FROM: Jeremy F. Camp, Planner II
DATE: November 29, 2001
RE: Addendum to Site Plan #64-98, Jones and Frank
This memo is to document the administrative approval of an addendum to site plan #64-98 that was
requested by Ronald Mislowski of Gilbert W. Clifford & Associates on behalf of the property

from the original plan is an increase of 700 square feet to building #1. The increase in size of the
building does not require any additional parking spaces.

On 21 May 1999, the County approved a Site Development Plan for mixed uses at Route 1322 Ft. Collier
Road. We have been asked to revise that plan to increase the warehouse capacity in Phase 1 by 700 sq. ft.
We've made that change and also updated the parking calculation. As the total warehouse area continues to
require 28 spaces, no additional parking is needed.
I've enclosed 5 copies of the new sheet 2. We would like to amend the current site plan, to reflect the changes
shown thereon.
Please let me know if you have questions.

We've revised the site development plan per your comments. Thank you for the phone call. We realized that
the change to building #1 had not been made to the most recent drawing file. That has been corrected. Two

Please let me know if you have comments.

RE: Approval of Jones & Frank Site Development Plan #064-98; P.I.N. 54-A-81J
Dear Steve:
The Frederick County Planning Department administratively approved the above referenced site plan,
4064-98, on May 19, 1999. This site plan, for the construction of an additional 27,300 square feet of
warehouse space and 12,600 square feet of office space in six phases, meets all County requirements for
development within the M1 (Light Industrial) Zoning District. The site plan also calls for the provision
of 102 parking spaces and parking lot landscaping, and the completion of Phase 1 and Phase 2
concurrently. No occupancy to buildings 1 and 2 shall be issued prior to the completion of all site
improvements identified in Phases 1 and 2.
I have provided you with several copies of the approved site plan. Please forward two copies to the owner
and advise them to keep an approved copy for their files and maintain an approved copy on the
construction site. Once the site development has been completed, the owner should contact this office
to schedule a final site inspection.
Please contact me if you have any questions regarding this letter.
Sincerely,
Michael T. Ruddy

RE: Third Review of Jones & Frank Site Development Plan #064-98
Dear Steve:
I have had the opportunity to review the above referenced site plan resubmitted to our department on April
16, 1999. The following comments should be addressed during the revision of this site plan. I have also
marked the enclosed plan for your use.
1) Please correct the location of the concrete walkway as previously noted on the marked plan
resubmitted during the initial review.
2) Please eliminate the temporary wheel stop notes included in the plan. All of these notes should be
revised to reflect the provision of CG-6.
3) With regards to the phasing, please include the following notes on sheets 2 and 6A:
* Phases 1 & 2 to be developed concurrently.
* No occupancy for buildings one and two shall be issued prior to the completion of all site
improvements identified in Phases 1 & 2.
Alternately, you may wish to include all of these improvements as Phase 1 and rename the
following phases accordingly.
4) Please increase the number of interior trees required to eleven and provide the same number. The
interior trees appear to have been omitted from the planting schedule. Please revise the total
number accordingly. Also, please state in the planting schedule that the minimum size is at the time
of planting.

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of the
final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
Please contact me if you have any questions regarding this letter.

Dear Ron:
Upon review of the subject site plan, we offer the following comments:
1. Sheet 3 of 4
Provide a profile of the storm sewer network for the site.
2. Delineate the locations of the stormwater ponds on the plan. It will be necessary to

4. Provide details for each stormwater/sediment basin on the site plan. Also, provide a
detail for the sizing of all rip -rap outlet protection.

(VDOT) temporary construction entrance permit will be required prior to
issuance of a land disturbance permit.
6. Place silt fence along the downstream perimeter of the site to contain erosion
and silt on -site.

RE: Jones & Frank Site Development Plan #064-98
Dear Steve:
COUNTY of FREDERICK
Department of Planning and Development
540/665-5651
FAX: 540/ 678-0682
I have had the opportunity to review the above referenced site plan submitted to our department. The
following comments should be addressed during the revision of this site plan. I have also marked the
enclosed plan for your use.
1) Please update the location map by showing and identifying the roads in the vicinity. You should
also orientate map north with paper north.
rll
kJ Please correct the location of the concrete walkway as noted on the marked plan.
3) / Please provide a detail of the enclosure used to screen the dumpster area and the outdoor storage
area. In addition, please identify how the dumpster will b accesse for purposes of emptying.
4)./ Please revise the use of the existing building to correspond with the area of use depicted in the
parking chart.
5)! As noted during an earlier Technical Review Committee review of this site, a 70' minimum
driveway spacing requirement exists along Fort Collier Road as this road is considered a minor
collector. Please revise the location of the second entrance shown on the plan accordingly. You
may wish to consider a shared entrance easement with the existing access driveway serving the
industrial facilities to the south of this property.
6) / The parking calculations for warehousing is based on the number of employees. Please revise the
parking calculations accordingly.
7) / Please locate a handicap space adjacent to building number six and show and detail the access
ramps from the handicap spaces to the sidewalk.
107 North Kent Street - Winchester, Virginia 22601-5000
Jones & Frank Site Plan Review
Page 2
December 28, 1998
8) Clearly identify the area to the rear of building number one. If this is to be outdoor storage, it
should be screened. If this is to be a new driveway, it should be paved and identified as one-way.
Access to and from the dumpster should be clearly identified. In addition, please ensure that all
driveways are a minimum of 24 feet in width. The loading area to the rear of building number five
should be revised as there is insufficient space to accommodate loading spaces and turning radius.
9) Please identify the parking lot perimeter distance used in the perimeter landscaping calculations
and try again. It would appear as though the number of perimeter plantings should be increased.
In addition, please provide the required three-foot evergreen hedgerow adjacent to the road right-
of-way.
10) Finally, and probably most significantly, please clarify the phasing of this development, in
particular, with regards to the number of parking spaces for each phase, location of phased parking
areas, limits of paving and curbing with each phase, landscaping with each phase, and phased
elimination of existing conditions.
Additionally, please be aware that while resembling a flex -tech development, the proposed development
falls short of many of the flex -tech requirements. This may be an issue should the developer have any
intentions of considering a flexible flex -tech environment in the future.
Sincerely,
y
