SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is
complete. If any portion is not included or complete, the site plan application will not be accepted
and returned to the applicant(s).

1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

RE: Site Development Plan Approval For Stonewall Elementary School
Dear Mr. Sullivan:
The Frederick County Planning Department administratively approved Site Plan #019-96 for the
new Stonewall Elementary School on October 21, 1996. The approved site plan calls for the
construction of a new school facility that will be 65,547 square feet, the creation of a new asphalt
parking lot that will contain 95 regular parking spaces and five disabled parking spaces with
appropriate signage, the construction of new concrete sidewalks that will provide access around
the perimeter of the new facility, the provision of concrete pads for a loading dock, equipment
placement, and dumpsters, the installation of a new 8" water line, the provision of new fire
hydrants and a siamese connection, the construction of a fire lane that will provide all weather
access around the perimeter of the new facility, the construction of two new entrances with a
deceleration lane that will meet all requirements of the Virginia Department of Transportation, the
installation of a fueling station, the creation of a football/soccer field, a baseball/softball field, a
paved play area, and a paved basketball court, the installation of a new sand filtration system that
will meet all requirements of the Environmental Health Department, and all appropriate erosion
and sedimentation control measures.
I have provided you with three copies of the approved site plan. Please maintain a copy for your
records and distribute the other plans to the appropriate persons. Please contact this office to
schedule an on -site inspection when all improvements have been complete.

We have received your revised site plan dated March 1, 1996 for the referenced project.
Aside from the following additional comments, it appears all of our earlier review
concerns have been satisfactorily addressed.
1. The parking area stop sign has been inadvertently shown, by me, on the left side of
the entrance road and should be shown on the right side. The stop sign installation
can be adjusted in the held.
2. Your comment regarding the bus loop not being taken into the System is clear to us.
However, is this a decision supported by the Frederick County School Board? If so,
can VDOT be supplied a letter to this affect?
3. Please supply me with a copy of your sign schedule.
4. VDOT appreciates your efforts regarding drainage, Item #4, the Route 11 cross
culverts and easements. We will notify the Frederick County Engineer of the easement
concerns. Our portion of this installation will be put on schedule.
Please advise the owner of our approval.

A land use permit may now be applied for to cover work within the Route 11 right-of-
way. The permit is issued by this office and will require a minimal fee and surety bond
coverage. Also the salary and expenses of a State assigned Inspector will be required.
The permit will be set up on an accounts receivable basis to cover our inspection costs.
Once satisfactory application has been made a permit of this nature will normally take
approximately thirty days to process and issue.

Enclosed are six copies of the revised plans and one copy of the ra;vised
calculations for the referenced project. We have made the revisions you requested. The
following are our responses to your comments:
Entrances:
1. The short sections of the curb and gutter have been extended to the flare radial
point.
2. A 12' lane with Standard CG-7 has been constructed along Route 11.
3. The southern most curb and gutter has been redesigned to end at the Stonewall
District Ruritan Club, Inc. property line.
4. VDOT STD. CG-12 handicap curb ramps have been shown at the center of all
radii along the right-of-way.
5. Pavement dimensions have been change to allow a 12' offset form the edge of
pavement to the face of gutter pan.
6. VDOT general notes have been added to the plans
Drainage:
1. A drop inlet has been installed to tie into the 15" culvert under Route 11, and
Structure #1, and the storm sewer lines have been realigned to connect to the
new inlet.
2. The school bus loop is not being taken into the Secondary System.
3. The drainage calculations have been changed to reflect the correct Manning's "n"
factor of 0.024.

4. Virginia Department of Transportation has agreed to replace the culverts crossing
Route 11. We have shown the that the 15" culverts are adequate for the 10 year
storms. You requested that we recommend a culvert size for the replacement
culverts. We recommend that 18" RCP culverts be installed. We also
recommend that the new culverts not be install in the exact location of the existing
ones. The southern culvert outfall should be directed toward the drainage
easement located .on the lot line between Negley and Myers. The northern culvert
should be located so that it discharges to the existing 60' right-of-way.

As requested, we have reviewed your site plan dated March 1, 1996 for the referenced
project. Our comments may be found on the attached set of plans marked in red and as
follows:
Entrances
1. The short sections of radial curb & gutter on both inner flare pavement edge of the
bus entrance should be extended to the flare radial point.
2. Construct a 12' lane with combination curb & gutter (Standard CG-7) along Route 11
adjacent to the parking lot.
3. Redesign the southern most curb & gutter to the end at the property line with the
Stonewall District Ruritan Club, Inc.
4. Install CG-12 handicap curb ramps center of all radii along the right-of-way.
5. Pavement dimensions should allow a 12' offset from the edge of pavement to the
face of gutter pan.
6. Add VDOT general notes to the plans.
Drainage
1. Install a drop inlet to tie into the 15" culvert under Route 11. Realign Structure #1

size is to be 15" in diameter.
3. The drainage calculations provided appear to use a mannings "ri' factor of 0.013 for
the existing 15" C.M.P. pipes crossing Route 11. The correct mannings "n" factor for
corrugated metal pipe is 0.024 (see VDOT Drainage Manual).

