SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Dear Evan:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on May 14, 2002. The site plan meets all requirements for development in the RA Zoning
District and the conditions of Conditional Use Permit #22-01. There are no adverse comments by any of
the required review agencies; however, any future comments by these agencies should be addressed
promptly. Please remember to provide a copy of the access easements when they are recorded. Below is
a list of the primary improvements of this development:
• Construction of a 195-foot-high lattice -type unmanned telecommunications tower.
• Marking and lighting of the tower as required by the Winchester Regional Airport.
• A 14.5-foot vertical clearance for emergency vehicle access as required by the Fire
Marshal.
• Screening should be installed if determined necessary by Planning Department staff to
ensure facilities are not visible from adjoining properties and roadways.
I am providing you with six copies of the approved site plan. Please forward these to the appropriate
representatives. Furthermore, please advise the owner that a copy should be kept for future reference and
an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection. This is
required prior to the issuance of an occupancy permit by the Department of Building Inspections.

Dear- Mr. Doshi:
This letter is to confirm action taken by the Frederick County Board of Supervisors at their meeting on
January 23, 2002. Your Conditional Use Permit, #22-01 for a 195-foot-high lattice -type
telecommunications facility, was approved with the following conditions:
1. All Zoning Ordinance requirements and review agency comments shall be addressed and complied
with at all times.
2. The tower shall be available for co -locating personal wireless services providers.
3. A minor site plan shall be approved by the County.
4. The tower shall be removed by the applicant or property owner within twelve (12) months of
abandonment of operation.
5. In the event a telecommunications tower is not erected within twelve (12) months of the approval
of this Conditional Use Permit, then the CUP will be deeded invalid.

Comment 1: Please consider renaming the plan f -om North Gainesboro to 1411tite "fail Lane to provide
consistency With the Conditional Use Permit (CUP) application for the tower.
Response: We have renamed the plans as requested.
Comment 2: Please provide a space labeled, "Approved by the Zoning Administrator, "curd language that
the site plan is valid for five years.
Response: We have revised sheet 1 of 3 as requested.
Comment 3: Please remove the owner's certif icate s7mce regarding a subdivision and Manning & Ross as
the developers.
Response: We have removed the reference to Manning & Ross.
Continent 4: Please provide the PIN for all adjoining properties.
Response: We have added PIN for adjoining properties.
Comment 5: Please correct the setback information included in the project information table to include the
required setbacks and those proposed. Required setbacks are 220' for the f -ont and 210' for the sides and
rear. Please show the proposed setbacks o: the site plan and indicate what they are in relation to all
property lines.
Response: We have added dimensions from proposed tower location to property lines to demonstrate
adequate setback compliance.

Comment 7. Please provide the proposed height of all buildings and structures on the property. Please
indicate the maxinuon height allowed in lite RA 'Zoning District.
Response: The property is vacant land and we have added zoning tabulations and the C.U.P. to sheet I of
3.
Comment 8: Please add the posted speed limit of adjoining roads.
Response: White Tail Lane does not have a posted speed limit.
Comment 9: Please add the location of all utilities on the property.
Response: We have added the overhead electric lines along White Tail Lane to the plans.
Comment 10: Please add the width of all easements on the property, including utility. Please clarify
whether or not the leased area and access lanes are easements.
Response: Necessary access and utility easements will be recorded upon construction completion. Note 4
has been added to sheet 2 of 3.
Comment 11: Please provide the location of any environmental features on the property or a statement
that there are none.
Response: No environmental features have been identified on this property. No environmental features
will be impacted with these plans.
Comment 12: Please provide any additional information relevant to accessory buildings that may be
located with the tower, such as size and location.
Response: No accessory buildings are proposed with these plans.
Comment 13: Opaque fencing or appropriate landscaping should be provided to ensure that equipment,
buildings, and accessory structures are not visible from adjoining properties, roads, or other rights-of-wny.
The site plan proposes wire fencing wflich would not provide any screening.
Response: Barbed wire fencing is proposed due to over 400' of wooded land surrounding the tower site in
all directions. Note 3 has been added to the plans.

Dear Sir:
The Winchester Regional Airport Authority offers the following comments on the above
referenced site plan as conditions to be complied with at all times:
1. Towers over 200 feet AGL are required by FAA to be lighted, for towers
between 150 and 199 feet AGL, the Winchester Airport is requiring the
structure to be marked and lighted in accordance with FAA Advisory Circular
70/7460-1 H, Obstruction Marking and lighting, Chapter 5.
This comments is based on the review provided by our engineering firm, Delta Airport
Consultants, Richmond, Virginia, and coordination with the Federal Aviation
Administration Airports District Office, Washington, D.C. It has been determined that the
proposed tower does not penetrate any FAR Part 77 surfaces therefore development of
this site should have no impact on current or future operations at the Winchester
Regional Airport.
If the above referenced conditions along with any outlined in the FAA study are met, the
Winchester Regional Airport Authority has no objections to the site plans:

Dear Mr. Frank:
Thank you for the recent submission of the above -referenced site plan. I have completed a review of the plan
and would like you to address a few issues in a revision. I have enclosed a redlined copy of the site plan to
clarify the concerns of staff. Please note the comments I have made below:
Please consider renaming the plan from North Gainesboro to White Tail Lane to provide consistency
with the Conditional Use Permit (CUP) application for the tower.
2. Please provide a space labeled, "Approved by the Zoning Administrator," and language that the site
plan is valid for five years.
3. Please remove the owner's certificate space regarding a subdivision and Manning & Ross as the
developers.
4. Please provide the PIN for all adjoining properties.
5. Please correct the setback information included in the project information table to include the required
setbacks and those proposed. Required setbacks are 220' for the front and 210' for the sides and rear.
Please show the proposed setbacks on the site plan and indicate what they are in relation to all property
lines.
6. Please provide the location and specifications for any outdoor lighting.
7. Please provide the proposed height of all buildings and structures on the property. Please include the
maximum height allowed in the RA Zoning District.
8. Please add the posted speed limit for adjoining roads.
9. Please add the location of all utilities on the property.

10. Please add the width of all casements on die property, including utility. Please clarify whether or not
the leased area and access lanes are easements.
1 l . Please provide the location of any environmental features on the property or a statement that there are
none.
12. Please provide any additional information relevant to accessory buildings that may be located with the
tower, such as size and location.
13. Opaque fencing or appropriate landscaping should be provided to ensure that equipment buildings and
accessory structures are not visible form adjoining properties, roads, or other rights -of -way. The site
plan proposes wire fencing which would not provide any screening.
After you have revised the site plan, please resubmit one copy so that I may verify the information on the plan.
I will then need all approved review agency comments and five copies of the final site plan for approval.
