The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Dear Mr. Quarles:
The Frederick County Department of Planning and Development administratively approved the above -referenced
plan on March 20, 2002. All requirements of the Frederick County Zoning Ordinance and Subdivision Ordinance
have been satisfied for this development. Furthermore, all relevant review agencies have provided their approval
at this time. The site plan is approved for the installation of a new 30,000 gallon propane tank on the above
referenced property. Below is a list of the primary improvements required for this development:
1) Widening of the entrance to at least 24 feet
2) 9' x 12' extension of the existing concrete pad/loading space
3) Delineation of the approved outdoor storage area
4) Construction of a 60-foot-long opaque fence to screen all outdoor storage
I am providing you with six copies of the approved site plan. Please forward these copies to the appropriate
representatives. Furthermore, be advised that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is complete, the
owner should contact this office to schedule an on -site inspection.

The site plan has been revised to address the concerns from the February 20, 2002 Comment Letter. The revisions include the
following:
Comment: Open Space. Please provide Open Space Calculations for the property. The required amount of open
space for an M2 property is 15 percent.
Response: The Open Space Calculations for the property have been added to the site plan and reflect the
property has 66.6 percent open space.
2 Comment: Loading Spaces. Please provide the location and dimensions of all existing and proposed loading
spaces. In addition, please provide the Loading Space Calculations.
Response: The Loading Space Calculations for the property have been added to the site plan and reflect that one
loading space is required. The existing 12' x 36' loading space is also shown on the site plan and will
be extended 9 feet to meet the required 12' x 45' loading space dimension.
3 Comment: Parking Calculations. Please adjust the parking calculations to reflect the warehouse (storage) use of
the property.
Response: The parking calculations have been revised to reflect a warehouse use which results in 6 required
parking spaces for the 6 drivers (employees) who park propane delivery vehicles on the lot. The plan
also has been revised to show 9 spaces have been provided which exceeds the requirement.
4 Comment: Proposed Parking. The Zoning Ordinance requires that any expansion of a nonconforming use
conform with today's standards. Therefore, you are not permitted to expand your parking area with a
gravel surface. All new parking areas must be paved with asphalt or concrete, with curb & gutter and
raised islands.
Response: The propane plant installation has been reconfigured so the existing gravel parking lot does not need
to be expanded. No new parking lot area is proposed. The only adjustment to the gravel lot will be to
extend the existing 12' x 36' concrete loading space by 9' to meet the current 12' x 45' loading space
requirement.

5 Comment: Approval Statement. Please provide a statement beside the Zoning Administrator Approval Line
which states that this site plan is valid for five years from the date of approval.
Response: The "This Site Plan is Valid for (5) Five Years from this date of Approval" statement has been added to
the Zoning Administrator Approval Block.
6 Comment: Lighting. Please provide a statement to the effect that all lighting shall be shielded and directed away
from adjoining properties. The required amount of open space for an M2 property is 15 percent.
Response: General Note number 10 has been added to the site plan and states "All outdoor lighting shall be
shielded and directed away from adjoining property".
7 Comment: Signs. Please provide the location of all existing signs. If no signs are proposed, provide a statement
to that effect. If advertisement is proposed, please provide a statement to the effect that all proposed
signs shall obtain a sign permit from the Department of Building Inspections.
Response: General Note number 11 has been added to the site plan and states "No signs exist on site and no
signs are proposed on site. A "Quarles" decal will be applied to the proposed propane tank. Decal will
be 20' x 109".
8 Comment: Outdoor Storage. The Zoning Ordinance requires that all outdoor storage be completely screened
from adjoining properties, roads and street right of ways. Furthermore, outdoor storage areas are not
permitted to be located in the front yard setback area. The outdoor storage area shown on the site
plan does not comply with either of these two requirements. Please change as necessary to comply.
Response: The storage area shown by the original plan reflects existing storage area. The area shall be modified
to 1) be located outside of the front yard setback, and 2) screened with approximately 60' of 6' tall
board on board opaque fence — fence installed at 75' front yard setback line
9 Comment: Travel Lane and Entrance. The Zoning Ordinance requires a 24 foot wide travel lane and entrance for
two-way traffic. The entrance shown on the site plan is only 22 feet, and a portion of the travel lane is
blocked by the outdoor storage and parking spaces. Please change the site plan as necessary to
comply.
Response: 1) The existing fence and gate will be modified to provide a 28' gate and 24' wide travel lane. No
additional pavement is needed to provide the required travel lane as the existing gravel is more than
24' wide. The existing gate is only 22' and will be replaced by the wider gate. 2) The outdoor storage
area has been relocated to clear the required 24' travel lane. 3) Three of the twelve parking spaces
shown by the original site plan have been eliminated to clear the required 24' travel lane.
I trust the site plan revisions described above adequately address the site plan review comments. Copies of the revised site
plan will be delivered to the City of Winchester and to the Virginia Department of Transportation. Comments from these
agencies will be delivered to you when received. Please contact me if you need additional information.

Dear Mr. Quarles:
I have reviewed the site plan that you submitted to our department for the proposed 30,000 gallon
propane tank at the above -referenced property. There are a variety of things that must be changed
on the site plan prior to approval. Please review the comments listed below and prepare a revised site
plan which adequately addresses all of our concerns. I am providing you with a red -lined copy of
the site plan to illustrate Staff s comments.
Review Comments:
1) Open Space. Please provide Open Space Calculations for the property. The required
amount of open space for an M2 property is 15 percent.
2) Loading Spaces. Please provide the location and dimensions of all existing and proposed
loading spaces. In addition, please provide the required Loading Space Calculations
3) Parking Calculations. I do not understand why you have calculated the required number
of parking spaces using the standard for retail uses. For the purposes of parking, the use of
the subject property appears to be best classified as a warehouse (storage). If you are not in
agreement with this, please explain your reasoning. Otherwise, please adjust your parking

Frederick County Fire Marshal; the City of Winchester; the Frederick County Sanitation Authority
(if applicable); and the Virginia Deparment of Transportation.
