The proposed building does not appear to penetrate the airport's FAR Part 77 surface based on the information provided therefore airport operations should not be impacted by this building project. Due to the location of the proposed building within the flight pattern, we are requesting that all lighting for this site be shielded to minimize possible light pollution on aircraft entering the pattern for Runway 32. 2. During the construction phase of the building, all cranes will be required to have an aviation obstruction flag or obstruction light visible during operations and must be lowered at night unless lit. Should you have any questions regarding these comments, please contact my office. Sincerely, S. R. Camp RE: Bandit Karts III Dear iVir. Canlp: We have received your comments dated March 8, 2001 and offer the following responses: 1. COMMENT: According to the Frederick County Zoning Ordinance, self-storagc facilities have their own landscaping requirements. A double row of cvcrgrccns, planted a nlaxinutin of 8' off - center and 6' at the time of planting, is required ill the front. Furthermore, a single row of cvcrgrccns is required around the rear and sides, planted a ❑klxllnlllin of 40' off -center and 6' at the time of planting. These requirements would call for a total ol'46 trccs to be planted. RESPONSE: A previous county planner, Chris Mohn, prim to his leaving the Planning Department, agreed that the cvcrgrccns rcquircd for the front yard would be acceptable ill a close grouping scar the front sides of the self storagc buildings rattler than across the front yard. Because this was clarified in the Carly stages of plan preparation, the layout as shown has been provided to meet this requirement. Our calculations for the front, side and rear yards has a requirement of a total of 25 tress to Illect the ordinance requirement, please clarify the 46 trees in your comment. Our calculation has bccn added to the cover sheet for your review. 2. COMMENT: Not including the above, 13 trees arc rcquircd to meet the interior and perimeter ✓landscaping requirements for the parking areas. Therefore, a minimum of 59 trees and a 3' evergreen hedge, to screen car headlights, should be included in the total landscaping plan of the site. RESPONSE: Our calculations, oil the cover sheet, show a rcquircd total of 9 trees for Interior alld perinietcr landscaping. Please clarify the 13 rcquircd in your continent. The 3' hedge was proposed with the original site plan for the office and fabrication shop and has not changed with any revisions. We have calculated a total of 34 trees rcquircd for the entire site. COMMENT: Please clarify what species of tree goes \\,Incre oil the site plan. I would suggest adding the tree neap features to the landscape schedule information on page three of the site plan. Furlliermore, staff recommends a different tree species around the side and rear of the self -storage facility due to greater distance between trees (a max. of 40'). RESPONSE: The tree symbol for dogwoods has becil cliangcd to lielp clarify species on the plan. The landscape schedule has bccn revised to provide tree symbols to further clarify the plan. The cvcrgrccns have been revised to Lcyland Cypress. COMMENT: Please provide a cloud around the self-storagc facility and label what is proposed and what is existing on the site plan.
