Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on March 10, 1999. This site plan, for the expansion of the Kraft Foods, Inc. parking lot,
meets all County requirements for development within the M 1 (Light Industrial) Zoning District. Specifically,
the site plan delineates the addition of eighty-two (82) parking spaces to include one (1) additional handicapped
space adjacent to the facility's existing parking area. The site plan also includes the provision of perimeter
parking lot landscaping that consists of both shade trees and evergreen hedgerows.
I have provided you with several copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

Dear Steve:
I have had the opportunity to review the above referenced site plan submitted to our department on
December 3, 1998. The following comments are offered and should be addressed during the revision
of this site plan. I have also marked the enclosed plan for your use.
1) On the cover sheet, please provide the name, address, and phone number of the developer.
2) Please state the parking lot setback requirements for the M1 Zoning District on the notes and
legend sheet and ensure that these setbacks are clearly delineated on the site plan.
Furthermore, the building setback line shown adjacent to West Brooke Road (Route 1320)
should be modified from twenty-five (25) feet to the correct requirement of seventy-five (75)
feet on the existing conditions sheet.
3) Please extend the sidewalk that is shown terminating just beyond the handicapped space to the
end of the south row of proposed parking spaces. It is recommended that this extension consist
of a four (4)-foot concrete sidewalk.
4) Please ensure that all lighting is controlled to prevent glare beyond the lot line. A statement to
this effect should be included within the plan. Furthermore, please include specifications of the
outdoor lighting fixtures identified on the site plan.
5) Please identify the state route numbers applicable to both Park Center Drive and West Brooke
Road on the site plan.
6) Please correct the calculation regarding the parking requirement for the 21,500 square -foot
office facility on the notes and legend sheet. The number of required parking spaces for this
use should be eighty-six (86) rather than one hundred (100). The total number of required
parking spaces should be adjusted to reflect this correction. Furthermore, please provide a
breakdown of the total number of spaces provided for the facility. Such a breakdown should
delineate both the number of existing spaces and the number of spaces proposed as part of this
expansion.

7) Please state the required number of handicapped parking spaces for the subject site, as well as
the number provided through both previous development and the proposed expansion. The
location of all existing handicapped spaces should be shown on the existing conditions sheet.
8) Please increase the number of landscape plantings along the perimeter of the expanded parking
area to ensure the provision of shade trees at the required interval of one (1) per every forty
(40) feet of parking spaces. Specific attention should be given to the area located between the
existing parking area and the proposed expansion lot, which does not include any vegetation.
It is recommended that shade trees be planted along the requested sidewalk extension to
provide adequate shading for the parking spaces immediately adjacent to this area. As the area
in question constitutes a significant drainage -way, it may be necessary to modify the grading
of this area to accommodate both the sidewalk and landscape plantings. Furthermore, please
change the height of the boxwood shrubs identified in the plant schedule from one (I) -foot to
the required three (3) feet. The three-foot height is necessary to adequately mitigate the impact
of headlight glare on adjacent properties and rights -of -way.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County'
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.

' The purpose of this project is to construct additional parking
to accommodate the increased parking requirements for the interior
building renovations. The site is located in the Fort Collier
' Industrial Park, west of the intersection of Park Center Drive and
West Brooke Road.

Existing Site Conditions
The site consists of 19.98 acres and slopes from the west to
the east. The site currently consists of a manufactu.ring facility,
on -site parking lot and loading dock, stormwater management
facility, and associated underground utilities. Existing drainage
ditches convey stormwater runoff along the east, west, and south
sides of the site to the stormwater management pond located in the
southeast corner of the site.
Adjacent Areas
This site is bordered on the north by existing train tracks
with a vacant drive-in movie theater and Moore's lumber yard on the
north side of the train tracks. To the east, the site is bordered
by Park Center Drive with a vacant lot and Green Bay Packaging,
Inc. Manufacturing facility on the east of Park Center Drive. West
Brooke Road borders the site to the south with a vacant lot to the
south of West Brooke Road. The property is bordered to the west by
a vacant lot.
Pre -Devel amen t Runoff
The pre -development peak runoff was determined for the 2, 10,
and 25 year storms, using TR-55. The adjacent undeveloped areas
consist of a mixture of brush, weeds, and grass. We will assume
that the Kraft site consisted of similar ground cover prior to the
initial development of the site. Based on the existing topography,
it is assumed that 19.11 acres of the pre -developed site will flow
to the point where the stormwater management pond discharges.
Included in the 19.11 acres is 1.77 acres of VDOT right-of-way, and

railroad property. Computer print-outs for the pre -development
' runoff calculations are located in Appendix A. A summary of the
pre -development peak runoff follows:

10 Year storm = 19 cfs
' 25 Year storm = 26 cfs
Allowable Pond Discharge
' The allowable discharge from the stormwater management
facility is the pre -development peak runoff.
Post -Development Detained Runoff
' The post -development peak runoff was determined for the 2, 10,
and 25 year storms in the same method as the pre -development
runoff. Based on the existing site conditions and the proposed
' design for the parking lot expansion, the same 19.11 acres of the
site will be detained. The ultimate development of the site will
' consist of 10.62 acres of pavement or building, 0.25 acres of
gravel, and 8.24 acres of lawn. Computer print-outs for the post -
development detained runoff calculations are located in Appendix B.
' A summary of the post -development peak runoff follows:
2 Year storm = 28 cfs
' 10 Year storm = 55 cfs
25 Year storm = 68 cfs

Stormwater Routin
The stormwater routing was performed using the Pondpack
' computer program by Haestad Methods, Inc. Routing was performed on
the existing outlet structure which consists of a 15 inch inlet
' pipe in addition to a 4 foot square outlet box with 4 orifices.

