The checklist below indicates all the information. -that needs to be submitted as part of the site plan
application. All required information must -be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact

maintenance of two commercial entrances and one turning lane at the referenced location.
Please ensure a copy of the approved permit assembly is kept at the job site whenever

to erect and maintain proper traffic control in accordance with our Virginia Work Area
Protection Manual.

Dear Gary:
The Frederick County Planning Department administratively approved the above referenced site plan,
#062-98, on March 15, 1999. This site plan, for the construction of a 157,032-square-foot manufacturing
facility with an additional 15,450 square feet of office space, meets all County requirements for
development within the M1 (Light Industrial) Zoning District. The site plan also calls for the provision
of 182 parking spaces and parking lot landscaping.
I have provided you with several copies of the approved site plan. Please forward two copies to the owner
and advise them to keep an approved copy for their files and maintain an approved copy on the
construction site. Once the site development has been completed, the owner should contact this office
to schedule a final site inspection.

We have received your revised site plan dated 01 / 15/99 (received 01 /20/99) for the referenced project.
It appears all of our earlier review comments have been satisfactorily addressed. Please advise the owner
of our approval. Also please provide seven sets of approved construction plans with signed seal for
VDOT distribution.
Please be advised this site plan is approved pending resolution of Standard VDOT Subsequent Special
Provision shown on the plan and the location of the construction entrance as shown on Erosion Control
Sheet #6 of 6 which should be at the commercial entrance location shown on Sheet #2 of 6.
The appropriate land use permit may now be applied for to cover work within the Route 1320 right-of-
way. The permit is issued by this office and will require a minimum processing fee, surety bond
coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all plats of dedication
for drainage easements or additional right-of-way required for implementation of this proposed project
should be provided to VDOT prior to issuance of any land use permits. Dedication should be made to
the Commonwealth of Virginia.
A preconstruction conference is to be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time.
VDOT will also require 48 hours notice for inspections.
Once satisfactory application has been made, a permit will normally take approximately thirty days to
process and issue. Should you have any questions, do not hesitate to call.

A VDOT review has been completed on the preliminary site plan dated
December 2, 1998 for the referenced project. Our comments are as follows and as
shown in red on the plan sheets:
Sheet 1 of 6
1. Please refer to Trip Generation Data comments offered in recent review on the
Crider & Shockey site plans.
Sheet 2 of 6
2. The desirable condition for establishing the location for entrances on opposite sides
of VDOT facility is to align the centers of entrances directly opposite each other to
diminish conflicts between entering vehicles. A VDOT exception may be granted for
the proposed north entrance on this site due to the existing stream location.
3. The provision of a 12' lane with CG-6 is appropriate VDOT criteria for this site.
4. Sight distance, radii, width of the entrance and provision of erosion control stone
should be shown at the northern entrance. Please take note of drainage flow arrow
on the existing quadruple 6'x4' box culvert. The direction of drainage flow should be
shown especially when construction contours do not illustrate flow channels.

5. The VDOT pavement replacement (Trench & Bedding, Figure 1) shown on Sheet 3
of 6 should be replaced with current treatment and detail drawing. See copy
attached to plan sheet.

I have had the opportunity to review the above referenced site plan resubmitted to our department
on January 7, 1999. Please ensure that previous comments 1, 2, and 4, in addition to the following
comments, are addressed prior to resubmitting this site plan:
1) Please ensure that the subdivision/boundary line adjustment is recorded to allow for final
approval of the site plan. In addition, please show the location and dimensions of all required
setbacks and yard areas on the site plan.
2) Please provide a description on the site plan that includes the sign regulations for this site
(similar to the Crider Shockey site plan).
3) Please extend the sidewalk along the length of the row of parking spaces that face the
building. A marked copy of the plan is enclosed for your information.

Dear Gary:
I have had the opportunity to review the above referenced site plan resubmitted to our department
on December 3, 1998. The following comments, in addition to those marked on the enclosed plan,
need to be addressed during the revision of this site plan:
1) Please clarify the location map. Roads in the vicinity of the project should be identified.
2) Please correct the spelling of Stonewall in the title block of the cover sheet.
3) Please provide all of the property information for this parcel. Any subdivision or boundary line
adjustment associated with this parcel must be approved and recorded prior to final site plan
approval. The metes and bounds of the parcel being developed must be shown on the plan as
should the acreage of the parcel, and the location and dimensions of all required setbacks and
yard areas. Please ensure that the surveyed description and acreage of the property are
consistent with the approved subdivision or boundary line adjustment.
3) Please show the location, height, and dimensions of any signs that will be used on the
property. If none are planned at this time, please provide a description on the site plan that
includes the sign regulations for this site.
4) Please show the location of any outdoor trash receptacles and details of the structure required
to enclose the receptacles and the compactor.
5) Please provide the F.A.R. calculations for this facility.
6) Please align the proposed truck driveway with the access driveway to the Southeastern
Container facility. By achieving this alignment, you also have the ability to shift the building
to the south which would result in a more desirable alignment to the automobile parking area.
You would also potentially gain additional distance from the guard rail guarding the existing
culverts. The potential property boundary line shown in the vicinity of the truck entrance is

culverts. The potential property boundary line shown in the vicinity of the truck entrance is
undesirable as it appears to create a lot that is extremely thin and potentially undevelopable.
7) The proposed access easement must be recorded prior to final site plan approval.
8) Please include the calculations for the office space within the parking calculations. In addition,
the calculations state that 180 parking spaces are provided when it appears that only 179 are
provided. Please revise the numbers on the plan accordingly.
9) Please consider relocating several of the trees as marked on the plan. This will achieve the
required spacing around the parking lot and also enhance the appearance of the site from the
road right-of-way.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for
my review. Once I have verified the information contained on the revised site plan, I will need all
approved review agency comment sheets and five copies of the final site plan for approval. Comment
sheets are required from the following agencies: the Virginia Department of Transportation, the
Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick
County Engineer, and the Frederick County Fire Marshal.

In accordance with your request dated December 1, 1998 you are given permission to install a temporary
construction entrance at the referenced location. This letter is to be considered your permit to do so. The
following provisions will be required:
• Install at the west proposed entrance.
• Work area protection signage is to be in accordance with the current Work Area Protection Manual
while working on the right-of-way.
• All work on the right-of-way is to be confined to the temporary entrance location only.
• A minimum 6" depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width will be required.
It is to be placed from the edge of pavement and extended back onto private property far enough to
prevent the carrying of mud onto the roadway.
• Positive drainage is to be maintained within the right-of-way at all times.
• A wash rack will be required.
• Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this
entrance will be repaired by you to our satisfaction.
• This permit is being issued for 180 days.
• All work is to be completed in accordance with the enclosed Virginia Erosion c& Sediment Control
Handbook. Specification 3.02.
• The entrance is to be installed ai the location shown on the site plan prepared by Greenway
Engineering dated September 30, 1998.
The Department of Transportation will not be held liable for suit should such result from this operation
nor is it granting permission to grade on the property of others or disturb underground utility lines. If the
above listed items are not followed this permit may be revoked.
