All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. The site plan is approved for the construction of two warehouse buildings in the Stonewall Magisterial District. The warehouse buildings will consist of 27,000 square feet. Development will occur in three phases. Phase One and Two shall include the principal warehouse building and all required improvements to the site. Phase Three will include a 3,000-square-foot building and the remainder of the proposed loading area. The primary improvements associated with this development are listed below: 1) Constriction of a 24,000-square-foot warehouse building with accessory office space (Phase 1 & 2). 2) Constriction of 3,000-square-foot warehouse building (Phase 3). 3) Construction of a paved loading area in the rear of the principal building. 4) Constriction of 31 parking spaces, including one handicap accessible space and sidewalks. 5) Planting of 14 2-inch caliper Red Maple trees in the perimeter and interior parking areas. 6) Planting of 12 2-inch caliper Blue Spruces, 13 2-inch caliper Pin Oaks, and 12 2-inch caliper Leyland Cypresses for the landscape screen required along the southern property line. Note: an area of existing trees and undergrowth will be preserved along a portion of the south property line. 7) Planting of a three-foot evergreen hedge row in front of the north parking area. Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Please prepare a revised site plan which adequately addresses all of my comments listed below. I am providing you with a red -lined copy of the site plan to assist you. The numbered markings on the site plan should correspond to staffs comments listed below. Review Comments: 1) Interior Parking Lot Islands. Please provide an interior island in the center of the proposed parking lot to break-up the parking. Remember that five percent of the interior parking lot must be landscaped. 2) Perimeter Landscaping Calculations. Your perimeter landscaping calculations appear to be incorrect. I have measured the perimeter of the parking lots, and the total perimeter is at least 371 feet. This calculates into 10 required perimeter landscape trees, not 71/2. Please make the necessary changes to your parking calculations and add the extra required trees to the plan. 3) Interior Landscaping Calculations & Parking Calculations. Your interior landscaping calculations and parking calculations appear to be incorrect. There are 32 total parking spaces proposed on the site plan drawing, not 27 as you indicate in your parking calculations. Furthermore, you have stated that 22 parking spaces are proposed in the largest of the two parking rows. This is not correct. There are actually 27 spaces at this location. Your interior landscaping calculations need to be corrected as well. Thirty-two parking spaces require four trees to satisfy the interior parking lot requirements. 4) Existing Trees & Full Screen Requirements. Please provide a statement on the site plan to the effect that all of the existing trees shall not be disturbed without prior approval by the Frederick County Department of Planning and Development. If any of the growth is disturbed during construction, a similar landscape screen will need to be installed as you have provided to the cast. 5) Loading Spaces. Please show the location and dimensions of all proposed loading spaces. You have indicated that only one loading space is proposed. However, you show two loading spaces as part of Phase 3. Furtlaennore, I would expect that all of the individual units will want an overhead door/loading space. Presently the Zoning Ordinance requires that all loading areas be paved with concrete, bituminous concrete, or similar materials. They arc also required to have curb and gutter throughout. Please provide curb and gutter for all loading areas. Note: The Board of Supervisors will be considering a text amendment to the Zoning Ordinance on March 13 of this year. If this text amendment is approved, curb and gutter would not be required for loading areas that are separated from parking lots, as in the subject site plan. 7) Tree Species of Landscape Screen. Red Cedar trees are proven to be very harmful to apple trees. Since we live in an apple producing region, please take this into consideration. 7) Zoning Administrator Si_,nature Box. Please provide a space for the signature and approval date of the Frederick County Zoning Administrator. Also, please remove the sentence which states that approval expires at (18) eighteen months, if building permits haven't been applied for. The Virginia Code requires that localities provide five years. A text amendment is in the works. 8) Proposed Fence. Please label the proposed fence on the site plan and provide details of it on the last page. 9) Legend. Please state what the ------ T------- feature represents. I assume it's the telephone lines since this has not been shown elsewhere. However, this is not clear. Please also show the proposed electric utilities. 10) Sims. Please add the words "the requirements of and "through the Department of Building Inspections" to the sign statement on the plan as I have shown on the attached red -lined copy. 11) Traffic Flow. The traffic arrows that you have drawn on the plan do not appear to be correct. I expect that you intend to have two-way traffic at the left interior entrance. Please adjust appropriately. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval. The final site plans will need to be signed. Conunent sheets are required from the following agencies: Frederick CountyInspections Department; Frederick County Engineer; Frederick County Fire Marshal; Frederick County Sanitation Authority; and the Virginia Department of Transportation.
