This project has been shut down for a number of months due to financial related issues. We believe the solution to these issues is now in hand and we should be able to restart construction within the next 30 days. However, because of the current demands on the paving industry our site contractor, E. R. Neff, has been unable to contract with a paving contractor to pave the parking lot and entrance. We do not expect they will be able to complete this portion of the site work before the plants close for the winter. Therefore, the building could be completed before the paving and the landscaping is completed. In order for us to open and operate under our license we must provide the Department of Social Services an unconditional Occupancy Permit from the County. We believe it is in every ones interest to complete the building as soon as possible, however if we can not open for business until the paving is completed next spring, then it may make sense to delay restarting the project until early spring of 2002. ern i irr . ,. This office recognizes that a section of the six-foot berm has been placed approximately 15' closer to the building than delineated on the site plan. However, the slight shift on the southern end of the berm does not preclude the effectiveness of the berm element. The intent of the ordinance to provide a full screen with a 100' distance buffer is still accomplished. Ruddy County of Frederick Dept. of Planning & Development 107 North Kent Street Winchester, VA 22601 Re: Landscaping — Site Plan for TM 75 — ((A)) — 104F Dear Mice, Our site plan calls for a number of Littleleaf Boxwoods in 36" containers. Most of these plantings are between our parking lot and our building. Various local landscaping companies have indicated to me that this species of plant is extremely difficult to obtain and is not likely to be available in 36" heights. Additionally, we think our engineers erred in suggesting that any screening be placed between the parking lot and the building. We would like your approval to do the following: • Delete the boxwoods between the parking lot and building (marked in yellow on the attached plan). Instead, we will install foundation plantings close to the building next Spring after the base building structure is up and before we open for business. • Substitute the 36" boxwoods with another evergreen variety shrub, such as a yew or holly, in those areas away from the building (marked in blue on the attached plan). We believe these changes will accomplish (1) the County's desire for screening headlights at a more reasonable cost and availability of product and (2) allow us to have more attractive landscaping at the front of our building. If this is agreeable to you please sign off below and fax me back a copy of this letter at 540-364- 4900. Thanks for your time and help. Regards, SEEN AND AGREED: ell Richrd D. 0 1 Michael T. This site plan, for the construction of a 22,1468-square-foot, 36-unit, assisted living facility, meets all County requirements for development within the RP (Residential Performance) Zoning District. The site plan also calls for the installation of both a residential separation buffer and a road efficiency buffer, the construction of the initial section of Spanish Oak Road, and the provision of twenty-one (2 1 ) parking spaces and parking lot landscaping. Conditional Use Permit 9003-98, permitting this use, was approved on 9/9/98. More recently, Subdivision #24-99, creating the 4.2-acre parcel on which the facility is located was finalized. I have provided you with several copies of the approved site plan. Please forward two copies to the owner and advise them to keep an approved copy for their files and maintain an approved copy on the construction site. Once the site development has been completed, the owner should contact this office to schedule a final site inspection. Please contact me if you have any questions regarding this letter. This letter is offered in summary of our meeting and to clarify the outstanding issues that need to be addressed during the revision of this site plan: 1) As you are aware, The subdivision and recording of this parcel must occur prior to final approval of the site plan. 2) Please provide a listing of the conditions of CUP #003-98 in the project information, a sheet depicting the floor plan of the facility, and the cost estimate for the construction of the road and sidewalk that you indicated was attached with the submission. 3) Please show the sidewalk extension along with the extension of Spanish Oak road to the limits of this property. 4) Please increase the number of tree plantings and revise the planting detail as discussed. Currently, 189 tree plantings are proposed. Based upon the distance we had identified, 249 trees are required within the buffer areas. 5) Please clarify the provision of open space within this development and the associated development of Tasker Road - Land Bay One. As we discussed, the amount of open space provided should be consistent with the MDP and should be located outside of individual parcels in a parcel owned and maintained by the developments Homeowners Association. In revising the plan, be careful not to compromise the number of proposed residential lots within the remainder of the Autumn Glen development. The open space internal to the America House Facility should be accounted for separately and should be a minimum of 30 percent. Alternately, it may be feasible to ensure access to open space on the America House site, through the use of open space easements, for the use of the Autumn Glen development. 