4. Route 11 is a part of the Primary Road System and as such, the minimum design
criteria is: the 25 year frequency as a culvert, a 10 year design as a storm sewer for a
non -depressed roadway, and a 50 year design for a depressed roadway. In any case
the culverts should be upgraded to accept the additional stormwater from this site.
The downstream effects to ditches should also be analyzed and shown. Please look
at this situation carefully as increasing the cross culverts capacity may satisfy VDOT
requirements at this location, but may cause problems downstream. It will be
necessary to determine the locations of easement on the east side of Route 11 along
with any corrective action needed to maintain the drainage within said easements.
Please revise and resubmit six copies of the final plans for approval. Should any
changes be deemed necessary, please design them to meet or exceed the above
recommendations.

need to provide approved review agency comments from the Virginia Department of
Transportation, the Frederick County Sanitation Authority, the Frederick County Building
Official, the Frederick County Fire Marshal, the Frederick County Engineer, and the Frederick

The following is an itemized description of the action taken in response to the comments in
your letter dated April 29, 1996.
1. We have provided the telephone number for the owner/developer.
2. We have revised our area code to reflect the change.
3. We have provided an approval block with a signature line and date line on
Sheet T1. Also included is the requested statement "Site Plan shall be valid for
five (5) years from date of approval."
4. We have provided the names of the roads on the Vicinity Map.
5. Magisterial District information has been included.
6. Information pertaining to the adjoiners, such as use, zoning, and property
identification numbers have been included.
7. We have provided the location of the required building setback lines.
8. The set back distance, height, and the dimension for Sign A has been included.
9. The concrete dumpster pad section is shown on the plans. The dumpster does
not have an enclosure, similar to other schools in Frederick County.
10. The softball/baseball field in the southwest corner of the property has been
identified.
11. Route 11 has been named on each sheet as "Martinsburg Pike."

13. We have revised the proposed entrances to insure that the required distance of
200 feet is obtained.
14. A new water line easement has been provided for the 8" water line as requested
by the Frederick County Service Authority.
15. A Request has been made to the Frederick County School Board to provide a

on this site.
17. The Property Identification Number for this site, 44-A-82, has been included in a
note.

Dear Evan:
As part of the construction of the new Stonewall Elementary
School, a total of 105 parking spaces will be provided. Following
a thorough examination of parking requirements at other county
elementary schools, we feel confident the parking spaces which are
included in the site plan for Stonewall Elementary School will be
more than adequate to meet our current and future needs.
The number of parking spaces proposed for the school site is
sufficient for staff members and visitors during the regular school
day. In addition, we have reviewed the attendance data which we
have experienced at Stonewall Elementary School as a result of
special events, such as concerts, plays, and various meetings held

Dear Mr. Bryant:
After reviewing the revised site plan dated August 15, 1996 for the subject project, we
offer the following comments:
In your cover letter submitted with the revised site plan, you recommended replacing the
existing 18 inch culverts under Route 11 North with 15 inch culverts. In your letter you indicated
that this was a requirement from the Virginia Department of Transportation (VDOT). As you are
aware, in a letter dated June 28, 1996, we indicated that the culverts needed to remain the same r
size or stormwater detention would be required. At your request, I contacted Steve Melnikoff
with VDOT in regards to limiting the new culvert size to 15 inches since VDOT will be installing
the new culverts in conjunction with this project.
Mr. Melnikoff informed me that it would not be a problem in replacing the culverts with
new 15 inch pipes. He also indicated to me that they would realign the culverts at the southern
end of the site to flow directly into the drainage right-of-way as was our request.
Consequently, all other comments have been adequately addressed. Therefore, we
recommend approval of the revised site plan.
We are requesting that an on -site meeting be arranged with you to discuss the overall site
drainage. Please contact this office when your schedule allows you to visit the site.

Dear Bryant:
We have completed our review of the subject site plan for the new Stonewall Elementary
School. This review included a site visit to inspect the existing on -site and off -site drainage
structures.
Based on our review of the site plan, we conclude that the proposed erosion and sediment
control plan is satisfactory for the proposed development. Our review of the stormwater
management plan yielded the following comments:
1. The evaluation of the existing CMP culverts under Route 11 should be
performed using a roughness coefficient, "N", of 0.024.
2. Tile drainage map included with the design calculations should clarify
whether the 6.64 acres on the north side of the building includes the
building area.
3. The low area on the upstream side of the northern culvert under Route 11
will serve as a stormwater detention area. Because a defined channel does
not exist on the east side of Route 11, we strongly recommend that any
replacement culverts be limited to 15 inches. This should minimize the
impact of any increased runoff and prornote ponding on the school
property. The Virginia Department of Transportation (VDOT) should be
made aware of the potential problem if the existing pipe is upgraded to a
larger size.

