The checklist below indicates all the information1hat needs to be -submitted as part of the site plan
application. All required information must -be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Ron:
The Frederick County Department of Planning and Development administratively approved the revision of
the above -referenced site plan on August 16, 1999. This revision, which provides for the phased completion
of the parking lot in correspondence with future building expansion, meets all County requirements for
development within the M1 (Light Industrial) Zoning District. Specifically, the installation of curb and
gutter as well as an evergreen hedgerow consisting of forty (40) plants will accompany Phase H
development. Furthermore, the revised site plan stipulates that an evergreen hedgerow consisting of
eighteen (18) plants will be provided adjacent to the Shady Elm Road right-of-way. Such screening is
required for completion of the Phase I parking area and will be installed during Phase H construction. The
provision of this hedgerow as well as a 225- foot section of curb and gutter have been bonded to ensure
completion of the Phase I parking lot in the event that Phase H development does not occur within three (3)
years of occupancy.
It is important to note that the bond posted by the applicant for completion of the Phase I parking lot is valid
for one (1) year. Therefore, the bond will require renewal prior to its expiration date to ensure its provision
in conformance with the revised site plan.
I have provided you with several copies of the revised site plan. Please forward these approved plans to
the owner and advise the owner to maintain a copy for their files.

I've enclosed a copy of revised sheet 2 and 3 of the Dawson Site Plan. Two changes have been made.
1. We've deleted the shrubs in front of the building and place 18 shrubs (36" high) between the drive aisles
on the south side of the building and Route 651. These shrubs will need to be installed prior to a building
expansion (Phase 2).
2. We've deleted two trees. Our calculations indicate that 38 trees are required. This plan provides 38 trees.
If these changes are acceptable call and let me know how many copies of the revised plan you require. Please
let me know if you have any questions.

Mr. Dawson has directed us to correct our Site Plan for the Dawson Industrial Park. Currently the plan reflects
two phases of parking. Concrete wheel stops are provided to restrict access to the Phase II parking lot during
Phase I occupancy. We would like to defer the installation of the Phase II lot curb and gutter, until that portion
of the lot is constructed. We've revised a note on the plan sheet 3 which indicated all curb and gutter would be
installed in Phase I.
Mr. Dawson indicated he has discussed this with you. We would appreciate your approval of this plan. If you

Dear Ron:
I have reviewed the proposed revision to the above -referenced site plan, which was submitted to this
office on June 21, 1999. Following careful consideration, it has been determined that the provision of
curb and gutter for the remainder of the Phase II parking area may be deferred pending construction
of the corresponding building section. However, to facilitate approval of this revision, the following
comments must be addressed:
1) On the site plan, please adjust the phase boundary within the parking area to reflect the ten (10)
spaces installed with Phase I development that were initially included within the Phase II
section. The concrete wheel stops shown along the phase boundary should be relocated to
correspond with this modification. Furthermore, please correct the information stated in the
Project Summary table to accurately indicate the number of parking spaces provided with each
phase of development.
2) A bond or irrevocable letter of credit must be obtained to ensure completion of the Phase I
parking area should Phase II construction not occur within three (3) years of the date of initial
occupancy (June 21, 1999). Specifically, such completion would entail the installation of curb
and gutter along the unfinished boundary of the Phase I section, which is currently delineated
by temporary concrete wheel stops. Please modify the note on the site plan regarding the
completion of the Phase II parking area to reflect this requirement.

Developer, or his agent to comply with said ordinance as a condition of the approval of the
subdivision or site plan to the satisfaction of the Zoning/Subdivision Administrator."
We hereby engage with drawers, endorsees and bona fide holders that all drafts drawn in compliance
with the terms of this credit shall be duly honored upon presentation and delivery of the above
documents. This Irrevocable Letter of Credit shall remain in full force and effect for a minimum
of one (1) year from the date hereof and shall be automatically extended for additional terms of six
(6) months from the present or future expiration dates, unless sixty (60) days prior to such date or
dates, the above named bank or financial institution issuing the instrument, notifies the County in
writing by certified mail, that they elect not to renew the instrument for such additional period.
During the last thirty (30) days while this Letter of Credit is in force and effect after notice of
termination has been given, the County may draw up to the full amount of the sum when
accompanied by a document stating that