KRAFT FOODS, INC. PARKING LOT EXPANSION
FREDERICK COUNTY, VIRGINIA
TRIAD PROJECT NO. CD-025
Project Description
The purpose of this project is to construct two additions
parking lots to support the increased parking requirements of the
renovated building. The two parking lots will be on either side of
the truck drive. The site is located west of the intersection of
Park Center Drive and West Brooke Road.
Existing Site Conditions
The site consist of the existing Kraft Foods, Inc.
Manufacturing facility. The areas where the new parking lots are
to be constructed consist of open space. The site slopes gently
from the west to the east. An existing drainage ditch and storm
sewer culverts convey the stormwater runoff to the existing
detention pond.
Adjacent Areas
This site is surrounded on the north and east by Park Center
Drive and West Brooke Road respectively. The property to the north
of Park Center Drive consists of a vacant lot and the Green Bay
manufacturing facility. The property to the east of West Brooke
Drive is vacant. A vacant lot exists to the south to the Kraft
Foods, Inc. site. The property is bordered on the west by the CSX
railroad. To the west of the railroad is Moores Lumber Yard and
the abandoned Dirve-In Movie Theater.
Soils
The area of proposed construction is situated within the
Opequon-Chilhowie silty clay, very rocky (33C) soils according to
the Soil Survey of Frederick County, Virginia published by the U.S.
Department of Agriculture, Soil Conservation Service. This soil is
found on narrow to moderately broad, convex valley sides. The

slopes for this soil type range from 3 to 15 percent.
Typically,
the surface layer of Opequon soil is a dark yellowish
brown silty
rclay
loam about 3 inches thick. The subsoil is brown
silty clay
loam and reddish brown clay to a depth of about
15 inches.
'
Limestone bedrock is at a depth of about 15 inches.
Typically, the surface layer of Chilhowie soil
is a dark
yellowish brown silty clay loam about 7 inches thick.
The upper
'
part of the subsoil is a brown clay to a depth of about
12 inches.
The lower subsoil is a dark yellowish brown clay. The
substratum
'
is yellowish brown very channery silty clay to a depth
of about 27
inches. Limestone bedrock is at a depth of about 27 inches.
' The soil type is shallow to moderately deep, gently to
strongly sloping, and well drained. The permeability rate of the
soil is 0.2 to 2.0 inches per hour. The erodibility factor (K) is
' 0.32, the hydrological group is C and the depth to the high water
table is greater than 6 feet.
iCritical Areas
Due to the relative flatness of the site, the only apparent
area which may potentially will be the steep slope areas around the
perimeter of the parking areas.
Erosion and Sediment Control Measures
' Unless otherwise indicated, all vegetative and structural
erosion and sediment control practices will be constructed and
maintained according to minimum standards and specifications of the
' Virginia Erosion and Sediment Control Handbook. The minimum
standards of the VESCR will be adhered to unless otherwise waived
or approved by a variance.
Erosion and sediment control practices will be in place along
' the low side of all disturbed areas. These practices are to remain
in place and maintained until stabilization has been achieved on
the construction site.

' Structural Practices
' 1. Silt Fence Barrier (3.05)
' Silt fence sediment barriers will be installed down slope of all
graded areas and any topsoil stockpile area to filter sediment -
laden runoff from sheet flow as indicated on the Erosion and
' Sediment Control Plan.
3. Culvert Inlet Protection (3.08)
' Culvert inlet protection will be installed around the existing
culverts that may receive sediment laden runoff from the
' construction areas. Sediment -laden runoff will be filtered before
entering the storm sewer culvert.
Management Strategies
1. Construction will be sequenced so that grading operations can
' begin and end as quickly as possible.
' 2. The contractor will be responsible for the installation and
maintenance of all erosion and sediment control practices as
shown on the plans. Any additional erosion and sediment
' controls required by the Owner or the approving authority
shall be installed by the contractor.
' 3. After achieving adequate stabilization, or final site
stabilization, the temporary erosion and sediment control
measures will be cleaned up and removed. All areas of
deposited sediment and disturbed soil resulting from the
removal of temporary sediment control measures will be seeded
in accordance with the permanent stabilization measures as
' described below.

All disturbed areas are to be stabilized within 7 days after
the final grade is established. Stabilization will consist of the
following:
1. Scarifying the top two inches of the topsoil.
2. Adding pulverized agricultural limestone at a rate of 2
tons per acre.
3. Seeding according to the following permanent and temporary
seed mixtures.
4. Fertilizing with 10-10-10 fertilizer spread at a rate of
1,000 pounds per acre.
S. Mulching with straw at a rate of 1.5 tons per acre.
Permanent seeding shall be spread at a rate of 200 pounds per
acre and shall consist of the following seed mixture.

Maintenance
The contractor will inspect all erosion control devices daily
and after each significant rainfall. The following items will be
checked and any repairs made by the end of the day:
1. Silt fence barriers will be checked for undermining and
deterioration of the fabric. Fabric for silt fence will be
replaced promptly if the fabric has deteriorated or become
ineffective. Sediment deposits should be removed after each
storm event. Deposits must be removed when they reach
approximately one-half of the height of the barrier.
