Department of Planning and Development will review the application to ensure that it is complete. If

I am with Toan and Associates and we built a building in Stonewall
Industrial Park last year. The building is located at 141 Lakeville Circle,
Winchester, VA 22603. We had to put up a bond because we did not asphalt
the back and side area of the building. As of Sept. 15, 2003, that work has
been completed by APAC-Atlantic, Inc. and we now request a release of the
bonding. I understand that someone from your office must inspect prior to
the release of the bond and I am requesting that this be done.

Dear Austin:
The Frederick County Department of Planning and Development administratively approved the above -referenced
plan on April 1, 2002. The site plan is a revision of Site Plan #20-98. It is approved for a 36,500-square-foot
building on a vacant lot in the Stonewall Industrial Park. The new building is planned to be broken down into
five warehouse units consisting of 34,225-square-feet and one office unit consisting of 2,275-square-feet. The
primary improvements associated with this development are listed below:
1) Construction of a 36,500-square-foot warehouse and office building
2) Construction of a parking lot with curb and gutter
3) Construction of a paved loading area
4) Planting of nine (9) Red Maples
5) Construction of a commercial entrance off of Lakeville Circle
6) Installation of three fire hydrants with protective bollards around them
7) Construction of a rear access lane (not to be used as a loading area)
I am providing you with five copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection.

Building shall comply with The Virginia Uniform Statewide Building Code and Sections 311,
Storage and 304, Business of the BOCA National Building Code/1996. Other Code that applies is
CABO Al 17.1-92 Accessible and Usable Buildings and Facilities.
HC parking shall have a min.8' wide parking and 8' wide unloading van accessible space. All
required egress from the buildings shall comply with CABO Al 17.1-92 ( can utilize area of refuge
on landing at rear exists provided stairway is 4' between rails.
Note the fire wall requirements in section 707 between areas if Height and Area limitations are
not met for the type of construction under table 503 of BOCA.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of BOCA shall apply to this type of structure.

way required for implementation of this proposed project should be provided to VDOT prior
to issuance of any land use permits. Dedication should be made to the Commonwealth of

I have had the opportunity to review the above -referenced site plan that you recently submitted for review
and approval. Please prepare a revised site plan which adequately addresses all of my comments listed
below. I ani providing you with a red -lined copy of the site plan to assist you. The numbered markings
on the site plan should correspond to staffs comments listed below.
Review Comments:
1) Magisterial District. The subject development is no longer located in the Gainesboro
Magisterial District. It is now part of the Stonewall Magisterial District. Please make the
necessary corrections.
2) Loading Areas. Please provide the location and dimensions for all eight (8) proposed loading
spaces and their associated maneuvering areas.
3) Pavement Detail. The Frederick County Zoning Ordinance presently requires that all loading
areas be paved with concrete or bituminous concrete and have curb and gutter. A gravel surface
(8"-21-13) is not sufficient. Please provide curb & gutter and an appropriate surface material for
all loading areas. You may provide a statement to the effect that curb and gutter will not be
required if the pending text amendment proposal is approved by the Board of Supervisors.
However, if this proposed text amendment fails, curb and gutter is required for loading areas.
4) Phasing. If the development will be built in phases, please provide this information. The plan
currently shows the development in only one phase.
5) Parallel Parking Spaces. The parallel parking spaces should not be located within the existing
drainage easement. Please adjust as necessary.
6) Parking Calculations. Please provide twelve (12) parking spaces. You must round up when
determining the total number of required spaces. Thus, 1 1.1 spaces calculates Into 12 required
parking spaces. Also, adjust the landscaping calculations as necessary.

7) Emergency Access/Rear Travel Aisle. Please delineate the location of the proposed rear travel
lane. It should be located entirely outside of the drainage casement.
8) Parking Lot Landscaped Island. The landscaped island, on the left hand side of the site plan,
does not appear to be the required nine (9) feet in width. Please adjust as necessary.
9) North Arrow. Please provide a north arrow on the site plan (page 2 of 4).
10) LocatioII Map. Please provide a scale for the location map found on page I of 4.
1 1) Adjoining Property Information. Staffs Official Zoning Map indicates that the lot located to
the north of this property is 43-19-53, not 43-19-2. Please change as necessary.
12) Future Route 37. Please show the proposed location for the future Route 37 expansion on the
location map, found on page I of 4.
13) Signs. Please expand on your statement regarding future signs by providing a statement to the
effect that a sign permit must be issued by the Department of Building Inspections.
14) Electric Utilities. Please show the location of the proposed electric connection and all electric
utilities. In addition, a statement should be provided that all utilities will be located underground.
15) Staging or Maneuvering Area. If the northern part of the lot is planned to be used as a staging
area, you will have to provide the necessary improvements associated with a parking lot (striping,
surface material, curb and gutter, etc).
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies
of the final plan for final administrative approval. Comment sheets are required from the following
agencies: Frederick County Inspections Department; Frederick County Engineer; Frederick County
Fire Marshal; Frederick County Sanitation Authority; auld the Virginio Department of Transportation.

The site plan dated January 14, 2002 for the referenced project has been reviewed by VDOT using
current standards. The previous plan for this site dated March 18, 1998 for Barrett Machines, Inc. is
no longer valid.
Please address the following comments as shown in red on the attached plan sheets and as follows:
1. The CG-11 entrance shown should be updated to VDOT minimum standards of entrances,
showing a 12' offset. (Plan Sheet 2)
2. Current VDOT standards should be shown on Plan Sheet 3 for CG-12, CG-11 and CG-6.
3. Note should be shown on Plan Sheet 2 stating CG-12 placement shall be determined by VDOT
Inspector.
4. Flow arrows should be shown on all drainage. (Plan Sheet 2)
5. Profile of proposed culvert on Plan Sheet 3 shculd show invert elevations.
6. North arrow should be shown on Plan Sheet 2 of 4.
7. Inlet protection and outlet protection on plan Sheet 4 appear to be reversed. ?
All comments shown in red on the plan sheets and on the Entrance Permit Plan Check List should be
addressed. Any change in design should meet or exceed standards.
When all the above comments have been addressed, please resubmit one set of plans for review. If