Dear Steve:
The Frederick County Planning Department administratively approved the above referenced site plan, #060-98, on December 8,
1998. This site plan, for the ultimate development of a 2 1,682.5 - square- foot office facility, meets all County requirements for
development within the MI (Light Industrial) Zoning District. The proposed office building will be constructed in three phases,
the first of which will involve 11,182.5 square feet of floor area with the final two phases each involving 5,250 square feet of floor
area. The site plan also includes the provision of perimeter parking lot landscaping that consists of both shade trees and
hedgerows.
The site plan further allows for the phasing of the required parking spaces for the site, which will total ninety-five (95) upon
completion of all phases of office development. Specifically, the site plan calls for parking spaces to be provided in two distinct
phases that cocresporrd generally to the phased construction of the office building. However, the plan notes that the curb and gutter
necessary to accommodate both phases of parking will be installed as part of phase one to include the placement of concrete wheel
stops along the boundary between the two phases. These wheel stops are intended to restrict access to the unfinished phase two
parking area and will be removed upon ultimate completion of all phases of site development.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise
the owner to keep an approved copy for their files and maintain an approved copy on the construction site. Once the site
development has been completed, the owner should contact this office to schedule an on -site inspection.

This is to acknowledge receipt of your revised plans dated November 17, 1998 for the
referenced project. The plans appear satisfactory and are approved. Please advise the
developer accordingly.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the
attendance of the contractor, various County agencies and VDOT prior to initiation of
work.
• Materials used and method of construction shall apply to current observed VDOT Road
& Bridge Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist
such that additional measures are warranted, such measures shall he completed to the
satisfaction of the Department prior to inclusion into the Secondary Road System.
• Attached is a copy of the minimum requirements and information needed prior to
acceptance of subdivision streets into the Secondary System. This is the responsibility
of the developer.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the
street to a pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the
State's right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.

• Private entrances will be installed in accordance with the approved plans. This is the
developer's responsibility.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum
standards. This is the developer's responsibility.
• 1 suggest any utilities and/or storm sewer placed within the proposed right-of-way be
backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility
of any pavement settlement.
• A copy of any/all plats of dedication for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior
to issuance of any land use permit. Dedication should be made to the Commonwealth
of Virginia for additional Route 651 right-of-way.
• A copy of any/all plats of dedication to public use (the County of Frederick) for drainage
easements and Dawson Drive right-of-way required for implementation of this proposed
project should be provided for VDOT review prior to issuance of any land use permit.

I have had the opportunity to review the above referenced site plan submitted to our department on
September 29, 1998. The following comments are offered and should be addressed during the revision
of this site plan. I have also marked the enclosed plan for your use.
1) Please provide the address and phone number of the developer.
2) Please ensure that the engineer certificate is signed and dated upon submission of the final site
plan.
3) Please provide the use, zoning, and Property Identification Number (PIN) of the adjoining
properties located across the Route 37 right-of-way.
4) Please ensure that all of the information pertaining to the lot that is proposed to be subdivided
is accurate and consistent with the forthcoming subdivision application. As formal subdivision
has yet to occur, each lot shown within the original 26.45-acre parcel should be identified as
a "proposed lot." Please be aware that the Dawson Industrial Park Master Development Plan
(MDP) must be approved prior to any additional development on this 26.45-acre site.
5) Please ensure that all setback dimensions are clearly delineated on the site development plan
(page 3 of 9) in correspondence with the provided setback location lines. Please state the
provided rear setback in the project summary on page 2 of 9. Additionally, the setbacks shown
on the site plan must be revised to accommodate the boundaries of proposed Lot IA. Inclusion
of these setbacks may impact the configuration of the parking area and access way located
adjacent to this .0278-acre parcel.
6) Please extend the sidewalk to the dumpster area located near the northwest property line.
Furthermore, please clarify the location of any secondary building entrances and provide
pedestrian connections between such access points and the sidewalk.

