VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) ROAD AND BRIDGE
SPECIFICATIONS, AND STANDARDS, THE VIRGINIA EROSION AND SEDIMENT
CONTROL REGULATIONS AND ANY OTHER STATE, FEDERAL OR LOCAL REGULATIONS
APPLICABLE. IN THE EVENT OF CONFLICT BETWEEN ANY OF THESE STANDARDS,
SPECIFICATIONS OR PLANS, THE MOST STRINGENT SHALL GOVERN.
2. ALL CONSTRUCTION SHALL COMPLY WITH THE LATEST U.S. DEPARTMENT OF
LABOR OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION AND VOSH
RULES AND REGULATIONS.
3. WHEN WORKING ON VDOT RIGHT OF WAY, ALL TRAFFIC CONTROL, WHETHER
PERMANENT OR TEMPORARY, SHALL BE IN ACCORDANCE WITH THE CURRENT EDITION
OF VDOT'S WORK AREA PROTECTION MANUAL. FURTHERMORE, ALL TRAFFIC CONTROL
FLAGGERS MUST BE CERTIFIED IN ACCORDANCE WITH VDOT'S JANUARY, 1994
(OR LATEST EDITION OF) ROAD AND BRIDGE SPECIFICATIONS, SECTION 104.04-C.
4. DESIGN FEATURES RELATING TO CONSTRUCTION OR TO REGULATION, CONTROL AND
SAFETY OF TRAFFIC MAY BE SUBJECT TO CHANGE AS DEEMED NECESSARY BY VDOT.
5. PRIOR TO INITIATION OF WORK, CONTRACTOR SHALL BE RESPONSIBLE FOR ACQUIRING
ALL NECESSARY VDOT LAND USE PERMITS FOR ANY WORK ON VDOT RIGHT OF WAY,
6. IF REQUIRED BY THE LOCAL VDOT RESIDENCY OFFICE, A PRECONSTRUCTION
CONFERENCE MUST BE ARRANGED AND HELD BY THE ENGINEER AND/OR DEVELOPER
WITH THE ATTENDANCE OF THE CONTRACTOR, VARIOUS COUNTY AGENCIES, UTILITY
COMPANIES AND VDOT PRIOR TO INITIATION OF WORK.
7. CONTRACTOR SHALL NOTIFY THE LOCAL VDOT RESIDENCY OFFICE WHEN WORK IS
TO BEGIN OR CEASE FOR ANY UNDETERMINED LENGTH OF TIME. VDOT WILL ALSO
REQUIRE 48 HOURS NOTICE FOR ANY INSPECTION.
8. THE CONTRACTOR WILL BE RESPONSIBLE FOR MAINTAINING ADEQUATE ACCESS TO
THE PROJECT FROM THE ADJACENT PUBLIC ROADWAY THROUGH CONSTRUCTION AND
MAINTENANCE OF A CONSTRUCTION ENTRANICE IN ACCORDANCE WITH THE VIRGINIA
EROSION AND SEDIMENT CONTROL HANDBOOK, SEC. 3.02. FURTHERMORE, ACCESS

5. CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CONSTRUCTION

6. IF A SILT FENCE IS TO BE CONSTRUCTED ACROSS A DITCH LLNE OR
SWALE, THAT MEASURE MUST BE OF SUFFICIENT LENGTH TO ELIMINATE
ENDFLOW, .AND THE PLAN CONFIGURATION SHALL RESEMBLE AN ARC
OR A HORSESHOE WITH THE ENDS ORIENTED UPSLOPE ("SEE PLATE
3.05-2). EXTRA -STRENGTH FILTER FABRIC SHALL BE USED FOR THIS
APPLICATION WITH A MAXIMUM 900 SPACING OF POSTS.
ALL OTHER. LNSTALLATION REQLTREMENTS NOTED IN #5 APPLY.
7. THE 100 BY 100 TRENCH SHALL BE BACKFILLED AND THE SOIL
COMPACTE.; OVER THE FILTER FABRIC.

