The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).
Site Plan Package -
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on June 28, 2002. The site plan is approved for the construction of a 7,600-square-foot
martial arts building, located in the Commonwealth Business Center. Listed below are the other major
improvements associated with this development:
• Constriction of a parking lot with 36 parking spaces, which includes two (2) handicap parking
spaces. Curb and gutter, sidewalks, light poles, landscaped islands, and pavement shall be
provided for the parking lot.
• Twelve (12) October Glory Maple trees, two (2) Shademaster Locust trees, and fifty-four (54)
Girard Crimson Azaleas shall be planted.
• A VDOT-approved entrance off of Commonwealth Drive
• Various erosion and sediment control improvements

We have received your revised site plan dated June 11, 2002 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide seven (7) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the
Commonwealth Drive right-of-way. The permit is issued by this office and will require a
minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector. A copy of any/all recorded plats of dedication for drainage easements or additional
right-of-way required for implementation of this proposed project should be provided to VDOT
prior to issuance of any land use permits. Dedication should be made to the Commonwealth of
Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Scott:
I have reviewed the site plan for Boyce's Martial Arts which was submitted on January 9, 2002. Please
resubmit a revised site plan which adequately addresses all of the comments listed below. A red -lined
copy of the site plan is also being provided to you in order to illustrate these comments.
Review Comments:
1) Zoning Administrator Approval Box. All site plans require the signature of the Frederick
County Zoning Administrator. The Director of Planning and the County Administrator are not
required to sign site plans. Please remove the signature space for the Director of Planning and
County Administrator and provide a place for the Zoning Administrator's signature and date.
2) Scale of Site Plan. Please adjust the scale of the site plan to 1:20, 1:30, 1:40, or 1:50. It is much
more difficult for staff to review the plan if you deviate from the above scales.
3) Interior Landscaping Calculations. There are 36 proposed parking spaces; therefore, you are
required to plant four trees in order to satisfy the interior landscaping requirements. Please
change as necessary.
4) Perimeter Landscaping Calculations. The perimeter landscaping is more than just the
combined width of all outer parking spaces. You must increase your perimeter calculation to
include all other perimeter parking lot areas. I have highlighted what is considered the perimeter
parking area on the enclosed red -lined copy of the site plan. Just as with the interior landscaping,
the changes to the perimeter landscaping calculations will increase the number of trees required
for the entire site. This includes changes to the landscaping plan and landscaping legend.

5) Hedge Row Height. Please provide an evergreen hedge row that is at least 36" in height in order
to adequately screen headlights from the parking area. The hedge row you are proposing is
insufficient in height.
6) Maintenance of Required Landscaping Statement. Please remove the statement found on
page 4 of 5, which states "Dead or dying vegetation shall be replaced per direction of the
Administrator." I interpret this statement as meaning that if a tree dies it must be replaced only
if the Zoning Administrator would like it to be. Frederick County expects the owner to maintain
and replace all required landscaping without question.
7) Remaining Square Feet of Proposed Building. Approximately 1,304 square feet of the
proposed building is unaccounted for. Please explain what this portion of the building will be
used for.
8) Reference to MDP #15-99. Please reference Master Development Plan #15-99, for the
Commonwealth Business Center, in the project information section of the site plan.
9) Required Open Space. 25% of the total lot area is required to be landscaped area (open space);
this is because the property is zoned B3 (Business, Industrial Transition). You show that only
15% is required. Please make the necessary corrections.
10) Height. Please provide the height of all structures on the site plan.
11) Trash Disposal. Please show the location of all proposed trash receptacles and dumpsters. If
no such receptacles are proposed, please provide a statement to this effect. If no dumpster is
proposed, please provide a statement that explains how trash will be disposed of.
12) Handicap Access Ramp. Please provide a handicap access ramp in front of the handicap loading
area.
13) Location of All Utility Connections. Please provide the location of all utility connections, such
as gas lines, electric lines, telephone lines, etc. Also, please provide a statement on the site plan
that all utilities will be located underground.
14) Magisterial District. Please provide the correct Magisterial District at all locations referenced
on the site plan. The property is located in the Shawnee Magisterial District.
15) Adjoining Property Information. Please provide the name of owner, land use, zoning, and tax
map number for all adjoining lots. You have failed to provide information for lots 63-A-86B and
63-A-85.