107 North Kent Street - Winchester, Virginia 22601-5000 "L • Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my review. We reviewed both ITE classes, 252 and 253. From the descriptions in tine mallual, it seems that class 252 is the most appropriate for the proposed use. 2. A pedestrian easement has been added to accommodate the CG-12's at the intersection of Spanish Oak Road and the proposed site. 3. Sight distance is now shown as indicated. 4. Right turn lane and taper improvements have been added as specified. 5. The ecisting culverts have been identified as requested. 6. A half section detail has been added for the right tun lane on Tasker Road. A full typical section is now shown for Spanish Oak Road and pavement design work sheets are attached to this memo that support the design as shown. 7. Details for the various drainage structures and types of curbing are now included. The following comments, in addition to those marked on the enclosed plan, need to be addressed during the revision of this site plan: 1) Please provide a listing of the conditions of CUP #003-98 in the project information. 2) Please correct the spelling of Opequon in the title block of the cover sheet and include the `site plan valid for 5 years from date of approval' statement in the approval block. 3) Please provide all of the property information for this parcel in anticipation of the subdivision of the parcel. This is to include PIN, acreage, and zoning. The subdivision and recording of this parcel must occur prior to final approval of the site plan. Please ensure that the surveyed description, acreage, and metes and bounds of the property are consistent with the approved subdivision plat. 4) Please provide the property information for the parcels located across the Route 642 right-of- way. 5) Please update the property information to include the number of residential units and density for this development. Also, it would be desirable to include an additional sheet showing the floor plan of the facility. 6) Please extend and modify the sidewalk internal to the site as marked on the attached plan. 7) Please show the detail of the structure required to enclose the trash receptacles. 8) As part of the subdivision, Spanish Oak Road is to be designed and built, or bonded, to the 107 North Kent Street - Winchester, Virginia 22601-5000 Site Plan Review - America House Page 2 February 5, 1999 limits of the subdivided property. The design of Spanish Oak Road to the limits of the property should be shown on this site plan. If Spanish Oak Road is bonded as part of the subdivision, the development of the assisted living facility would only require the completion of the road to a point beyond their entrance consistent with the current design. Prior to any additional development along Spanish Oak Road, the remainder of the road must be constructed. 8) Please increase the number of plantings in the landscape screen to meet the three trees per ten linear feet requirement. The detail should be revised accordingly. In addition, the separation of the landscape plantings should be increased to a minimum of ten feet to promote a healthy growing environment. The plantings could be dispersed throughout a landscaped area that is greater than ten feet in width. It would be appropriate to increase the number of plantings in the vicinity of the gaps where the berm is lower to meet the intent of the full screen. 9) Please revise the plant schedule to clarify the size as a minimum size at the time of planting. Also, the size of the White Pines should be increased (4-6' minimum height at planting). This is the desirable minimum size for all buffer plantings. In addition, please replace the Bradford Pear with another variety of pear tree, preferably Aristocrat or Callery Pear. Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my review. Once I have verified the information contained on the revised site plan, twill need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal. Sheet 2 of 5 Stormwater run-off along the northern end of the site drains to an existing 24 inch RCP culvert located under Tasker Road. Through development of this site, an increase in stormwater run-off will occur within this drainage area. Determine the pre and post -developed run-off for this drainage area. If an increase of more than one CFS for a two or ten- year design storm is determined, stormwater management may be required. 2. Sheet 3 of 5 Place a note on the plan indicating that a land disturbance permit will be required prior to commencing any site work. 3. The construction entrance needs to include the installation of a wash rack. 4. Designate the numbering of the sediment traps on the plan . Once these comments have been addressed, submit two (2) copies of the site plan for further review. 107 North Kent Street - Winchester, Virginia 22601-5000 0 11 American House Page 2 December 9, 1998 If you have any questions, do not hesitate to contact me.