MAINTENANCE

5. CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CONSTRUCTION
STAKEOUT. ALLDIMENSIONS AND ELEVATIONS H A O SSWNN THE

SWALE, THE MEASURE MUST BE OF SUTTICIENT LENGTH TO ELIMINATE
EINDFLGT, AND THE PLAN CONFIGURATION SHALL RESEMBLE AN ARC
OR A HORSESHOE WITH THE ENDS ORIENTED UPSLOPE (SEE PLATE

GENERAL EROSION AND SEDIMENT CONTROL NOTES
ES-1: Unless otherwise indicated, all vegetative and structural erosion
and sediment control practices will be constructed and maintained
according to minimum standards and specifications of the Virginia
Erosion and Sediment Control Handbook and Virginia Regulations VR
625-02-00 Erosion and Sediment Control Regulations.
ES-2: The plan approving authority must be notified one week prior to
the pre -construction conference, one week prior to the commencement
of land disturbing activity, and one week prior to the final inspection.
ES-3: All erosion and sediment control measures are to be placed prior
to or as the first step in clearing.
ES-4: A copy of the approved erosion and sediment control plan shall
be maintained on the site at all times.
ES-5: Prior to commencing land disturbing activities in areas other than
indicated on these plans (including, but not limited to, off -site borrow or
waste areas), the contractor shall submit a supplementary erosion
control plan to the owner for review and approval by the plan approving
authority.
ES-6: The contractor is responsible for installation of any additional
erosion control measures necessary to prevent erosion and sedimentation as
determined by the plan approving authority.
ES-7: Site grading is to drain to the silt fences or sediment trap at all
times during land disturbing activities and during site development until
final stabilization is achieved.
ES-8: During dewatering operations, water shall be pumped into sediment
traps.
ES-9: The contractor shall inspect all erosion control measures
daily. Any necessary repairs or cleanup to maintain the effectiveness of
the erosion control device shall be made by the close of the day. The
contractor shall be responsible for the ultimate removal of all temporary
sediment control devices.
CONSTRUCTION NOTES
1. The contractor will be responsible for applying for and obtaining any
necessary disturbance permits which may be required by the County of
Frederick prior to the start of clearing and grading activities.
2. The contractor shall stabilize all disturbed areas within 7 days after
the area is brought to final grade.
3. Stabilization shall be by permanent seeding and mulching as follows:
a. Scarify the top 1 " to 2" of soil after final grades have been
achieved.
b. Add pulverized agricultural limestone at the rate of 2 tons per
acre.
c. Small grain straw mulch shall be spread at the rate of 1.5 tons
per acre.
d. 10-10-10 fertilizer shall be spread at the rate of 1,000 lbs. per
acre.
e. Seed with one of the mixtures listed below:

5. CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CONSTRUCTION

CONTRACT DOCUMENTS SHALL BE FIELD VERIFIED BY THE CONTRACTOR
PRIOR TO BEGINNING WORK.

REGULAR INSPECTIONS SHOULD BE MADE TO INSURE THAT THE CENTER OF THE
DAM IS LOWER THAN THE EDGES. EROSION CAUSED BY HIGH FLOWS AROUND

THE AREA OF THE ENTRANCE MUST BE EXCAVATED A MINIMUM OF 75
AND MUST BE CLEARED OF ALL VEGETATION, ROOTS AND OTHER OBJECTIONABLE
MATERIAL. THE FILTER FABRIC UNDERLINER WILL THEN BE PLACED THE FULL
WIDTH AND LENGTH OF THE ENTRANCE. ON PAVED AREAS, PLACE FILTER FABRIC
ON PAVEMENT, NO EXCAVATION REQUIRED.
FOLLOWING THE INSTALLATION OF THE FILTER CLOTH, THE STONE SHALL BE
PLACED TO THE SPECIFIED DIMENSIONS. IF WASH RACKS ARE USED,THEY
SHOULD BE INSTALLED ACCORDING TO THE MANUFACTURER'S SPECIFICATIONS.
ANY DRAINAGE FACILITIES REQUIRED BECAUSE OF WASHING SHOULD BE CON-