16) Signs. Please provide the location and dimensions for all proposed signs. If no sign is currently
proposed, please provide a statement to the effect that all future signs shall be required to apply
for a sign permit and obtain zoning approval.
17) Nearby Entrance Locations. Please provide the location of all entrances on adjoining roads
within 200 feet of the proposed entrance. After a visit to the site, I noticed that you did not show
the entrance to the site of Michael G. Prelip Companies.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies
of the final plan for final administrative approval. Comment sheets are required from the following

Comment 1: "Zoning Administrator Approval Box. All site plans require the signature of the Frederick
County Zoning Administrator. 77te Director of Planning and Cite County Administrator are not required to
sign .site plans. Please remove the signature space for the Director of Planning and County Administrator
and provide a place for Cite "Zoning Administrator's signature and date.
Response: The 7,oning Administrator signature space has been provided.
Comment 2: Scale of Site Plan. Please adjust the scale of the site plan to 1:20, 1:30, 1:40, or 1:50. It is
much more difficult for staff to review the plan if you deviate from the above scales.
Response: At this time, the plans have been approved by all Agencies and the contractor has begun
construction with the V = 25' scale drawings. We will follow the above scales with future plans.
Comment 3: Interior Landscaping Calculations. There are 36 proposed parking spaces; therefore, you
are required to plant four trees in order to satisfy the interior landscaping requirements. Please change as
necessary.
Response: The landscape calculations have been adjusted.
Comment 4: Perimeter Landscaping Calculations. 77te perimeter landscaping is more than just the
combined width of all outer parking spaces. You must increase your perimeter calculation to include all
other perimeter parking lot areas. i have highlighted what is considered the perimeter parking area on the
enclosed red -lined copy of the site plan. Just as with the interior landscaping, the changes to the perimeter
landscaping calculations will increase the number of trees required for the entire site. 7his includes
changes to the landscaping plan and landscaping legend.

appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide seven (7) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the
Commonwealth Drive right-of-way. The permit is issued by this office and will require a
minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector. A copy of any/all recorded plats of dedication for drainage easements or additional
right-of-way required for implementation of this proposed project should be provided to VDOT
prior to issuance of any land use permits. Dedication should be made to the Commonwealth of
Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty

Through the site plan approval process for the Boyce's Martial Arts proposal, drainage
concerns came to light regarding Lot 6 and more importantly elevations of certain
culverts under Commonwealth Drive. As indicated on the as -built plans, Structures 8
and 9 and associated culverts were constructed at a lower elevation than designed.
Also, the off right-of-way drain way that handles this drainage was not constructed to
adjacent property, as approved.
Until these drainage concerns can be adequately addressed, final acceptance of
Commonwealth Drive will be delayed. These concerns will also affect the design and
approval of the proposed Boyce's Martial Arts project.
Also affecting the approval of this project, along with Commonwealth Drive, is the
placement of a huge rock at the intersection of Commonwealth Drive and Route 11.
This rock was previously located next to the private drive, well off the right-of-way, and
out of the clear zone. Please make the necessary preparations for the removal of this
rock from the right-of-way and outside the clear zone.

Upon review of the subject site plan, we offer the following comments:
1. Due to existing drainage problems with Commonwealth Drive and the outfall of drainage onto
Lot 6, we cannot review or approve a site plan for the subject project at this time. As we
discussed in our meeting today at the site, the developer of the business center needs to correct
the drainage problems to satisfy Frederick County and the Virginia Department of Transportation.
2. Drainage from this site drains onto the H.P. Hood site. A drainage easement needs to be
obtained to allow the drainage to flow across a portion of the H.P. Hood site and under the
entrance road. The easement should be obtained by the developer of Commonwealth Business
Center.
