discrete grass lined channel exists at the outlet end of the culvert. The existing culvert appears to be undersized to carry the existing and post development runoff due to its size and lack of positive slope. The developer proposes to replace this culvert with a 24" x 18" CMPA which will serve to convey runoff from the 10 year design stonn event to the existing channel across Bufflick Road.