MAINTENANCE

INSTALLATION
1. THE HEIGHT OF .1 SILT FENCE SHALL BE A MINIMUM OF 400 ABOVE
THE ORIGINAL GROUND SURFACE AND SHALL NOT EXCEED 850 ABOVE
GROUND ELEVATION.
2. THE FILTER FABRIC SHALL BE PURCHASED IN A CONTINUOUS ROLL CUT
TO THE LENGTH OF THE BARRIER TO AVOID THE USE OF JOINTS. WHEN
JOINTS ARE UNAVOIDABLE, FILTER CLOTH SHALL BE SPLICED TOGETHER
ONLY AT A SUPPORT POST, WITH A MINIMUM 150 OVERLAP, AND
SECURELY SEALED.
3. A TRENCH SHALL BE EXCAVATED APPROXIMATELY 100 WIDE AND 100
DEEP ON THE UPSLOPE SIDE OF THE PROPOSED LOCATION OF THE
MEASURE.
4. WHEN WIRE SUPPORT IS USED, STANDARD STRENGTH FILTER CLOTH
MAY BE USED. POSTS FOR THIS TYPE OF INSTALLATION SHALL BE
PLACED A MAXIMUM OF 3000 APART (SEE PLATE 3.05-1). THE WIRE
MESH FENCE MUST BE FASTENED SECURELY TO THE UPSLOPE SIDE
OF THE POST USING HEAVY DUTY WIRE STAPLES AT LEAST ONE INCH
LONG, TIE WIRES OR HOG RINGS. THE WIRE SHALL EXTEND INTO THE
TRENCH A MINIMUM OF 50 AND SHALL NOT EXTEND MORE THAN 850
ABOVE THE ORIGINAL GROUND SURFACE. THE STANDARD -STRENGTH
FABRIC SHALL BE STAPLED OR WIRED TO THE WIRE FENCE, AND 200
OF THE FABRIC SHALL BE EXTENDED INTO THE TRENCH. THE FABRIC
SHALL NOT BE STAPLED TO EXISTING TREES.
5. WHEN WIRE SUPPORT IS NOT USED, EXTRA -STRENGTH FILTER CLOTH
SHALL BE USED. POSTS FOR THIS TYPE OF FABRIC SHALL BE PLACED
A MAXIMUM OF 1800 APART (SEE PLATE 3.05-2). THE FILTER FABRIC
SHALL BE FASTENED SECURELY TO THE UPSLOPE SIDE OF THE POSTS
USING 25 LONG (MINIMUM) HEAVY-DUTY WIRE STAPLES OR TIE WIRES
AND 200 OF THE FABRIC SHALL BE EXTENDED INTO THE TRENCH. THE
FABRIC SHALL NOT BE STAPLED INTO EXISTING TREES. THIS METHOD OF
INSTALLATION HAS BEEN FOUND TO BE MORE COMMONPLACE THAN #4.
6. IF A SILT FENCE IS TO BE CONSTRUCTED ACROSS A DITCH LINE OR
SWALE, THE MEASURE MUST BE OF SUFFICIENT LENGTH TO ELIMINATE
ENDFLOW, AND THE PLAN CONFIGURATION SHALL RESEMBLE AN ARC
OR A HORSESHOE WITH THE ENDS ORIENTED UPSLOPE (SEE PLATE
3.05-2). EXTRA --STRENGTH FILTER FABRIC SHALL BE USED FOR THIS
APPLICATION WITH A MAXIMUM 900 SPACING OF POSTS.
ALL OTHER INSTALLATION REQUIREMENTS NOTED IN #5 APPLY.
7. THE 100 BY 100 TRENCH SHALL BE BACKFILLED AND THE SOIL
COMPACTED OVER THE FILTER FABRIC.
8. SILT FENCES SHALL BE REMOVE WHEN THEY HAVE SERVED THEIR
USEFUL PURPOSE, BUT NOT BEFORE THE UPSLOPE AREA HAS BEEN
PERMANENTLY STABILIZED.
MAINTENANCE
1. SILT FENCES SHALL BE INSPECTED IMMEDIATELY AFTER EACH RAINFALL
AND AT LEAST DAILY DURING PROLONGED RAINFALL. ANY REQUIRED
REPAIRS SHALL BE MADE IMMEDIATELY.
2. CLOSE ATTENTION SHALL BE PAID TO THE REPAIR OF DAMAGED SILT
FENCE RESULTING FROM END RUNS AND UNDERCUTTING.
3. SHOULD THE FABRIC ON A SILT FENCE DECOMPOSE OR BECOME
INEFFECTIVE PRIOR TO THE END OF THE EXPECTED USABLE LIFE
AND THE BARRIER STILL BE NECESSARY, THE FABRIC SHALL BE
REPLACED PROMPTLY.
4. SEDIMENT DEPOSITS SHOULD BE REMOVED AFTER EACH STORM EVENT.
THEY MUST BE REMOVED WHEN DEPOSITS REACH APPROXMATELY
ONE-HALF THE HEIGHT OF THE BARRIER.
5. ANY SEDIMENT DEPOSITS REMAINING IN PLACE AFTER THE SILT FENCE
IS NO LONGER REQUIRED, SHALL BE DRESSED TO CONFORM WITH THE
EXISTING GRADE, PREPARED, AND SEEDED.