4. The existing 15 inch CMP on the south side of the property is severely deteriorated
and partially obstructed on the downstream end. Also, there is the potential for
flooding of an existing garage and small storage shed located immediately downstream
of this pipe. VDOT should be notified to ensure that they have the appropriate
easements to allow discharge into this area. When this pipe is replaced, the size
should not be increased to prevent flooding of the structures referenced above.
Channel improvements may be required to insure that the stormflows are diverted past
these structures. At a minimum, sufficient topographic information should be
obtained to insure that the existing channel will adequately convey the 10 year storm
through lot 5.

Dear Mr. Altizer,
I have been working on the site plan submittal for Stonewall Elementry School, which is
to be constructed on Rt. 11 North, in Frederick County. There are several issues which I
want to address with you, and I have a few questions and requests, in order to recommend
approval of the final site plan. Please indicate the following, either via memo, or on the
site plan:
1) The proposed fire lane, to the west side of the building, is to be topsoil over
compacted base. This is acceptable, but I would like some clarity on the details of the
basketball court and play areas. The detail on page C-2 shows basketball goals which
will be located within the dedicated Fire Lane. Are these permanent structures?
2) We encountered a "snag" with the location of the siamese connection on the Red Bud
Elementry School, in relation to a chiller. Please indicate the location of the siamese
connection on the site plan.
3) There is a note on the plans, on the south side, that reads,"TEE FIRE HYDRANT 6"
VALVE & BOX" I'm not clear on this device. Another such device is shown on the
north side of the project. Are these hydrants the type shown on detail FH-1, on page C-4?
If so, than there is adequate hydrant coverage on the site. If these are some other device,
such as a blow off assembly, then two additional hydrants will have to be added to the
site at locations that assure 300' coverage around the building. A hydrant must be
located within 100' of the siamese connection.
Please place the following "General Construction Notes" on the final site plan:
1) No hydrant or fire lane can be blocked by parking, construction materials, or
equipment staging, during construction. Access to the structure must be maintained at all
times for emergency vehicles.
2) Burning of construction debris on site is strictly prohibited. Fires for the purpose of
warming and heating water are permitted after notifying Fire Dept Headquarters.
3) Use of portable kerosene or propane heaters must be in compliance with the State Fire
Prevention Code at all times.

Sheet C1
1. The phone number for the owner/developer has been added.
2. We have revised the location of the existing water service to show the existing
casing pipe under Route 11.
Sheet C3
3. The following notes have been added as FCSA Construction Notes:
a. Water and sewer lines are to be constructed in accordance with these
plans. The lines shall additionally meet all the requirements of the
Frederick County Sanitation Authority.
b. The contractor shall coordinate with, and arrange for inspection by, the
Authority.
C. A double check valve backflow prevention assembly is to be installed on
any line (fire or domestic) that goes into the building. The assembly is to
meet ASSE Standard No. 1015 or 1013. If the assembly is mounted
inside the building, a remote readout is required.
d. The Sanitation Authority maintenance department is responsible for the
installation of water meters. Before a permanent meter is set, they
require: 1) the frame and cover to be properly aligned with its meter box
and yolk bar; 2) frame and cover to be set to the final grade of the lot; 3)
the distance between the top of the cover and the yolk bar be 18 and 21
inches; and 4) all components of the meter box assembly to be in proper
working order. It is the developer's/contractor's responsibility to have the
meter box installed correctly.

Enclosed are the revised plans for the referenced project. We have made the revisions
you requested. The following are our responses to your comments:
1. The fire lane paving, i.e. topsoil over compacted base, has been added to Sheet C2.
The basketball courts have been moved out of the fire lane to avoid any conflicts.
2. The Siamese connection location has been added to Sheet C3. It is located to the right
of the water line as it enters the building.
3. The device is a fire hydrant. The detail of the fire hydrant has been changed to refer to
the FCSA fire hydrant detail. The hydrant on the south side of the building is located
100 feet of the Siamese connection.
4. The following "General Construction Notes" have been added to Sheet C1.
a. No hydrant or fire lane can be blocked by parking, construction materials, or
equipment staging, during construction. Access to the structure must be
maintained at all times for emergency vehicles.
b. Burning of construction debris on site is strictly prohibited. Fires for the purpose
of warming or heating water are permitted after notifying Fire Department
Headquarters.
C. Use of portable kerosene or propane heaters must be in compliance with the
State Fire Prevention Codes at all times.