7) Please provide a statement indicating that all signs installed on the property will comply with
the requirements of the Frederick County Zoning Ordinance.
8) Please ensure that all lighting is controlled to prevent glare beyond the lot line. A statement to
this effect should be included within the plan.
9) Please include a detail of the proposed dumpster enclosure within the plan.
10) Please provide the height of the building additions intended for Phases 2 and 3 of this project.
11) Please refer to the comments of the Fire Marshall regarding the location and nature of fire
lanes, fire hydrants, and all other facilities necessary to meet Fire Code requirements.
12) Please provide an example of the complete dimensions for both a standard and handicapped
parking space. Also, please provide a similar detail for the handicapped ramps proposed near
the front entrance of the building.
13) The intent to phase construction of the parking area for this use is noted on the site plan. It is
essential that the initial phase of the parking lot be developed in conformance with all applicable
requirements governing parking lot design, to include the provision of curb and gutter along
its perimeter. Also, the limits of the Phase 2 parking area shown on the site plan should be
revised to accommodate circulation through the parking area and to ensure access to the
dumpster area. The northwest entrance should be provided at this time. Please ensure that
such modifications are included on the site plan.
14) Please increase the number of landscape plantings along the perimeter of the parking area to
ensure the provision of shade trees at the required interval of one (1) per every forty (40) feet.
Specific attention should be given to the landscaped area between the side of the building and
the parking area adjacent to Dawson Drive, which exhibits a significant interruption in the
provision of shade trees along the proposed sidewalk. Furthermore, please provide the
required evergreen hedgerow along the perimeter of the parking area adjacent to both Dawson
Drive and Route 651 (Shady Elm Road). Such landscaping is necessary to mitigate the impacts
of headlight glare on public roads and adjoining properties. This hedgerow must be 36 inches
in height at the time of planting and located four feet on center within the required setback area.
Please revise the planting schedule accordingly. Landscape screening of the proposed pump
station should also be incorporated into the plan from the perspective of the adjoining right-of-
way. The provided interior parking lot landscaping should be stated in the project summary
on page 2 of 9.

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of

Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.

Upon review of the subject erosion and sediment control plan, we offer the following
comments:
1. Sheet 1 of 2
The stormwater calculations provide the sizing of drainage ditches located within
the site. Indicate the location of these ditches on the plan to allow for proper
installation.
2. Indicate that inlet protection is required for all culverts, curbs and drop inlets. You
have provided the necessary details on sheet 2 of 2.
3. Provide details and sizing of the outlet protection required for each culvert. Place a note
indicating outlet protection at the outfall of the stormwater pond.
4. Provide a drainage map which delineates the pre and post -developed drainage
areas so that we can complete our review of the stormwater calculations. Indicate
whether the proposed stormwater pond is designed to serve as a regional facility
for all future development of the industrial park. Also, clarify what the total two -
and ten-year post -developed run-offs are that flow to the existing 42 inch CMP
located under Route 651 considering the routing of the stormwater pond and the
drainage area that does no drain into the pond.
5. Provide calculations indicating the design of the sediment basin and the drainage
area which flows to the temporary sediment trap.

6. It will be necessary to obtain a temporary construction entrance permit from the
Virginia Department of Transportation (VDOT) prior to approval and issuance of
a land disturbance permit. Provide a copy of this permit to our office.
7. Upon completion of the stormwater pond, it will be necessary to submit engineered
compaction reports for the associated berms to ensure that the pond was constructed in
accordance with the specifications indicated on the approved plan
8. Revise the contours at the outlet of the stormwater pond to promote positive drainage to
the existing 42 inch CMP.
Once these comments have been addressed, submit two copies of the erosion and sediment
control plan and drainage calculations for further review. As a reminder, there is no approved site
plan for the project at this time and all site work is being performed at the risk of the owner. All
agency comments will need to be addressed at the time of the site plan submittal.

As requested, I have reviewed the County's master development plan archives to determine the status of
the above referenced parcel. This 26.45-acre parcel owned by C. Bruce Dawson is currently zoned M-1,
Light Industrial District, and is not part of the acreage associated with an approved master development
plan.
The Frederick County Zoning Ordinance requires Mr. Dawson to obtain master development plan
approval prior to subdivision or development on this 26.45-acre tract. It is my understanding that your
firm is working with Mr. Dawson to initiate a site development plan for the American Woodmark
Corporation on a portion of this tract. In order to keep this project on the fast track, Frederick County
will allow for the review and approval of a site development plan for this project with the understanding
that a master development plan will be prepared and filed with the county for approval prior to the
issuance of any occupancy permits for the American Woodmark Project. A new master development
plan will need to be developed for the entire 26.45-acre tract, reviewed by all appropriate agencies, and
approved by the Planning Commission and the Board of Supervisors.
