RE: Approval of Opequon Water Reclamation Facility Upgrade & Expansion Site
Development Plan #067-98; PIN's 56-A-18. 56-A-19
Dear Jesse:
The Frederick County Planning Department administratively approved the above referenced site plan,
#067-98, on December 3, 1998. This site plan, for the upgrade and expansion of the facility, meets all
County requirements for development within the RA (Rural Areas) Zoning District. The facility
upgrade includes the addition of two secondary clarifiers, a third aeration basin, and an upgrade of the
septic receiving facility. The plant's hydrological capacity will increase by two million gallons to 8.25
million gallons per day. In addition, the biological capacity will be doubled from 9,600 BOD
(Biological Oxygen Demand) to 18,000 BOD. The Frederick County Planning Commission reviewed
the site plan at their December 2, 1998 meeting.
I have provided you with three copies of the approved site plan. Please keep an approved copy for
your files and maintain an approved copy on the construction site. You may wish to forward an
approved copy of the plan to the designers. Once the site development has been completed, you should
contact this office to schedule an on -site inspection.
Please contact me if you have any questions regarding this letter.
Sincerely,
Michael T. Ruddy

COUNTY of FREDERICK
Department of Planning and Development
540/665-5651
FAX: 540/678-0682
MEMORANDUM
To: Frederick County Planning Commission
From: Michael T. Ruddy, Planner H 11-
Subject: Opequon Water Reclamation Facility Upgrade Site Plan #067-98
Date: December 2, 1998
The above referenced site plan is presented to the Commission for information. Customarily, projects
involving public facilities are brought before the commission for your review. The upgrades of the
Opequon facility include the addition of two secondary clarifiers, a third aeration basin, and upgrade of the
septic receiving facility to a 24-hour receiving facility. The overall cost of the project is $9,830,475.
This site plan represents a significant increase in the capacity of the facility. The plant's hydrological
capacity will be increased by two million gallons to 8.25 million gallons per day. In addition, the biological
capacity will be doubled from 9,600 BOD (Biological Oxygen Demand) to 18,000 BOD. The Opequon
facility is die first plant in the Shenandoah Region of the Potomac -Shenandoah River Basin to incorporate
biological nutrient removal strategies identified in the Shenandoah and Potomac River Basins Tributary
Nutrient Reduction Strategy. The aim of the Tributary Strategy is to reduce pollution from the tributary,
in this case point source pollution, to the Chesapeake Bay by the year 2000.
